I-RISE Program
At the Department of Education Region IV-A CALABARZON, we believe that a strong start leads to sustained success. Recognizing the vital role that onboarding plays in the career journey of every new employee, the region has launched the I-RISE Program: Induction, Readiness, and Improvement for Starting Employees—a strategic initiative aligned with the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) framework.
This comprehensive program is designed to ensure a smooth and effective transition for newly hired personnel as they integrate into the DepEd family. It aims to equip them with the knowledge, skills, and support they need to confidently embrace their roles and responsibilities.
The I-RISE Program introduces a dynamic and self-paced e-learning module tailored specifically for new hires. The module must be completed within six (6) months of induction and includes reflective activities and learning exercises to promote both personal and professional growth.

To ensure the efficient implementation of the IRISE Program, DepEd Region IV-A employs the GUIDE Framework:
G – Gather: Upon signing the Oath of Office, the Personnel Office submits the name of the new hire to HRDD-NEAP.
U – Unite: HRDD-NEAP facilitates the onboarding process and introduces the I-RISE Program to the new employee.
I – Implement: A soft copy of the module is provided to the employee, who must complete it within six months.
D – Document: HRDD reviews and validates the completed modules for accuracy and completeness.
E – Endorse: After successful validation, the employee is awarded a Certificate of Completion, recognizing their readiness and commitment to serve.
The I-RISE Program is more than just an onboarding tool—it is a foundational experience that sets the tone for a successful and meaningful career in public service. By promoting accountability, continuous learning, and employee well-being, DepEd Region IV-A ensures that every new hire feels welcomed, supported, and prepared to contribute to the department’s vision of quality, accessible, and inclusive education for all.
