(1) Not Started: No action has been taken to implement this strategy.
(2) Initiated: Efforts have begun, but are inconsistent or scattered across the district.
(3) Emerging Implementation: Some classrooms demonstrate consistent application of this strategy.
(4) Widespread Implementation: A majority of classrooms have adopted and consistently apply this strategy.
(5) Fully Integrated: This strategy is fully integrated and consistently applied district-wide.
