CHMSCU has a well-defined research agenda that aids in the identification of research programs and priorities. Apart from the concerns and needs of the University's stakeholders, CHMSCU's research agenda represents the demands and priorities of international, national, and regional stakeholders. The organization and government instrumentalities were utilized as a basis for the University Research Agenda. The focus of societal predisposition research is on the setting of national and local studies. As a result, the Millennium Development Goals, Medium-Term Philippine Development Plan (MTPDP), AmBisyon Natin 2040, National Higher Education Research Agenda 2 (NHERA 2), New Higher Education Highway Toward a Knowledge-based Economy (NHEHTKE), National Science and Technology Plan (NSTP) 2002-2020, Department of Science and Technology (DOST), Republic Act 8435 or the Agriculture and Fisheries Modernization Act (AFMA) of 1997, National Integrated Basic Research Agenda Regional Unified Health Research Agenda, National and Regional R & D Agenda, and the regional research agenda for science, technology, and education were all included on the agenda.

The research council, committee, and coordinators analyze and discuss the CHMSCU research program's components in light of the University's needs and those of the local, national, and international communities and current world trends.
They include the production of research outputs, which offers faculty and staff research opportunities for intellectual and personal development; the linkage expansion program, which creates connections with other local, national, and international funding agencies and organizations to generate resources for proposed development projects; the education and capability building program, which facilitates seminars, workshops, and other educational activities to improve faculty and staff capabilities; information Dissemination, which makes research study and project findings available to end-users and other clients through presentations, publications, and other channels like fora, colloquia, or symposia; and documentation, monitoring, and evaluation, which is in charge of compiling a record of the University's research activities and overseeing the monitoring and evaluation of completed and ongoing projects using trustworthy and valid instruments.
The Research Organizational Structure follows a chain of hierarchy. The designees, faculty, and staff are divided according to their level, functions, and duties in the research organizational structure. It clarifies their assigned roles to perform to the best of their ability to satisfy the standards and expectations.
The RDS Structure lowers general disputes between and among members, eliminates duplication and overlap of labor, lessens the possibility of runarounds, and ensures that RDS activities are delivered efficiently.
There is an assigned Vice-President for Research and Extension. He oversees the upkeep and improvement of the University's dedication to all aspects of research. More specifically, he is in charge of planning and directing the University's research activities, fostering an atmosphere and culture within the University that supports, fosters, nurtures, and stimulates research.
The research director's primary duties include managing and directing the organization's policy research, managing the policy team, leading quality control initiatives, creating policy reports, and aiding organizational leadership in creating policies related to the University's research activities.
Each division has a separate office with an experienced coordinator. In addition to developing and maintaining the system and record-keeping procedures, they supervise and direct the administrative and staff services to guide the researchers and their projects. Assisting with work-related research is the staff. As a result, the RDS office is better equipped to respond to inquiries, disseminate data, handle paperwork, manage internal audits, and assist with research seminars and trainings, among other things
The RDS unit has developed two general goals and corresponding seven objectives to achieve its mission and vision. These RDS goals and objectives offer a framework for breaking down the organization's goals into manageable chunks that are subsequently given or delegated to specific University members, enabling them to conduct and fulfill their respective job assignments effectively.
The University gives premium in capacitating its faculty and students in research by organizing seminar-workshops, webinars and other learning opportunities on how to prepare research proposals, process and analyze data, and publication. Seminars are designed to equipped
Thesis writing is offered to final-year students in the MTM program. Thesis writing allows them to specialize into an area that interests them and related to their field of technology specialization. It is during this stage students must choose for a thesis adviser who will direct them to its completion. Thesis writing will undergo title defense, proposal defense and final defense with the help of method and content panel specialists.
To remain competitive despite the pandemic, CHMSCU makes investments in ongoing training in the most recent advancements in research and statistics of its academic and research community. It held webinars with guest lecturers from internal and external institutions, which virtually and exclusively attended by its faculty, staff, and students. As a result, the online participants can access webinars on their computers, laptops, tablets, smartphones, and anywhere else they may be. The interactive features of the webinars include chat, polls, surveys, and tests in addition to the ability to ask questions.
The development of all research outputs follows a systematic procedure from the formulation of research concepts to proposal hearing, implementation, protection, and dissemination and utilization. In each phase, internal and external experts are invited to meticulously review the research concepts and proposals for possible funding and support.
Strong system support that offers technical assistance, resources, technology, and adequate funding for research is progressively promoting the involvement of MTM stakeholders in research across the board. CHMSCU Research and Development Services Manual is designed to give the University a road map for being more competitive and responsive to its stakeholders' demands. In essence, this would position CHMSU as a future academic leader and a change agent in research and development.
The 2021-2025 period is covered under the Research and Development Services Manual. Part 1 provides a brief history of the College, as well as the College's long-term vision, mission, and goals Development units. Unit heads, campus directors, faculty, and non-teaching employees were all urged to assess the current situation during a series of sessions. Part II contains papers outlining the university's research profile, research administration and structure, implementation guidelines and policies, and researcher capability development. The RDS organization structure, research agenda, review and evaluation committees for completed studies, research formats and templates, list of linkages, guidelines, and workflow procedure are all detailed in the annexes.
a. For Institutional Funding
Research activity volume and individual researchers' output in an area are both impacted by research funding. Accordingly, the University allocates research budget for professor and student research projects, from proposal to completion, presentation, and publication. The University sets aside funds to perform local in-house reviews to assess proposals and completed research. The activities aim to ensure high-quality research results suitable for dissemination and publication. Papers that have met the evaluation standards are sponsored to be presented at national and international forums. Faculty and students who want to submit their papers for publication can ask for complete reimbursement of their fees, as well as other incentives.
b. For External Funding
Governmental entities, nonprofits, and businesses are just a few of the sources that offer financing for external study. Towards this realization, the Research and Development Services will coordinate the request for proposals from external funding bodies to various campuses/units of the College. The Ethical Review Committee (ERC) and internal experts will thoroughly review the proposed research before it is approved for external funding. The focus of the review will be on the content, suitability of methodology and design, relevance, and connection with the university's research agenda. The committee will evaluate the need for outside funding, which must receive the proper approval of the RDS director and college president.
The systematic process of implementing research involves creating and executing legal documents (notices to proceed, contracts, and designations), releasing funds, stipulating the annual work plan that has been duly approved by the college president, identifying personnel, submitting purchase requests, managing the work flow of the research project in accordance with the timeline, monitoring and evaluating the project, and preparing and evaluating terminal or completed research reports through local In-House Review
Research utilization comprises the steps of synthesis, dissemination, and application in order to influence or alter practice in the field of education. This is accomplished by providing opportunities for MTM faculty and students to present their research at research fora and conferences and publish it in refereed journals of reputable standing.
Paper Presentation
The presentation of the article can move from an institutional to an international level. Faculty and students may move on to regional, national, and international paper presentations funded by the University after the local in-house evaluation.
Paper Publication
Faculty members and students have the option of publishing their finished articles in scholarly journals. The university publishes it University-wide journal, and each college also maintains a journal for its specific programs. Every paper considered for journal publication is subjected to a local, in-house, double-blind review that is carried out by a group of experts. The University covers the cost for those who want to publish their papers in outside journals.
The university assigns incentives for paper presentation and publication in order to encourage more faculty and student researchers in the MTM program and generate more high-quality research outputs.
As a vibrant university, the Research and Development Services has continually increased its budget to meet the demands of the various research and development endeavors of the university. Through the years there is an increasing trend of the budget by the university to the Research and Development Office. External funding agencies are also being reached-out to increase collaboration and create greater impact to identified research agenda of the university.
CHMSU Research and Development Services primarily have two sources of funds the General Appropriations Act (MDS) and the Special Trust Fund Income (STF). These sources of funds fuel the various research and development undertaking by the university, and it is expected that the budget will be dramatically increased in the coming years as one of the major mandates of the college.
The research and development services were able to increase its budget over the years to support the undertakings of the various facets of research activities.
The Research and Development Services of the university has two major sources of funds to be used in the various research and development undertakings namely the STF and MDF. The university was able to disburse the research and development budget effectively to realize its objective.

As of the present, the university is charging its research services on its two main sources of income the MDS Fund 101- National Subsidy and MDS Fund 101- National Subsidy. There are a number of externally funded research activities from Western Visayas Consortium for the Industry, Energy and Emerging Technology Research and Development WVCIEERD and Philippine TUKLAS Innovation Labs Project wherein a number of the Master of Technology Management faculty and students are actively involved.
