CYSA-Specific Rules
General Rules for CYSA Recreation (all age groups)
A Yellow Card requires removal from game until next substitution opportunity
No Slide-Tackles
Referees must report the names of players cautioned or removed from the game on the Game Report (and to the Director of Referees).
Goalkeepers must wear a jersey of distinctly different color from his/her teammates and the other team
Players are required to wear shin guards, a jersey (shirt), shorts, socks that cover their shin guards, and appropriate footwear. Sweatpants and other shirts worn under the team jersey are permissible in colder weather for recreational games. Equipment checks are done before start of game
Players may not wear jewelry or any other accessories that are not part of the uniform, as they may cause injury during play. Taped earrings are strictly prohibited
If equipment comes loose or is otherwise exposed, referee should instruct player to fix it as soon as practical. Play does not stop for equipment to be fixed
U4, U6 & U8 Age Groups
No Penalty Areas
No Goalkeepers
Start of play for the game will begin each quarter at the mid field mark
After a game is started and a goal is scored, the restart shall be by having the scoring team return to its side of the field (behind the midfield line) where the entire team must remain until the ball crosses the midfield line. Ball is kicked from the goal area to restart play
The team that was scored upon will restart play by placing the ball anywhere within the goal area and kicking the ball into play
The team that is restarting the play must bring the ball across the midfield line within 30 seconds from the time it is put back into play or the ball will be awarded to the other team
Teams playing 6 v 6 or fewer - offside rule not enforced
Substitutions for the Under 6 and Under 8, Age Divisions may be made upon any stoppage of play
No throw-ins for U4. Use kick-ins instead (indirect)
For U4 all balls out of play are restarted with a "kick-in". e.g., The Goal Area is a neutral zone for players and may only be entered when the ball is in play within the goal area or being played into the goal area. No defending player may remain in the goal area unless the ball is being played into the goal area
If the referee determines the defending team has violated this rule by remaining in the goal area to prevent a goal, the attacking team will be awarded an Indirect Free Kick from where the attacker last had possession of the ball
No attacking player may remain in the opposing team’s goal area unless the ball enters the area first. If the referee determines the attacking team has violated this rule, the defending team will be awarded a Goal Kick
No direct free kicks or penalty kicks (no penalty areas)
U6, U8 and UI0 allowed one free "redo" for throw-ins

All other divisions are allowed to substitute after a goal, before a goal kick by either team, for an injured player (as defined by Article II, Section D., of the Bylaws), at the beginning of the second half, and on a possession throw in. If a team elects to substitute on a possession throw in, the opposing team may also elect substitute
In general, referees should explain fouls etc. to help young players better learn the game in a positive way
COVID-19 Guidelines (these may change)
Add a mask break at the halfway point of each half/quarter
Visitors must be positioned a minimum of 14 feet from the sidelines
Everyone at the field MUST be wearing a mask at all times including you
Whistles are required for all referees; it is your choice if you want to spend the money on an electronic whistle. If you choose to use a regular whistle you MUST keep it under your mask the whole time!
