TXRL Cohort 2 - South Texas
The Kate Marmion Charitable Foundation is funding the TXRL expansion to the following South Texas counties: Atascosa, Bandera, Bee, Bexar, Dimmit, Duval, Frio, Jim Wells, Kerr, LaSalle, Live Oak, Medina, Uvalde, and Webb.

Benefits to Districts
Up to thirteen districts will be selected as Hub districts and receive up to $100,000 in grant funding to support structured literacy implementation and serve as regional demonstration sites. Hub districts will also receive full TXRL technical assistance for three years. See Supports in ABOUT TXRL.
Up to twenty additional districts will be selected as Spoke districts with opportunities to participate at no charge in selected learning opportunities and receive up to $25,000 to offset travel, substitute teachers, and other expenses associated with regional learning.
Strong Applicants
Districts which demonstrate the following readiness indicators:
Commitment from the superintendent, elementary principal supervisor(s), elementary principals, C&I/RLA leader(s) and MTSS/intervention leader(s) to actively engage in TXRL throughout the three-year initiative.
Willingness to implement structured literacy and use SBOE-approved high-quality instructional materials with fidelity across K–3 classrooms.
Willingness to move away from balanced literacy practices and non-aligned materials.
Commitment to monitoring implementation and improving K–2 reading proficiency through clear goals, data review, walkthroughs, PLCs, coaching, and teacher support.
Timeline
August - November 2026: Recruitment, application and selection.
December 2026: Hub and Spoke districts informed of selection decisions.
January 2027 - June 2029: TXRL districts receive technical assistance.
Calendar Holds
Hub districts are required to attend the following learning sessions. Spoke districts may opt into the workshop training. Please hold these dates on your calendar.
Virtual learning sessions are designed for all district and elementary campus leaders. In smaller districts, K-3 teachers may be included.

Hub districts are required to attend the TXRL Leadership Convening. Spoke district superintendents, along with one additional district leader or elementary principal, may opt in to attend.
In-person*
February 2027: TXRL Leadership Convening in San Antonio.
*Districts are responsible for travel costs to San Antonio. Room and board is covered by TXRL.
