The Leadership Team is the decision-making body overseeing the Opioid Task Force which is guiding the HEALing Communities Study effort in Cortland County. The Team is made up of 4 members which include Sharon MacDougall, Matt Whitman, Jackie Leaf, and Cathy Bischoff. This group meets every 2 weeks on Fridays at 9am.
Our Naloxone Workgroup guides the selection and implementation of evidence-based strategies related to naloxone distribution. The workgroup is responsible for recommending at least 1 of the required strategies in the area of active opioid education and naloxone distribution (OEND) of naloxone to at-risk individuals and their social networks. The workgroup reports to the Opioid Task Force’s Leadership Team and engages with the broader Opioid Task Force at Quarterly Stakeholder Meetings.

The MOUD (medication for opioid use disorder, also sometimes called MAT, medication-assisted treatment) workgroup will look at data from local service providers and select evidence-based strategies from the MOUD bucket of the ORCCA menu. The workgroup is responsible for recommending at least 3 of the required strategies in the areas of expanding access to treatment, increasing linkage to care, and increasing retention on MOUD). The workgroup reports to the Opioid Task Force’s Leadership Team and engages with the broader Opioid Task Force at Quarterly Stakeholder Meetings.
Review existing MOUD related services and programs (what’s happening now and what capacity agencies have to expand)
Identify gaps in knowledge and specific data needs
Work with County Implementation Team to address those needs (either through data sharing requests or alternative decision-making criteria, like proxy data)
Select at least 1 strategy in each of the 3 required areas for MOUD and draft implementation plan
Communicate recommendations to the Leadership Team

A group of individuals with lived experience has been meeting monthly since July 2022. Meetings have been facilitated by HCS staff. This group has been providing valuable feedback that is then shared with the other workgroups and Leadership Team to help guide the project.

Our Communications Workgroup supports the coordination and execution of the three communication campaigns.
Shape the messaging and content developed to educate stakeholders and policymakers on strategies to reduce opioid overdose rates in our community
Support the implementation and assessment of three separate communications campaigns: Naloxone & Fentanyl Awareness, MOUD Access Awareness, and MOUD Treatment Retention
Customize media and outreach, including: social media posts, press releases, articles, interviews, and educational events
Implement a paid advertising campaign
Share campaign materials and toolkit with local partners to increase reach and engagement
Access free communications materials, tools, models, data, and best practices available to share with stakeholders and colleagues
