Being a fluent reader means reading with accuracy and expression. A fluent reader reads smoothly and it sounds like they are speaking. Comprehension and fluency are closely related, and fluency depends on decoding abilities. According to Howcast (2019), "spending too much time decoding at a word level... is laborious and time-consuming and requires all of your attention [because of this] you are not going to have any cognitive resources free to address what the text is about that you are reading."
