‘Most innovative SUC’ BU 

is ARTA compliant

After  a spot  inspection and monitoring by the Anti-Red Tape Authority (ARTA) Team at the Bicol University Main Campus and Daraga Campus from March 29 to 30, 2023, BU was declared  an ARTA compliant institution.


ARTA has been actively monitoring the implementation of RA 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and other relevant Memorandum Circulars and Joint Memorandum Circulars issued by the Anti-Red Tape Authority (ARTA), to various government agencies. 


The onsite inspection and ARTA monitoring team was composed of Kristine Joy T. Fajardo, Division Chief, Hannah Marie P. Baroy, Project Development Officer II, and Francis Gabriel O. Santos, of the ARTA Compliance Monitoring and Evaluation Office (CMEO).


BU had also established a Committee on Anti-Red Tape (CART), Chaired by Dr. Jennifer T. Barrameda, Supervising Administrative Officer of the Human Resource Management and Development Office (HRMDO), Co-Chaired by Atty. Daryl A. Redoblado, Legal Officer, to monitor the university’s services in compliance with ARTA. 


On March 29, the ARTA Team and BU CART visited Daraga Campus and inspected the College of Social Sciences and Philosophy (CSSP) Registrar's Office, headed by Teresita P. Baloloy, and the Cashier's Office, headed by Eva L. Bandola. 


Although the Daraga Campus was commended for the presence of a Public Assistance and Complaint Desk (PACD), ARTA reminded the offices to update the posted university’s Citizen’s Charter Information Billboard and Handbook, utilize the harmonized Client Satisfaction Measurement (CSM), the Zero Backlog Report, and review some of its service standards. 


The following day, the same team visited the University Library Services (ULS), headed by Glenda Aurora S. Julianda, and the University Registrar’s Office (URO), headed by Dr. Lany L. Maceda. 


During the exit conference, ARTA commended the university as the "most innovative SUC" because of the innovations in digitalization made by URO. 


The Registrar's Office has been instrumental in implementing various measures to improve the delivery of services, such as the use of an online monitoring system of their steps in all their services through the use of Google Sheets; an alternate signatory if the principal signatory is unavailable; its online services made available to the public that can accommodate the volume of transactions within the prescribed processing time. 


The ARTA team recommended the implementation of online monitoring across the university as a best practice, as well as the presence of a PACD and anti-fixing materials in the vicinity of each service office. 


To further enhance their client services, the ARTA Team advised ULS and URO to also review some of their procedures and service standards and explore the use of other modes of information billboards such as digital platforms, posters, and graphics. (by Arnold C. Noda, CPRO MPS I)
