The Agri-Aqua Technology Business Incubator (ATBI) is an innovative program designed to foster entrepreneurship, promote technology transfer, and accelerate economic growth in the Agricultural, Aquatic, and Natural Resources (AANR) sector within the Caraga region. The ATBI provides a nurturing environment for early-stage enterprises and startups to develop, commercialize, and scale their innovative solutions.
The TARA-ATBI offers comprehensive services, including access to workspace, mentorship, training programs, funding opportunities, and specialized resources such as laboratories and equipment. It also organizes events and workshops to help startups and adopters acquire essential business and technical skills.
By focusing on agri-aqua innovations like precision agriculture, sustainable farming practices, smart irrigation, and value-added processing technologies, the ATBI plays a pivotal role in addressing regional challenges, such as food security and climate resilience. It aligns with Caraga’s i2FAME agenda, which emphasizes innovation and industrialization in fishery, agroforestry, mining, and ecotourism.
Through this initiative, TARA-ATBI seeks to strengthen the region’s research and innovation ecosystem, enhance technology adoption, and cultivate a pipeline of successful agribusiness startups. This will not only improve regional economic performance but also contribute to a more sustainable and competitive AANR sector.
This component focuses on enabling collaboration among stakeholders in the region by offering technology transfer training, facilitating the convergence of AANR stakeholders, and providing incubation services. It aims to create a robust innovation ecosystem and strengthen public-private partnerships to maximize the commercialization of R&D outputs.
Key Objectives:
To provide support to CMIs and other ATBIs in the transfer of technologies through capacity building,technology business incubation or co-incubation.
Specific Objectives:
Provide capability building on technology transfer to R&D partners in the region;
Provide a venue for convergence of regional AANR stakeholders;
Provide incubation services to potential adopters/incubatees/co-incubatees in the Region;
Facilitate public-private access to AANR technologies to improve the innovation ecosystem in the region; &
Strengthen existing and forge new Public Private Partnerships for utilization of research outputs of CMI’s.
Dedicated to Caraga State University, this component enhances the institution’s capacity for technology transfer and business incubation. It provides tailored support to adopters, incubatees, and co-incubatees, while fostering linkages with public and private sectors to ensure the effective utilization of institutional research outputs.

Capacitate ATBI Staff and R&D Centers on technology transfer in the institution;
Provide a venue for convergence of institutional AANR stakeholders;
Provide incubation services to potential adopters/incubatees/co-incubatees in the institution;
Facilitate public-private access to AANR technologies to improve the innovation ecosystem in the institution; &
Enhance existing and forge new Public Private Linkages for utilization of research outputs of the University

RAISE Project 3 - Agri-Aqua Technology Business Incubator (TARA) supports the development of startups and incubatees in the agriculture and aquaculture sectors. Through targeted capacity-building initiatives, specialized lectures, and pitching competitions, the project equips staff and stakeholders with the skills and knowledge needed to foster innovation and commercialize AANR-based technologies. The incubator provides guidance and resources to help entrepreneurs refine their ideas and effectively pitch them for investment and growth.
