The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present-day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
History of the School
At the very start of Centro II as barangay of the newly created municipality of Sanchez Mira, the inhabitants who were originally from Paoay, Ilocos Norte were known to be industrious and cooperative. From those early settlers, an organization called SILAW (lamp in English) was created.

The organization was organized to serve with many purposes. One of its significant achievement was the establishment of the barangay school which was created in 1935. The school started as an extension of Sanchez Mira Central Elementary School. The lot where the school was put up was donated by the family of Mr. Ponciano Mangosing. The school was an incomplete elementary school offering Grades I to IV. It was in 1970 when it was already known as Sanchez Mira West Central Elementary School that it became a complete elementary school.

In this School Year 2020-2021, Sanchez Mira West Central Elementary School just like any other school worldwide is under modular education due to lockdowns as a result of the worldwide spread of the corona virus disease. The alarming rate of infection in municipalities, provinces, cities, etc., is the cause why minors are restricted to go out because their strong resistance to the virus can lead a faster spread of the disease.
