The School Bids and Awards Committee (BAC) in the Philippines, operating under the Department of Education (DepEd) and in compliance with Republic Act No. 9184, also known as the Government Procurement Reform Act, plays a critical role in ensuring that all procurement activities within the school are conducted in a transparent, accountable, competitive, and efficient manner.

The Chairman of the School's Bids and Awards Committee (BAC) leads the school's procurement process, ensuring all acquisitions comply with Republic Act No. 9184 for transparent, competitive, and efficient procurement. As the primary steward of procurement integrity, they ensure judicious use of public funds and fair acquisition, while being a permanent, at least third-ranking, official distinct from the Head of the Procuring Entity to avoid conflicts of interest.

The Secretariat of the School's Bids and Awards Committee (BAC) serves as the main administrative and technical support unit for the BAC. While the BAC members make the decisions, the Secretariat ensures the smooth and efficient flow of the entire procurement process by handling the detailed documentation, communication, and logistical tasks.
The BAC Secretariat is essential for the efficiency and transparency of the school's procurement operations. They are the backbone that supports the BAC, ensuring that administrative requirements are met, records are meticulously kept, and communication flows seamlessly, all of which are vital for compliance with government procurement laws.

The members of the School's Bids and Awards Committee (BAC) form a collegial body, working under the leadership of the Chairman, to collectively carry out the functions mandated by the Government Procurement Reform Act (RA 9184). Their collective responsibility is to ensure that all procurement activities within the school are conducted fairly, transparently, and efficiently.
The members of the School's Bids and Awards Committee (BAC) are crucial to the integrity of the school's procurement process, actively participating in all meetings, deliberations, and the review and evaluation of documents such as the Annual Procurement Plan and bidding requirements. They are responsible for diligently screening bidder eligibility, meticulously evaluating bids to identify the Lowest Calculated Bid or Highest Rated Bid, and conducting thorough post-qualification activities to verify bidder capability. Collectively, they contribute to the formulation of the BAC's recommendation for contract award to the Head of the Procuring Entity, while individually upholding strict adherence to RA 9184 and other relevant regulations, maintaining unwavering impartiality and integrity, and providing essential support to the Chairman in all aspects of the committee's functions, thereby serving as guardians of transparent and efficient public fund utilization for the benefit of the school.
