Our Story In 1986, a small group of Churchill County residents looked around their rural Nevada community and saw a problem nobody else was solving: animals in desperate need, with nowhere to go.
So they did something about it.
They pooled their energy, their resources, and their love of animals, and they built something remarkable — a no-kill shelter in the middle of the high desert, run almost entirely on community generosity. Local businesses donated materials. Navy Seabees from NAS Fallon volunteered their labor. Neighbors showed up with canned goods and aluminum cans and homemade fundraiser tables. Fallon proved what it has always been: a small town with a very big heart.
Forty years later, that spirit is still alive in everything we do. CAPS has grown, moved, and adapted — but our promise has never changed. Every animal that comes to us will be cared for, no matter what. No animal is too old, too scared, or too broken. We don't give up.
Our Mission CAPS rescues, rehabilitates, and rehomes abandoned and surrendered cats and dogs in Churchill County, Nevada, while educating our community about responsible pet ownership and providing resources to keep pets and families together.
Our Values No Kill, No Exceptions. We've been a no-kill shelter for 40 years, not because it's easy, but because we believe every animal deserves a chance. Through budget crises, overcrowding, and impossible circumstances, that commitment has never wavered.
Every Animal Gets What They Need. From emergency medical care to behavioral rehabilitation, we treat every animal as an individual, not a statistic.
We Strengthen the Human-Animal Bond. Surrenders happen. Life gets hard. Our goal isn't just to find homes, it's to help families keep the pets they already love, whenever we can.
Community Is Our Foundation. We exist because Fallon shows up for us. We honor that by showing up for Fallon, through education, outreach, and programs that make responsible pet ownership possible for everyone, regardless of income.
