Approach

The SCP will follow an iterative course, building on feedback received from a series of consultations undertaken over a period of five months. The process will consist of a number of key informant interviews and “scenario-measuring” at physical events to engage with a wide range of stakeholders from humanitarian/development organizations, governmental, and military actors.

The OCHA Civil-Military Coordination Section (CMCS) will provide the Secretariat for the process, supported by members of the Standards Drafting Committee and Advisory Group. An external Senior Consolidation Officer (SCO) will lead the SCP, overseeing a transparent and participatory process.

The SCO role will include direct involvement in the design and facilitation of face-to-face discussion groups and learning events. The SCO will partner with thematic experts to analyze the findings and develop synthesis documents for submission to the Drafting Committee and Advisory Group.
