Conferred to those who have served the Regional Office within the period covered but, as of its grant, were already separated from the service either through retirement (compulsory or optional) or death (post-humous) and to those employees who have worked with DepEd for twenty years or more, the identification of which shall be twenty years of service and five years thereafter
