Portfolio Appeals Process
Electronic Submission Process:
Within the Portfolio Appeals application in NJDOE Homeroom, the portfolio appeals coordinator will find the following templates that will need to be completed prior to NJDOE Homeroom submission.Electronic Submission Process:
- Statement of Assurance (SOA) for Portfolio Appeals
- Outlines the portfolio appeals requirements and expectations.
- Requires the signature of the portfolio appeals coordinator, high school principal and chief school administrator to verify that the portfolio appeals process has been done with integrity in accordance with J.S.A. 18A:7C-3 and N.J.A.C 6A:8-5.1.
- Must be completed for each school within the district.
- Portfolio Appeals Data Spreadsheet
- Provides districts with a standardized submission template and includes a variety of commonly used, required fields (e.g., Accountable District Code, State Student Identifier).
- Includes ELA and mathematics specific fields for districts to submit students’ scores on Constructed Response Tasks (CRTs).

District Portfolio Appeals Required Documentation
Districts are expected to store their students’ completed portfolio appeals materials onsite in accordance with local document retention policies. On-site review of these documents may occur at the discretion of the NJDOE. Below is a list of the materials that must be maintained in district for each student:District Portfolio Appeals Required Documentation
- A completed Education Proficiency Plan (EPP) that includes the most current student transcript, documentation of performance on Partnership for Assessment of Readiness for College and Careers (PARCC)/New Jersey Student Learning Assessment (NJSLA) and/or substitute competency assessments, and an intervention plan implemented to ensure the student met the graduation assessment requirement.
- CRTs in the content areas (ELA and/or mathematics) in which the student has not met the graduation assessment requirement.
- The required quantity of a student’s graded responses to CRTs in each content area.
- A content-specific cover sheet found in the Informational Guide for ELA and/or mathematics.
- Can these materials be located quickly if they are requested for review?
- Is there an established system for storing these materials that all necessary staff are aware of?
- If there are changes in staffing, will these materials still be accessible to the next person in charge of this process?
ELA CRTs
A student must complete one informational text task and one literary text task from the following approved CRTs.ELA CRTs
In total students will need to complete and pass:
- 1x CRT for informational text
- 1x CRT for literary text
- 1x writing response for information text
- 1x writing response for literary text
- Task 1: Informational Text: Mother Tongue by Amy Tan
- Task 2: Literary Text: Gatsby by Fitzgerald
- Task 3: Informational Text: Phone Patrol
- Task 4: Literary Text: Fish Cheeks
Math CRTs
The high school mathematics content areas include:Math CRTs
- Number and Quantity (N)
- Functions (F)
- Algebra (A)
- Geometry (G)
- Statistics and Probability (S)
The two mathematical practices that must be evidenced in portfolio appeals are:
- Expressing mathematical reasoning
- Modeling
In math, a total of 4x CRTs will need to submitted:
- 2x CRTs on modeling
- 2x CRTs on reasoning
- The 4x math CRTs need to represent different content areas. (For example, they can't be 2x algebra CRTs and 2x geometry)
- Math CRT 1: Modeling - Algebra
- Math CRT 2: Reasoning - Number and Quantity
- Math CRT 3: Reasoning - Functions
- Math CRT 4: Modeling - Geometry
