Woman of the Year
Charter Oak Unified School District has been honored to have Roxana Figueroa employed for over 30 years. During this time, she has impacted staff, students, and the entire community. She was influencial in developing the Charter Oak Resource Center to what it is today which offers support to students and families. She has made amazing connections with business's who donate much needed supplies to the resource center. Roxana goes above and beyond to make sure everyone she knows or meets has everything they need. What a blessing she has been and continues to be.
Rana Alrubaie has been a wonderful addition to Willow Elementary's EL Support Staff for five years. She is passionate about working with students and encourages them to try their best to meet their accademic goals. Rana states, "I was an English Learner too, so I know how hard and challenging it can be. It feels great to help others succeed. It's about opening doors to opportunities and personal growth." Rana is happily married with two beautiful children. On her down time, she loves to shop and travel. Charter Oak Unified School District is very lucky to have someone as dedicated as she is on their staff.

Washington Elementary
Stella Ureña has proudly served the Charter Oak Unified School District for 38 years, all of them at Washington Elementary School. Throughout her time in the district, Stella has dedicated herself to creating a welcoming and supportive environment for English learners. What she loves most about her work is the students—helping them grow, teaching them, and watching their confidence flourish. She finds great joy in seeing students arrive with little or no English and, within months, begin communicating with friends and even translating for their families.
Stella became a Language Development Assistant because she personally understands the challenges of arriving in a new country without knowing the language. Her own experiences inspired her to become the person she once needed—someone patient, supportive, and encouraging. Seeing students transform from shy newcomers into joyful, confident English speakers fuels her passion and makes her love the work she does each day.
Rima Gennaoui has been a dedicated member of Charter Oak Unified School District for 17 years. Throughout her time in the district, she has valued the strong sense of teamwork and the shared commitment to student success that defines her school community. Rima believes deeply in supporting every child and ensuring they feel included, understood, and capable.
Rima became a Language Development Assistant because she is passionate about helping students adjust, feel confident, and see learning from a clear and simple perspective. Her goal is to guide English Learners as they find their place, build their skills, and experience success both academically and socially.
Carmen Vargas has been a valued member of Charter Oak Unified School District for 33 years, all of them at Badillo Elementary School. To Carmen, Badillo is more than a workplace; it is home. Over the decades, she has watched generations of students grow, learn, and return to Badillo as parents, creating a true sense of community and continuity that she deeply treasures.
Carmen became a Language Development Assistant because she loves working with children and supporting their growth. Helping students develop confidence and language skills brings her joy, and she remains committed to fostering a warm, encouraging environment for every learner she serves.
