The first meeting of the Countywide Structured Literacy Committee brought together representatives from local school districts and the Delaware County Intermediate Unit (DCIU) to begin collaborative planning around Pennsylvania’s new literacy legislation.
During the meeting, participants reviewed key components of PA Act 55, Chapter 49, Act 135, and Act 47, with a presentation outlining the purpose and requirements of each Act and how they collectively support improvements in early literacy instruction across the Commonwealth.
The committee discussed the importance of collaboration across districts to share resources, implementation strategies, and lessons learned as schools work toward compliance with the legislation and improved literacy outcomes for students. Future meetings will continue to explore each of the four focus areas and provide opportunities for districts to share progress, challenges, and best practices.
During the second meeting of the Countywide Structured Literacy Committee, representatives from local school districts and the Delaware County Intermediate Unit (DCIU) reviewed the draft Structured Literacy MTSS Framework developed to support alignment with Pennsylvania’s literacy legislation. Participants engaged in small-group discussions, each examining specific sections of the framework to provide feedback on its clarity, organization, and overall usefulness as a guide for implementing structured literacy within a Multi-Tiered System of Supports (MTSS).
In addition to reviewing the draft, participants brainstormed key components they wanted the final framework to include, identifying features, resources, and supports that would strengthen district implementation. The group also reflected on how their ideas aligned with the committee’s broader goals of promoting evidence-based literacy practices and meeting state requirements. To inform future sessions, participants indicated their preferred focus areas, helping to shape upcoming collaborative work and ensure meaningful contributions across all sections of the framework.
During Meeting 3, participants engaged in focused, collaborative work to deepen key components of the district’s literacy framework. The group was divided into six working teams, with two groups assigned to each priority area: aligned curriculum, universal screening, and the MTSS (Multi-Tiered System of Supports) roadmap. This structure allowed for targeted discussion and ensured multiple perspectives were considered within each focus area.
Within their teams, participants worked through a shared planning document, using guidance from PDE resources as well as insights from their own district practices. The goal of this session was to expand and refine the existing framework by adding greater specificity, practical examples, and actionable steps. By the end of the session, each group contributed meaningful details that will strengthen the overall coherence and usability of the literacy plan moving forward.
During Meeting 4, participants reconvened in their focus areas, bringing together the two groups assigned to each topic—aligned curriculum, universal screening, and the MTSS roadmap. The primary goal of this session was to synthesize ideas, as team members collaborated to merge their previous work into one cohesive document per focus area. This process required thoughtful discussion, prioritization, and alignment to ensure each group’s contributions were reflected in a clear and unified way.
The session emphasized dedicated work time, allowing teams to develop more concrete materials and refine their contributions to the overall framework. By the end of the meeting, each group shared their finalized documents, highlighting both their content and the collaborative process used to reach consensus. This share-out created space for cross-group feedback, questions, and additional input, further strengthening the quality and coherence of the developing framework.
During the final session of the Districtwide Structured Literacy Committee meetings, participants engaged in a final review of the Structured Literacy Framework, providing last edits and feedback to ensure the document reflected the collective vision and work of the committee. The session also included collaborative discussions around professional development opportunities as members worked through the PD Companion Packet and explored ways to support implementation across districts and schools. In addition, the committee officially launched Delaware County’s Literacy Hub and participated in a guided tour of the digital resources and tools available to educators. This final meeting served as both a celebration of the committee’s dedication and collaboration, and a transition into the ongoing work of utilizing the framework to strengthen literacy instruction and promote consistency across learning communities.
