To achieve the Education for All (EFA) objectives by 2015, the Department of Education is pursuing policy reforms under the Basic Education Sector Reform Agenda (BESRA). Key ReformThrust 1 (KRT1) of BESRA is School-Based Management (SBM). SBM underscores the empowermentof key stakeholders in school communities to enable them to actively participate in the continuous improvement of schools towards the attainment of higher pupil/student learning outcomes.
The School Improvement Plan (SIP), a unique plan, refined annually, that defines a school's targeted work to raise achievement for all of its students. These plans are the driving force behind the theory of change in our school's strategic framework. Together with all the community and other stakeholders, the School Improvement Plan was created.

PTA is an organization operating in a school both in elementary and in high school. It must adhere to all existing policies and guidelines issued by the DepEd.
All areas of the schools have to prepare an action plan, following an inspection to identify the school’s strengths and weaknesses. The weaknesses must be addressed if the school is to improve the quality of education it provides for its pupils. The main areas that need to be improved are organised in the inspection report under the heading “what the school should do to improve further?” These are the key issues for action. The action plan sets out how the school will address these issues.
