1. Scaling HQPBL and promoting deeper learning competencies. Understand what it takes to scale HQPBL that results in mastery of four deeper learning competencies by scaling HQPBL to 80% of the 29,284 students in Manchester School District (MSD) and Pearl City Waipahu Complex Area (PCW), including at least 80% of the students who are furthest from opportunity (i.e., students of color, students living in poverty), by January 2021
