We aim to mirror the functions and initiatives of the DOST Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) Innovation and Technology Center (DPITC) in the region by providing assistance to the regional consortia on intellectual property management and transfer of technologies of selected consortia member institutions (CMIs).
Through the RAISE Program, regional capacity building and mentorship, IP and technology business development and management, strategic partnership and collaboration, and enhanced knowledge will be provided to hasten the commercialization and development of Science and Technology (S&T) based Agri-Aqua enterprise, as well as to maximize the economic potential of S&T innovation in the region.

Illustrating the synergy of RAISE projects: from IP protection and market preparation (Projects 1 and 2) to technology incubation and knowledge promotion (Projects 3 and 4), driving innovation from conception to commercialization.
On August 5–7, 2025, MSMEs from Barangay Ampayon learned entrepreneurial mindset, food safety, packaging, marketing, and hands-on product preparation, guided by CSU faculty and Caraga Food Innovation Center experts. The event concluded with product showcases and certificates, supporting RAISE’s goal of empowering local agripreneurs with market-ready skills.
The partnership seeks to commercialize intellectual property, boost industry-academe collaboration, support local entrepreneurship, and accelerate technology-based enterprise development. These goals will be pursued through joint programs, training, consultations, and capacity-building initiatives.
