Anchored on Reinventing the Way 4-ALA EH, SGOD-HRDS identifies the programs/projects/activities that will be funded by HRD aligned with the professional development priorities. It includes the following aspects:
Establishing and institutionalizing PRIME-HRM
Nurturing employees ‘drive for excellence by providing relevant and timely capability building activities based on their development needs
Aligning PPAs to address issues on access, quality and governance and achieving quality results through QAME
Ensuring employee’s efficient, timely and quality performance
Highlighting efforts and accomplishments by institutionalizing Rewards and Recognition
HRDS proposed a project known as Project GALING: Gearing towards Advocacy on Localized, Intensified and Noble trainings/activities/rewards and recognition Genuinely Designed for DepEd Employees. It is designed to make sure that teachers, school leaders, and SDO employees' needs are met based on the DM-OUHROD-2023-0851 titled List of Priority Professional Development (PD) Programs for Teachers and School Leaders with Activities to be Funded Against HRD Funds in ROs and SDOs. With this, they can continue to provide excellent services in support of the division's mission.

Project GALING also known as Gearing towards Advocacy on Localized, Intensified, and Noble Trainings/Activities/Rewards and Recognition Genuinely Designed for DepEd Employees, was initiated by the Human Resource Development Section (HRDS) of the Schools Division Office of Batangas City in 2023. It was conceived as a strategic HRD initiative in response to the need for continuous, accessible, and responsive support for the professional and organizational development of school leaders, teachers, and non-teaching personnel. From its inception, the project recognized that employee development should not be limited to one-time training activities but should be sustained through a continuing cycle of learning, application, support, engagement, and recognition.
During its early implementation, Project GALING served as a framework for strengthening the delivery of localized and needs-based professional development programs. HRDS utilized identified competency gaps, professional development needs, organizational priorities, and emerging challenges in schools and the Division Office as bases for designing relevant learning interventions. Through this approach, training and development activities were contextualized to the actual responsibilities and working environments of DepEd personnel. The project provided opportunities for employees to enhance their knowledge, skills, attitudes, and professional competencies while supporting the Division’s continuing efforts to improve the quality of education and administrative services.
As Project GALING progressed, its scope expanded beyond conventional training activities to include employee engagement, learning opportunities, partnerships, scholarship and certificate programs, and other development initiatives. It provided a platform for connecting DepEd employees with relevant professional development opportunities and resources from the Division, Regional Office, partner institutions, and other organizations. The project likewise encouraged the development of innovative and localized interventions responsive to the distinct needs of school leaders, teachers, teaching-related personnel, and non-teaching personnel. In this way, GALING became an avenue for promoting continuous learning and strengthening a culture of professional growth within SDO Batangas City.
Another important component of Project GALING was its integration of rewards and recognition as an essential element of employee development and engagement. HRDS recognized that professional growth is strengthened when employees are not only provided with opportunities to learn but are also acknowledged for their accomplishments, commitment, innovations, and contributions to organizational goals. Consequently, the project supported initiatives that highlighted and celebrated the achievements of DepEd personnel while encouraging sustained excellence and meaningful participation in Division programs. This integration of training, employee activities, and rewards and recognition reflected the project's holistic approach to developing and valuing human resources.
Since its establishment in 2023, Project GALING has continued to evolve as a sustained HRDS initiative dedicated to providing continuous support to the people who deliver education and essential services in SDO Batangas City. Its history reflects the Division’s commitment to creating a workplace where school leaders, teachers, and non-teaching personnel are continuously developed, supported, engaged, and recognized. Through its localized and intensified interventions, the project has contributed to strengthening professional competence, employee motivation, organizational engagement, and service delivery. Moving forward, Project GALING continues to serve as a framework for responsive human resource development, ensuring that programs and activities remain genuinely designed around the changing needs of DepEd employees and the strategic directions of SDO Batangas City.
