The DepEd Quality Basic Education Development Plan (QBEDP) provides the national framework for strengthening learning outcomes, while the Division Education Development Plan (DEDP) of SDO Southern Leyte ensures that local priorities, programs, and resources are aligned with this national vision. Together, they create a coherent roadmap that connects national reforms with division-level strategies for inclusive, data-driven, and sustainable education delivery
QBEDP 2025–2035 is the Department of Education’s long-term plan to improve basic education quality.
It emphasizes decentralization, digitalization, and public-private partnerships to boost literacy, transparency, and workforce readiness.
Key priorities include:
Raising functional literacy rates
Strengthening governance and accountability
Addressing teacher workforce challenges under competitive migration
The Division Education Development Plan (DEDP) is the localized planning document of each Schools Division Office (SDO).
It translates national and regional priorities into division-specific programs, targets, and interventions.
For Southern Leyte, the DEDP is updated to align with both the QBEDP and the Regional Education Development Plan (REDP), ensuring consistency across levels of governance
Strategic Coherence: The DEDP integrates QBEDP goals into division-level strategies, ensuring that reforms in curriculum, teacher development, and governance are locally implemented.
Data-Driven Planning: Alignment requires the use of DepEd’s information systems (LIS, BEIS, NSBI) to monitor learners, schools, and infrastructure, reinforcing evidence-based decision-making.
Localized Priorities: While QBEDP sets national targets, SDO Southern Leyte adapts them to address local challenges such as geographic accessibility, resource distribution, and stakeholder engagement.
Stakeholder Involvement: The alignment process emphasizes collaboration with school heads, LGUs, and community partners, ensuring that reforms are inclusive and responsive to local realities.
The Schools Division Office of Southern Leyte has undertaken the alignment of its Division Education Development Plan (DEDP) with the Department of Education’s Quality Basic Education Development Plan (QBEDP).
