💡Background

As Cambodia moves beyond the pandemic and into a new phase of economic transformation, the country is accelerating its focus on entrepreneurship, innovation, and skill development. Building upon the success of past initiatives, Cambodia is strengthening its startup ecosystem and fostering a highly skilled workforce to meet the demands of an increasingly digital and competitive global economy.

The Country has placed significant emphasis on nurturing the startup landscape through various policy frameworks and institutional support. Key stakeholders such as Khmer Enterprise, Techo Startup Center, and the Digital Economy and Business Committee drive initiatives that support young entrepreneurs and innovators. The government’s Pentagonal Strategy Phase I (2024–2028) highlights the importance of technology and human capital as essential pillars for sustainable growth. Additionally, the Cambodia Financial Technology Development Policy 2023–2028 remains a crucial blueprint for enabling a digital-first economy.

In this evolving landscape, innovation is no longer solely about addressing immediate challenges but also about fostering long-term economic resilience through skill development and startup success. The rise of artificial intelligence, blockchain, cloud computing, and automation has transformed industries and created new opportunities for businesses to scale and thrive (OECD, 2023). Cambodia is now positioning itself as a regional hub for digital transformation, where startups can flourish and skilled professionals can lead the next wave of innovation.

However, despite the rapid progress, challenges remain. Many entrepreneurs struggle with access to funding, mentorship, and the necessary skills to scale their businesses. The demand for digital literacy, technical expertise, and entrepreneurial acumen is higher than ever (UNDP Cambodia, 2023). To bridge this gap, collaborative efforts are needed between the private sector, academia, and government agencies to cultivate an environment conducive to startup success and skill enhancement. This season aims to foster a new generation of entrepreneurs and skilled professionals by providing them with the necessary tools, mentorship, and funding opportunities from this program to bring their ideas to life. We invite forward-thinking projects at various stages of development that leverage advanced technology to drive Cambodia’s startup ecosystem and skill development efforts. We are looking for tech innovators and entrepreneurs who can think beyond a remedy for today's problems and deliberate over tomorrow's solution with an ability to transform mere technologies into something of new and novel uses to assist the public and private sectors under the following illustrative but not limited to subareas:
