Introduction

The Standards on Humanitarian Civil-Military Coordination is an initiative centered on meeting the needs of affected people through improved humanitarian civil-military interaction. The Standards are tailored to inform the actions of:

  1. Affected states/organizations that receive foreign military assets (FMA) to support humanitarian relief operations;
  2. Assisting states that provide foreign military support to humanitarian relief operations that are technical, material, and/or financial/commercial in nature, and;
  3. Humanitarian organizations that interact with, receive support from and/or share the same operating environment with any of the above.

The drafting of the Standards has reached a point where there is a need to solicit and consolidate broader feedback from a wider range of stakeholders to verify such aspects as relevance, language, governance and practical application, at the international, national and sub-national levels.

This paper outlines the approach and steps required to further the Standards. It identifies the process for widening stakeholder consultation, the methods for capturing feedback, and the timeframe for the overall Standards Consolidation Process (SCP). The SCP will complement existing development platforms, namely the Standards Drafting Committee and Advisory Group to ensure that the evolution on the Standards remains transparent and inclusive.
