An open number sentence (also called an open equation) is a statement that contains one or more unknown variables and is considered neither true nor false until specific values are assigned to those variable; essentially it is a math statement that needs a value for the variable. The value of the blank or variable determines whether the statement is true or false.
Example: x + 5 = 10 is an open number sentence because we don't know if it's true or false until we determine value of the "x"
