Maintenance and other Operating Expenses (MOOE) is the allocated fund that can be spent on activities and necessities that support learning programs and help maintain a safe and healthy environment in school. Expenses are in Accordance with RA 9485 (Anti – Red Tape Act of 2007) and is posted every month in the schools “Transparency Board” .
The canteen managed by Fortune Elementary School Teachers' Multi-Purpose Cooperative gives 20% share from its monthly gain or earning which can be used by the school in its operations with the following allocations: School Feeding Fund – 35% Clinic Fund – 5% Faculty/Student Fund – 15% EPP Fund – 10% School Operation Fund – 35%
Financial Report submitted includes Form 1 (Financial Report for the Month), Form 2 (Summary of School Share), Form 3 (School Canteen Share Fund Disbursement Records) and the original copies of official receipts and vouchers.

Fortune Elementary School is one of the beneficiaries of this project of DepEd, the School – Based Feeding Program (SBFP) to address undernutrition and short – term hunger among public school children. The school started the feeding program cast November 2015 until August 2016 comprising 781 beneficiaries with nutritional status of severely wasted and wasted pupils from Kinder to Grade 6 for 120 feeding days. The budget allocated for one complete meal is Php15.00 and Php1.00 for operational expenses per beneficiary.
