Abandoned Places
A disadvantage of rebuilding abandoned places is that building will be expensive. Another disadvantage is how long it will take to re-construct the abandoned place in order to be safe for the homeless and volunteers who are going to be there for a period of time. An advantage is that plumbing and lighting would most likely already be set in place, so all there is to do, is focus on housing for the homeless.
Lowering Rent
Lowering rent has its pros and cons. Some of its pros are that housing is more affordable to many people, it helps people focus on other costs instead of rent, and might increase profits. This is all a good way to bring homelessness to an end. Although this is beneficial, lowering rent has its cons, and one is discouragement of investing in the rental market, which can be a problem. Putting a cap on the maximum rent can cause disinvestment because people can't raise the rent price. Also, limiting rent can reduce taxes on estates and result in the government getting less money.
