HRDD/NEAP-R
Human Resource Development Division (HRDD), as one of the functional divisions of DepEd Region IV-A, ensures competent personnel in the regional office (RO) and schools division offices (SDOs) through the implementation and management of an efficient and effective training and development system toward improved professional competencies and organizational performance in the delivery of basic education services.
This mandate is anchored on the Governance of Basic Education Act of 2001 (Republic Act 9155), which emphasizes the professional development of RO and SDO personnel.
Aligned with the Rationalization structure, the National Educators Academy of the Philippines in the Region (NEAP-R) operates under the management of HRDD. NEAP-R serves as the training arm of the Region, implementing professional development programs for teachers and school leaders. It is also tasked with the operationalization of the Training and Development (T&D) System, as outlined in DepEd Order (DO) No. 30, s. 2009, or the National Adoption and Implementation of the T&D System.
Further, the transformation of NEAP, mandated by DO 11, s. 2019, ensures that professional development for teachers and school leaders is more strategic, integrated, and programmatic within a unified governance system that upholds greater accountability. This transformation also directs the restructuring of NEAP’s organizational framework to reflect the central, regional, and field components of its agenda.
In support of this mandate, HRDD has adopted an interim structure to carry out the new functions seamlessly, efficiently, and effectively while the final organizational structure of the transformed NEAP is being developed.
HRDD has core and support processes. The core process is Learning/Professional Development and Management for Teachers and School Leaders, and the support process is Human Resource Management and Development. Each process has its sub-processes.
