Phase 1. February to end April - Tool development/event identification/survey testing/selected focus group discussions

Phase 2. May to end August - Measurement of Standards, data gathering/interviews.

Phase 3. September - Consolidation and verification of findings/proposal development.

Phase 4. October to February 2018 - Evaluation of findings/consolidation/dissemination of final Standards for acceptance at the annual meeting of the Consultative Group on the Humanitarian Civil-Military Coordination.
