DIVISION SEMINAR-WORKSHOP ON THE IMPLEMENTATION OF WEB-BASED MONITORING SYSTEM OF SCHOOLS MOOE
In reference to the Regional Memorandum dated March 10, 2022, from the office of the Regional Director, on the adoption of the Implementation of Web-Based Monitoring of Schools' MOOE Funds, the Finance Section, conducted a Division Seminar-Workshop on the Web-Based Monitoring System on School MOOE last August 19, 2022, at The Bayleaf Hotel, Cavite.
The activity aims to study the Web-Based Monitoring System on the release, receipt, utilization, and reporting of School MOOE Funds developed and being rolled out to the Division Offices by the Central Office for implementation. The participants are School AO II, ADAS III or MOOE Coordinator, together with selected SDO Finance Personnel.
This activity was the first ever face-to-face seminar workshop conducted by the Finance unit in the midst of the pandemic. The first phase of this activity was done by orienting the participants on what is and how to use effectively and efficiently the web-based monitoring system. After the orientation, the participants were given an ample time to encode their MOOE on the preceding months to the system and it ended by giving everyone the chance to express the problems they encountered while using the system.
DIVISION ORIENTATION ON THE PROPER UTILIZATION, DISBURSEMENT AND REPORTING OF SCHOOL MAINTENANCE AND OTHER OPERATING EXPENSES (MOOE) FOR THE SCHOOL’S ADMINISTRATIVE OFFICER II AND MOOE COORDINATORS
The Division Office, through the Accounting Unit, conducted a Blended Orientation on the Proper Utilization, Disbursement and Reporting of School Maintenance and Other Operating Expenses (MOOE) with the School's Administrative Officer Il and MOOE Coordinators on March 30 - 31 2022 from 9:00 AM to 4:00 PM via MS teams.
The seminar aims to: (1) Enhance the awareness of the participants on the basic concept and principle of spending government funds; (2) Have a walk-through with the participants on the correct forms to be used and how to utilize it; and (3) Address issues and concerns regarding MOOE.
Resource speakers of the activity were Ms. Christine Ann B. Cordero, Ms. Alyssa Jean S. Moya, Ms. Christy C. Alfaras, and Ms. Beverly D. Villano.
For day 1, everyone's knowledge regarding the meaning of MOOE, its uses, and the common expenses incurred in Schools' MOOE Liquidation was once again refreshed through this seminar. Ms. Cordero added some additional requirements needed in the preparation of MOOE Liquidation Report while Ms. Alfaras discussed all forms used in MOOE liquidation and its usage.
For day 2, Ms. Villano discussed the Unified Accounts Code Structure (UACS) and the guidelines on the proper coding of items to avoid schools' confusion on the correct usage of codes. In the afternoon session, Ms. Moya reoriented everyone on the proper way of preparing bank reconciliation and its importance.
For day 3, an asynchronous activity was done by asking the participants to prepare a narrative report consisting of all their understandings throughout the seminar.
Every discussion since day one ended with an activity to test the learnings of the participants and the top scorers were recognized at the last day of the webinar.
