They are responsible for crime investigations, crime prevention and assistance at accident scenes.
The Guàrdia Urbana are responsible for public order by patrollling the roads and streets.
They also look after traffic safety and control.
La Policía Nacional (actually Cuerpo Nacional de Policía, "National Police Corps") is the national urban police force of Spain.
These forces are under the sole authority of Spain's Ministry of the Interior.

Call after the loss of your credit cards immediately with the emergency number of your card company and let them block all cards. The companies quickly obtain new credit cards. Then contact the police to file a report.

Barcelona is a safe city . It is no more dangerous than any other major European city. However, you should follow a few rules of conduct so that you won't be the victim of a robbery or theft.
Use common sense, particularly in areas around Las Ramblas. Do not let yourself get diverted and look after your valuables. A wallet or phone in the back pocket is an easy target. Wear your camera/purse in the front or across your chest, not casually hung over your shoulder. Don’t leave your iPhone on the table in a restaurant. Watch your bag in a crowded metro or train. Don’t leave your purse on the seat of your car with the window open, or in the back-seat of a convertible. Avoid dark and deserted areas at night. Better to get a taxi back if you have some doubts.
You will need to carry your passport /NIE Card with you to pay with a credit card, if you do not have any other type of identification with a picture. Otherwise leave your passport at home. Make sure you have made copies and take the copies with you. Carry only the cash you really need. Take photos of your passport and NIE card on your phone. Many places accept this as ID.
