In compliance with the Rule II of the implementing Rules and Regulations of Republic Act 9184, otherwise known as the Government Procurement Reform Act, all schools are mandated to submit to SDO Cagayan and let it be approved by higher authorities for implementation the so-called Work and Financial Plan (WFP).
