NOTE: This process is for students living in Jefferson County but taking courses at Onondaga or Cayuga Community Colleges.
Students living in Jefferson County do not need a certificate of residence for taking courses with Jefferson Community College.

Onondaga County Finance will send the completed certificate of residence form to the appropriate college.
NOTE: This process if for students living in Onondaga County but are taking Cayuga or Jefferson Community College Courses.
Students living in Onondaga County do not need a certificate of residence for taking courses with Onondaga Community College.

Before starting students/families must have a saved copy of the following documents ready to upload to the online application:

Click on the student to go to the student profile page with photo id
Right click on the profile page and choose print
On the right side click on destination options and choose SAVE as PDF
Upload the saved profile page into the online tool

Photo or Scanned Image of Parent Driver License
If the parent/guardian does not have a driver license the following documents may be used:
Prior year NYS (not Federal) income tax return - If tax return is used, please black out wages and social security numbers before submitting - only 2019 returns are accepted at this time; returns earlier than 2019 are too old
Official business mail from NYS/or US Federal Government/Military - this means communications directly from NYS, US Government, Military, HUD - not just general mail

Voter Registration Card
Vehicle Registration or insurance cards
Utility Bill (Water/Sewer only)
Property Tax Bill (within last twelve months)
Military ID or US Government Issued ID
Resident Landfill Permit/Local Building permit or Certificate of Occupancy
