Based on the stories of some folks, Barangay Liwan Sur was a boundary dispute between Cagayan and Kalinga- Apayao. It was called Camarao. No meaning was defined but just an expression.
Early inhabitants of the place were immigrant of different provinces. Some of these settlers acquainted each other and during this time vast track of land were already occupied by few of the settlers prior to year 1948. Unoccupied portion of land were opened to all settlers to cultivate and to build their homes. Houses of all dwellers existing in the locality were made of light materials and cogon roofing. In 1950, lieutenant Tranquilino Sacolles being the respected leader of the settlers had a courtesy to Canuta Gorospe to donate hectare of her lands for the school site. The owner was then very eager the donate the said area so lieutenent T. Sacolles initiated the establishment of the first school through the help of the settlers from Liwan East known as part of Camarao. They called it bayanihan. No chapel erected for them to exercise their own religion and the school became their gathering area.
Liwan Sur Elementary School is located North-West along national road which is about 15 km away from the town proper. The school started which Teniente Sacolles and settlers initiated to make a school so that children will not be going to Liwan East anymore to attend schooling. Mr. Norberto Bunagan and Mr. Potenciano Pasicolan were the first permanent teachers teaching the children 1n 1950's. The average attendance during the school year 1954-1955 were as follows: Grade 1-14; Grade 11-10.
