It operates at the scale of the facilitated encounter: the meeting, the workshop, the moment when rules are set and voices are either invited or excluded. The patterns here describe what must be recognised before any process can begin, and what it means for a community to have genuine authority over the rules that govern it. It sits between the Expert and the Community cluster, which addresses the expert-community relationship at the level of individual practice, and the Infrastructure and Governance cluster, which examines how governance structures either support or undermine the infrastructure communities depend on.
