Isabela School of Arts and Trades- Cabannungan Annex has granted approval for its establishment effective school year 2005-2006. The establishment aims to cater the basic and relevant education on the western part of City of Ilagan, Isabela through the initiative of Mr. Exequiel T. Bumatay who was then the Principal of ISAT-MAIN.

While waiting for the construction of the school building in Bagong Silang, City of Ilagan, Isabela – the original proposed site, teachers and students for its first year of operation were temporary housed at Cabannungan Elementary School, Cabannungan 2^nd, Ilagan, Isabela.

When the construction of the three buildings of three classrooms respectively was done, parents and students opposed the transfer of students from Cabannungan Elementary School to ISAT Bagong Silang because of its accessibility and safety. A joint resolution of PTA and barangay officials was made requesting to have separate Annex school from ISAT Bagong Silang Annex. Overcoming the problem of the site, concerned barangay captains were able to find a lot donor in Cabannungan 1^st, City of Ilagan, Isabela. The school lot has a total land area of 10,000 square meters donated by Maria Angangan Lampitoc.

November 2009, a joint resolution of PTA and barangay captains of so called Feeder barangays namely, Pilar, Arusip, Cabannungan 1^st and Cabannungan 2^nd was made, requesting the transfer of ISAT- Bagong Silang Annex students and teachers who were temporarily boarding in Cabannungan 2^nd Elementary School to ISAT- Cabannungan Annex. The school site is located at the eastern part along Provincial road with a distance of approximately five to six kilometers from ISAT- Bagong Silang Annex.

A number of dedicated and hardworking persons took the headship of the school. Mrs. Vicky G. Crisostomo (S.Y.2005-2006), Mrs. Lourdes B. Bueno (S.Y. 2006-2009), Mrs. Emerita M. Burgos (Year 2010) and Mrs. Angelica L. Uy (S.Y. 2010-2012).

From School Year 2012 to 2018, Mr. Norman T. Nicasio served as the School Head of ISAT-Cabannungan Annex. Changes and development of school buildings and facilities were visible as time passed by and workforce became stronger. Mr. Exequiel T. Bumatay advised Mr. Nicasio to have the school offer Senior High School since Mr. Bumatay believed for the schools’s capability to offer such. Indeed, ISAT- Cabannungan Annex starts to offer Senior High School with the offering of TVL track in 2016 to present.
