In 2017, the ICT Industry Development Bureau (IIDB) initiated the "Rural Impact Source" (RIS) project. This pioneering initiative aimed to empower Filipino citizens by fostering a freelance workforce. Recognizing the potential benefits of remote work, including increased earning potential and improved work-life balance, RIS garnered significant interest from aspiring freelancers nationwide.
In 2019, the project underwent a rebranding, transitioning to "digitaljobsPH" (djPH) and shifting its oversight to the ICT Literacy and Competency Development Bureau (ILCDB). As the training arm of the Department of Information and Communications Technology (DICT), the ILCDB's mandate aligns with the project's objectives.
In 2024, the digitaljobsPH evolved into the "Strengthening the Philippine Workforce through Adaptive and Responsive Digital Knowledge" (SPARK) initiative. Its primary goal is to cultivate a highly skilled Filipino workforce capable of thriving in the rapidly expanding ICT-enabled job market. By equipping individuals, particularly those from marginalized communities, with in-demand digital skills and knowledge, SPARK aims to contribute significantly to national employment and economic growth.
Since its inception, SPARK has successfully trained thousands of Filipinos, providing them with the tools and expertise necessary to succeed in the digital age. The program's impact is evident in the numerous ccess stories of individuals who have secured employment opportunities and achieved entrepreneurial success.
