BHS Enrollment Checklist
Please ensure all of the following documents are collected and submitted during the enrollment process.
Required Documents
□ Certified Birth Certificate or Passport (not hospital copy)
□ Social Security Card — If SS # is not available, the student will be assigned a State ID number.
□ Proof of Residency — Copy of utility bill, rental agreement, or other approved forms. or Military Orders (TEC §25.001(c-2))
□ Parent/Guardian Government-Issued Photo ID
□ Copy of Immunization Records
□ Income Documentation for Free/Reduced Meals — Pay stubs for 3 most recent consecutive months. Apply Here
□ Legal Documentation (custodial, etc.) concerning child, if applicable.
Note: Under the Interstate Compact, we facilitate the immediate enrollment of military dependents.
Free PreKindergarten for Military Connected Students
Free PreKindergarten for Military Connected Students
Under Texas Education Code (TEC) §29.153, eligible children are entitled to free public school prekindergarten. To qualify, a child must be at least 3 or 4 years old by September 1 and meet at least one specific criteria, such as being educationally disadvantaged, homeless, in foster care, or a dependent of active-duty military.
Eligibility Requirements
A child qualifies for free Pre-K in Texas if they are at least 3 years old (for PK3) or 4 years old (for PK4) and meet any of the following conditions:
Limited English Proficiency: Unable to speak and comprehend the English language.
Educationally Disadvantaged: Eligible to participate in the National School Lunch Program (based on family income).
Homelessness: Identified as homeless as defined by 42 U.S.C. Section 11434a.
Military Dependent: Child of an active-duty member of the U.S. Armed Forces (including National Guard or Reserve), or a member injured/killed while serving on active duty.
Foster Care: Currently in or formerly in Texas Department of Family and Protective Services (DFPS) foster care, or from another state's child welfare system residing in Texas.
Star of Texas Award: Child of a first responder, peace officer, or firefighter who received the Star of Texas Award.
Program Availability-contact the registrar before applying for PreK as the programs are limited on availability and enrollment process is different depending on what conditions your family meet.
Pre K - 1/2 Day Program located at Tower (Tower Attendance Zone) and IC Evans Elementary for students that meet the following conditions:

Head Start - Full Day Program located at IC Evans Elementary for students that meet the following conditions:

Interstate Compact on Educational Opportunity for Military Children
The Interstate Compact on Educational Opportunity for Military Children, commonly referred to as the Military Compact, was created to reduce educational barriers and ensure smooth school transitions for military-connected students as their families relocate across state lines. Texas has been a proud member of the Military Interstate Children’s Compact Commission (MIC3) since 2009. As of 2014, all 50 states and the District of Columbia have adopted the Compact.
The Compact applies to:
Active-duty service members
National Guard and Reserve members
Veterans who are medically discharged or retired for one year
Families of service members who die on active duty
