𝗟𝗢𝗢𝗞: The DA-Bureau of Agricultural Research held its first flag raising ceremony of the year on 6 January 2025. Gracing this opening activity was DA undersecretary for Policy, Planning, and Regulations Asis G. Perez.

DA-BAR director Junel B. Soriano delivered the 2025 State of the Bureau Address afterwards, highlighting the significant accomplishments and recognition of the bureau in the past year. Atty. Perez, in his inspirational message, emphasized the need for continuous innovation to ensure that our farmers and fisherfolk will be able to continually produce in spite of the dwindling resources.

This activity also saw the launching of the SALIN SALIK: DA-BAR Strategic Communication Plan 2024-26; the Market Talks—the newest knowledge exchange platform that aims to connect technology developers with investors and industry leaders in agriculture and fisheries sector; and the official tagline for the year: “R4D: Driving Progress, Delivering Impact”.

𝐋𝐎𝐎𝐊: The DA-Bureau of Agricultural Research, as the focal agency for the ASEAN Technical Working Group on Agricultural Research and Development, participated in the workshop, “Committee for the ASEAN Economic Community: Preparation for the ASEAN Chairship 2026,” on 7-8 January 2025 at the Sheraton Manila Hotel, Pasay City. The bureau’s delegation was led by director Dr. Junel B. Soriano.

The Department of Trade and Industry-Bureau of International Trade Relations organized the activity as preparation for the country’s upcoming ASEAN Chairship in 2026. It specifically aimed to develop a comprehensive set of priorities and deliverables to advance the region’s economic and development agenda.

LOOK: The DA-Bureau of Agricultural Research (BAR) Executive Committee (Execom) convened for its first meeting of the year on 9 January 2025, at the Office of the Director, DA-BAR, Quezon City. 

Key topics on the agenda included discussions on the bureau’s 2025 approved budget under Republic Act 12116, otherwise known as the General Appropriations Act; strategic plans for the year; and other technical and administrative concerns to ensure resource management and operational efficiencies. 

The Execom, led by Director Junel B. Soriano, likewise announced structural changes within the bureau to better improve service delivery. Dr. Anthony B.Obligado, MNSA, will now oversee the Program Development Division, while Raymond Patrick L. Cabrera transitions to lead the Program Monitoring, Evaluation, and Linkaging Division. The Ad Hoc Administrative and Finance Division will now have a new leadership, headed by Melody T. Memita. Salvacion M. Ritual will continue to lead the Knowledge Management and Information Systems Division. 

Budget Unit head Marilou C. Oren and Planning and Monitoring Unit head Gian Carlo R. Espiritu also joined the meeting. 

According to Soriano, the bureau will continue to rethink strategies to ensure its R4D plans and programs are effectively implemented for the benefit of the agri-fisheries sector.

To ensure the smooth implementation of the newly-funded project supported through the Research Facility Development Grant program, the DA-Bureau of Agricultural Research (BAR) met with the research team of Central Luzon State University (CLSU) in an inception meeting held today, virtually.

Funded under the Agricultural Competitiveness Enhancement Fund R4D component program, the project aims to upgrade the existing Milk Processing Facility and Artificial Insemination Laboratory for Small Ruminants of CLSU.  

DA-BAR’s Program Monitoring, Evaluation, and Linkaging Division head Raymond Patrick Cabrera underscored that the facility upgrading must improve the operational activities of the facility and services to its intended clientele, farmers and researchers. He also provided recommendations in ensuring the upgrading of the facility coincides with the project timelines as well as the deliverables and targets.

𝐋𝐎𝐎𝐊: The Corn Germplasm Utilization through Advanced Research and Development (CGUARD) Technical Working Group convened a special meeting on 22 January 2025 at the DA-Bureau of Agricultural Research (BAR), Quezon City to outline the plans and direction of the CGUARD Plus Program. 

The CGUARD Plus Program emphasizes the expanded involvement of stakeholders, now including state universities and colleges, as well as private sectors, in the development of yellow hybrid corn.

The meeting was spearheaded by DA-BAR director Junel B. Soriano and DA-National Corn Program director Milo delos Reyes.

𝐋𝐎𝐎𝐊: To evaluate the project's accomplishments vis-a-vis the objectives, targets, and expected outputs, the Review and Planning Workshop of the Sustainable Community-based Action R4DE for Livelihood Enhancement, Upliftment, and Prosperity (SCALE UP) Program was held at the DA-Bureau of Agricultural Research (BAR), Quezon City on 21-24 January 2025.

The four-day review witnessed the presentation of the technical and financial accomplishments of the five pilot implementing agencies—the regional offices of Ilocos, CALABARZON, Eastern Visayas, and Zamboanga Peninsula, as well as the Provincial Local Government Unit of Agusan del Sur. Findings from the field monitoring activity, plans, and activities for 2025, and the proposed SCALE UP Program logo and branding were also discussed

Representatives from the DA-Cagayan Valley also participated in preparation for the expansion of the program in the region. The activity was graced by BAR Director Junel B. Soriano and SCALE UP National Program Coordinator Rictibert C. Pamunag.

To ensure the successful implementation of projects funded by the DA-National Rice Program through DA-Bureau of Agricultural Research, the bureau’s monitoring team conducted an on-site monitoring and evaluation visit on 24 January 2025 at Diliman, Quezon City and Malate, Manila. 

The team focused on two ongoing projects implemented by DA-Bureau of Plant Industry (BPI): 1) Scaling Up the Capacities and Deployment of the Rice Seed Information System (RSIS) Towards Operationalization and Sustainability and 2) Development of Innovation System for Climate Smart Pest Management in Rice (CSPM).

Led by DA-BPI Assistant Director Ruel C. Gesmundo, the RSIS project aims to modernize the rice seed system by providing near real-time information on seed production, certification, distribution, and buffer stocks. The CSPM project, led by BPI-Crop Pest and Management Division Head Peter M. Madaraog, focuses on enhancing the capacity of farmers and agricultural extension workers to identify pests, improving the efficiency and quality of biological control agents, and promoting the adoption of BCAs in rice-farming communities.

Aquino led the ceremonial signing of the memorandum of agreement of two new projects funded by BAR at Ilagan City, Isabela.

The MOAs signed were for the newly-approved R4D projects of the DA-Cagayan Valley Research Center. The corn R4D project will focus on developing high-yielding yellow open pollinated corn variety, while the soybean project aims to enhance the productivity and profitability of Cagayan Valley Soybean Producers and Processors Association as the producer of full-fat soybean-based food products.

#R4DUpdates The Isabela State University (ISU) in Echague held the inauguration of the One-Health Product Development R&D Facility and the ceremonial signing of memorandum of agreement (MOA) of four BAR-funded projects on 28 January 2025.

DA-Bureau of Agricultural Research (BAR) Director Dr. Junel B. Soriano, ISU President Ricmar P. Aquino, and BauerTek Farmaceutical Technologies Corp. (BauerTek) General Manager Dr. Richard Nixon Gomez led the ribbon-cutting ceremony of the said facility. Its upgrading was achieved through the collaborative efforts of DA-BAR, ISU, and BauerTek.

Following the inauguration, the MOA signing and groundbreaking ceremony took place for the ISU’s technology commercialization center, smart greenhouse for high-value crop seedlings production, and mungbean R&D facility. These facilities will be upgraded to serve as centers for research, production, and marketing of agricultural products.

The MOA for the technology commercialization project on Indian turmeric was also signed. The project, in partnership with BauerTek, aims to locally produce quality Indian turmeric rhizomes to meet the market demand and increase farmers’ income. 

These projects were funded through the Research for Development Grant and Technology Commercialization under the Agricultural Competitiveness Enhancement Fund program.

The DA-Bureau of Agricultural Research (BAR) held a virtual consultation meeting today, January 30, 2025, in Quezon City to enhance the Philippine Sustainable Agriculture Initiative (PHSAI).

In collaboration with other DA agencies, the activity focused on refining the Declaration of Commitment to PHSAI to align with national and regional priorities. 

DA-BAR assistant director Joell H. Lales expressed optimism about the program's progress, emphasizing the need for a multi-sectoral approach to integrating policies, research, and on-the-ground implementation. 

“It is crucial that our efforts are aligned and that we have a unified understanding of the work that we will put into this initiative. Maganda talaga na marami munang tumitingin since we look forward to delivering impactful results as we go forward,” Lales stated. 

He added that following the agreed timeline, the document will be circulated among involved agencies for further refinement before advancing to the next phases of the initiative.

The bureau, as the focal agency for the ASEAN Technical Working Group on Agricultural Research and Development promotes, strengthens, and ensures that agriculture R&D remains at the forefront of ASEAN cooperation, in support of the country’s upcoming 2026 ASEAN chairmanship.

DA-BAR commits support to Phl rubber industry

Believing in the potential of the rubber industry as a key contributor in the country's economic development, the DA-Bureau of Agricultural Research (DA-BAR) pledges its support to the rubber industry during the 2025 National Rubber Summit in Kidapawan City on 22-24 January 2025.

DA-BAR Assistant Director Joell H. Lales, speaking on behalf of the bureau, underscored the importance of rubber across industries, from agriculture to manufacturing. He cited DA-BAR’s partnership with the Philippine Rubber Research Institute (PRRI) on the project, Enhancing Latex Yield of Rubber Recommended Clones Through Application of Stimulants Towards a Sustained Productivity. 

The 2.52-million-peso project, implemented from March 2022-March 2023, covers eight municipalities in Zamboanga Sibugay, Zamboanga del Norte, and Zamboanga del Sur, and is expected to boost farmer’s yields and income. 

Lales added that for this year, the bureau has earmarked PhP 4-million for the upgrading of PRRI’s Rubber Testing and R&D Laboratory at the DA-AMRES in Kidapawan City.

Themed "Rubber: A Sustainable Future Through Technological Innovation tungo sa GOMA-gaang buhay sa Bagong Pilipinas,” the summit was graced by officials of the Department of Agriculture led by Secretary Francisco P. Tiu Laurel, Jr; Undersecretary for High Value Crops Development Program Cheryl Marie Natividad-Caballero; PRRI Executive Director Dr. Cheryl Eusala, and Philippine Council for Agriculture and Fisheries OIC Executive Director Julieta Opulencia.

The DA-BAR conducted the 1st Quarter Virtual Completion Review of Rice research for development projects on January 28, 30, and 31, 2025 via Google Meet.

Funded through the DA’s National Rice Program, all seven projects were implemented by various agencies such as PhilRice, PhilMech, BSWM, IRRI and UPLB, with focus on policy-making and decision support; pest and disease management; and risk mitigation and mechanization technologies. 

Leading the evaluation were experts from UPLB and the DA including Dr. Pompe C. Sta Cruz, Dr. Santiago R. Obien, and Dr. Arnold R. Elepaño. 

The DA-BAR’s Program Monitoring and Evaluation and Linkaging Division, in coordination with the Program Development Division led the three-day review.

She also shared about DA-Cagayan Valley’s best practices, highlighting the importance of grassroots participation and harmonizing research and operations in the success of the region. Their R4D projects have consistently bagged awards locally and nationwide through the years. 

Hosted by the Program Development Division PDD-Project Packaging and Evaluation Section, the flag-raising ceremony served to further strengthen the implementation of the bureau’s projects and programs, and foster innovation for more meaningful collaborations.

DA-BAR, through its Program Monitoring, Evaluation, and Linkaging Division, spearheaded a virtual completion review of six research for development (R4D) projects today, 3 February 2025. The activity assessed the accomplishments against the targets and objectives of the projects supported through the Agricultural Competitiveness Enhancement Fund R4D Component program.

Anchored on improving the operational activities and services of R4D facilities to their intended clienteles — farmers, agripreneurs, and researchers, the facilities that were upgraded include: Gasan Freshwater Fish Hatchery and Torrijos Crop Protection Laboratory of Marinduque State University; Cagayan Valley Cattle Artificial Insemination Research and Training Center and R&D Processing Facility at Isabela State University-Echague; Salogon Tissue Culture Facility at Partido State University; and Farm Mechanization Facility at Visayas State University.

University of the Philippines Los Baños Professor Arnold R. Elepaño and Nambalan Riverside Farmers Association Chair Josie A. Valdez served as evaluators during the review.

The DA-BAR held a review of new and ongoing rice R4D projects on February 5-6, 2025, via Google Meet to validate accomplishments, identify significant deliverables, and review the proposed work plans of the projects’ next phases. 

The review covered seven projects funded by the DA’s National Rice Program through DA-BAR, and implemented by IRRI, PhilRice, UPLB, and BPI, and DA-Cagayan Valley, CALABARZON, and Bicol region.  

Four projects focus on the use of agricultural drones in rice production or the Drones4Rice program,  while others support the OneRicePH program which targets the modernization of breeding programs in the country, rice-based crop diversification and mechanization, and climate-smart pest management. 

The panel of evaluation experts  include Dr. Pompe C. Sta Cruz and Dr. Edna A. Aguilar of UPLB, PhilRice OIC-Office of the Deputy Executive Director for Research Dr. Eduardo Jimmy P. Quilang, and DA-FPA OIC-Executive Director Glenn DC Estrada. The activity was also participated by representatives from the DA-National Rice Program. 

Leading the two-day review was the DA-BAR’s Program Monitoring and Evaluation and Linkaging Division, in coordination with the Program Development Division.

#R4DUpdates: DA-BAR monitors supported facility in Guimaras

DA-BAR, through its Program Monitoring, Evaluation, and Linkaging Division, visited the Organic Agriculture (OA) Facility of the DA-Bureau of Plant Industry-Guimaras National Crops Research, Development, and Production Support Center (BPI-GNCRDPSC) to monitor and assess its status and accomplishments on February 5-7, 2025 in Jordan, Guimaras.

Funded through the bureau’s Research Facility Development Grant program, the BPI-GNCRDPSC is currently upgrading their OA facility, improving its operations and services to its clientele — farmer groups, researchers, among others. Through the project, the said facility shall scale up its production of organic inputs and boost the production of organic vegetable seeds and quality planting materials.

#R4DUpdates: Performance review highlights R4D technologies, targets wider adoption 

The DA-BAR continues to push for high impact research for development (R4D) initiatives in agriculture and fisheries as reinforced through its annual Performance Commitment and Review (PCR) assessment workshop on February 11-12, 2025. 

Led by Director Junel B. Soriano and Assistant Director Joell H. Lales, the workshop reviewed the progress, challenges, and outcomes of the bureau’s programs, projects, and activities, ensuring that technologies generated through R4D are responsive to the needs and priorities of the sector, and are adaptive and scalable at farm and enterprise levels. 

In 2024, the DA-BAR facilitated the development of 73 R4D technologies spanning high value crops, livestock, fisheries, postharvest, mechanization, climate-smart agriculture, biotechnology, and site-specific nutrient management protocols, among others. With the Technology Readiness Level tool now in place, the bureau is set to accelerate the scaling of these technologies. 

The review also focused on streamlining project implementation, improving knowledge-sharing mechanisms, and enhancing internal operations through efficient resource management and sustained institutional performance.

DA-BAR Director Junel B. Soriano met with Monde Nissin Corporation representatives Martial Gerard Beck and Nitz Nadera Aliposa, along with Mario Capanzana of the Philippine Chamber of Food Manufacturers, Inc. (PCFMI), on February 12, 2025, to explore potential collaboration opportunities supporting local food production. 

The preliminary meeting and plant visit took place at Monde Nissin's noodle plant in Santa Rosa, Laguna. Monde Nissin, a major player in the Philippine food and beverage industry, produces a diverse range of products, including instant noodles, biscuits, and baked goods.

With PCFMI’s expertise and network in the food and beverage industry, Capanza pointed out potential synergies between DA-BAR and food manufacturers to support local farmers on farm to market opportunities.

Research for development (R4D) technologies for soil health and improved productivity move closer to widespread adoption as the DA-BAR and its partner agencies put in place efforts to harmonize nutrient management strategies and streamline technology transfer protocols during a meeting on February 13, 2025 in Los Baños, Laguna. 

Key initiatives include the Site-Specific Nutrient Management-Nutrient Expert (SSNM-NE), a tool designed to optimize fertilizer use, and the Balanced Fertilization Strategy (BFS) for soil health aimed to improve agricultural productivity through effective nutrient management, developed by UPLB and the DA-BSWM, respectively. 

The technology transfer protocols particularly for biofertilizers, and the commercialization of new products, KSolB and Maizinc, were also discussed. 

Further meetings are expected to finalize said protocols.

DA-BAR Director Junel B. Soriano’s participation in the recent Center for Agricultural Biosciences International's (CABI) Regional Consultation Meeting of Asia-Pacific Member Countries on February 18-20, 2025 in Putrajaya, Selangor, Malaysia opened opportunities for stronger ties to advance pesticide risk reduction and integrated pest management (IPM) optimizing member-country interaction, joint funding, and triangular cooperation.

Key focus areas  include policy reforms and farmer-centric innovations which include health, bioprotection, livelihood, trade, and environment, inspired by regional successes in countries like India, Bangladesh, China, and Pakistan. 

CABI’s expanded programming will directly address member countries' specific demands in this area.

Aside from presenting CABI's strategy in responding to member countries’ priorities and activities worldwide, the meeting focused on pesticide risk reduction policies and initiatives of different member countries, barriers and opportunities, and the different roles of stakeholders. The draft outline of action plans and summary were presented to the delegates at the end of the meeting. 

To strengthen response and commitment, DA-BAR is poised to co-develop and fast track joint projects with CABI, backed by increased funding for IPM research beginning early next year.

#R4DUpdates: SOCCSKSARGEN AFRREDN inks MOU on agri-fisheries devt

DA-SOCCSKSARGEN inked a Memorandum of Understanding (MOU) to strengthen the partnership for the Agriculture and Fisheries Resources, Research and Extension for Development Network (AFFREDN) in SOCCSKSARGEN on February 20, 2025 in Koronadal City, South Cotabato.

Regional Executive Director Roberto T. Perales signed the MOU with 15 state universities and colleges, national and DA-attached agencies, private colleges, and provincial local government units. Regional Cluster Coordinator for Region 12 Alvin L. Fontanil represented DA-BAR, while Hanadi G. Pompong represented the Agricultural Training Institute-Region 12.

The MOU signifies the collective commitment of participating agencies and institutions to work together towards enhancing agricultural productivity, ensuring sustainable agri-fishery practices, and promoting resilient and adaptive resource management. Further, the network will co-create and scale technologies and responsive interventions effecting proactive agricultural policy development across the region.

#R4DUpdates: DA-BAR conducts M&E of rice R4D and high value crops projects

To ensure the efficient and effective implementation of R4D projects funded by the National Rice and High Value Crops Development Programs through the DA-BAR, an on-site monitoring and evaluation (M&E) of projects was conducted on February 17-21, 2025 in the Science City of Muñoz, Nueva Ecija.  

The M&E team focused on eight projects implemented by the DA-Philippine Rice Research Institute (PhilRice) and the DA-Philippine Center for Postharvest Development and Mechanization (PHilMech). PhilRice implemented the following R4D projects: OneRicePH, RSIS, rice-based crop diversification and mechanization, Drones4Rice, climate-smart pest management, and genetic improvement of adlay in the Philippines. PHilMech-implemented projects focused on: updating paddy postproduction loss assessments considering various rice postproduction systems and planting methods, and deploying and field-testing a greenhouse solar dryer for food-grade cassava products.

DA-BAR holds 2025 first-sem bureau audit review to address challenges

To address and resolve the pending audit issues and concerns across divisions, the DA-BAR conducted its first-semester audit review today, February 24, 2025.

Led by Audit Response Team (ART) Chair and Assistant Director Joell H. Lales, the session focused on the recommended solutions of the attendees and ways forward to avoid the recurrence of the said issues. 

Lales emphasized that ART’s success relies on the collective support of concerned employees, units, and divisions.

ART was established in 2023 to strengthen the bureau’s timely responsiveness to audit findings, observations, and requests.

#R4DUpdates: DA-BAR introduces best R4D technologies to APRACA

On February 18 and 24, 2025, the DA-BAR met with international delegations from the Asia-Pacific Rural and Agricultural Credit Association (APRACA) Center for Training and Research in Agricultural Banking in Quezon City. 

The visits aimed to enhance technical knowledge and facilitate the sharing of best practices between DA-BAR and APRACA, an organization comprising 95 institutions from 24 countries that promotes rural and agricultural finance in the Asia-Pacific region.

During these visits, Assistant Director Joell H. Lales presented key technologies developed, promoted, and commercialized through DA-BAR funding, focusing on production, postproduction, and processing. He further emphasized the importance of investing in R4D to drive the economy. 

“We need more investments because we believe that innovations like these can significantly contribute to boosting the agricultural economy and most importantly, improving the lives of Filipino farmers and fisherfolk."

Ten senior bank officers from India and Sri Lanka visited on February 18, while twenty officials from the Federal Ministry of Agriculture and Livestock Development of Nepal participated in the meeting on February 24.

#R4DforWomen: DA-BAR kicks off Women’s Month celebration

To honor women and progress, the DA-BAR officially launched its 2025 National Women’s Month celebration alongside the unveiling of the Gender and Development (GAD) Corner on March 3, 2025 at the DA-BAR Grounds, Quezon City.

Led by Director Junel B. Soriano, the event began with a call to action to continue empowering women in R4D for a more grounded and inclusive sector. 

GAD focal Evelyn H. Juanillo announced the month-long lineup of activities. 

Highlighting the ceremony was the inauguration of the GAD Corner, a dynamic space featuring gender responsive R4D initiatives. This was led by the bureau’s Execom, and witnessed by officials and staff.

With the theme “WE Make CHANGE Work for Women” and the sub-theme “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas,” the celebration serves as a powerful call for sustained action to create compassionate, unified networks promoting gender equality and women’s empowerment.

#R4DUpdates: MERF, BAR ensure readiness of the DUCT implementation

To ensure a smooth implementation for the Development of Ulva Culture Technology (DUCT) project, DA-Bureau of Agricultural Research (BAR) and Marine Environment and Resources Foundation (MERF), conducted the project inception meeting on 3 March 2025, virtually. 

Through the DUCT project, a sustainable land-based culture technology for the high-value Ulva seaweed is already underway. MERF Project leader, Dr. Wilfred John E. Santiañez, said that the technology can help in diversifying seaweed production and profitability in the country.

Other areas such as project deliverables, timeline, work and financial plan, among others were also discussed during the meeting. ###

To strengthen the research for development (R4D) and extension initiatives in the regions, DA-BAR  virtually convened the regional Agriculture and Fisheries Resources, Research for Extension and Development Network (AFRREDN) on March 4, 2025.

Participated by 15 regions, the meeting focused on mainstreaming the Participatory Research Outreach Services Towards R4D Project Execution and Community Transformation (PROSPECT) approach, and the Climate Resilient Agriculture and Fisheries towards a Transformative Research for Development (CRAFT R4D) agenda in developing R4D programs, projects, and activities.

The PROSPECT approach aims to provide tailored interventions and streamline assistance for stakeholders. While the CRAFT R4D agenda will guide the prioritization of research investments toward transforming food systems for food and nutrition security amidst climate change.

DA-BAR Assistant Director Joell H. Lales, in his message, underscored the need for stakeholder involvement in addressing key sector challenges, stating these approaches will guide the bureau’s project funding for the next three years.

The AFRREDN will strengthen collaboration among its members to ensure effective delivery of interventions, quality programs, services and relevant policies.

#R4DUpdates: DA-BAR Monitors Sweet Potato, Goat, and Food Processing Projects in Batanes

To ensure the successful implementation of projects funded by the DA-BAR, the bureau’s monitoring team conducted an on-site monitoring and evaluation visit on March 3-7 2025 at Basco, Batanes. 

The team focused on two ongoing and one completed projects implemented by DA-Regional Field Office 2 - Batanes Experiment Station (DA-RFO 2 BES): 1) Market Assessment and Refinement of Wakay Sweet Potato Processed Products Towards Market Expansion (ongoing) 2) Verification Trial for the Efficacy of Artrobothyrs dreschleri fungus as Biodewormer and its Acceptability in Goat Raisers in Batanes (ongoing) and 3) Feasibility Study of Technology Business Incubation (TBI) Program for DA-Regional Field Office 2 (completed).

Led by DA-RFO 2-BES station manager Dr. Richard Paddayuman, the wakay sweet potato project aims to assess the market and improve the wakay flour-based products for market expansion. The biodewormer for goat project focuses on verifying the efficacy and cost-effectiveness, and acceptability of  biodewormer for goats. The feasibility study of TBI intends to determine the planned scope of operation, market and financial viability of the TBI.

Meanwhile, a project led by Batanes State College on the Upgrading of Food Processing Facility was also monitored by the team. The objective of the project aims to enhance the facility for processing various food products such as arius rootcrops, and, meat, and fish.

10 0A R4D projects reviewed 

Ten Organic Agriculture (OA) Research for Development (R4D) projects were evaluated during the two-day review led by DA-BAR on March 5-6, 2025 at the Development Academy of the Philippines, Tagaytay City.

Participated by OA technical experts, focal persons, and research implementers, the review outlined the progress, accomplishments, work and financial plans, and remaining activities of eight ongoing projects spanning OA facilities upgrading, organic and biofertilizer inputs, low-cost and natural feed formulation for poultry, pest management, and market assessment of OA products.

Meanwhile, two completed projects highlighted research findings, outputs, and sustainability plans. These include the completion of the initial phase of a study on solubilizing microorganisms as potential enhancer for phosphorus and potassium uptake of corn, previewing on the development of an alternative biofertilizer for corn. Also presented were findings on the influence of low-cost feed formulated with Madre de Agua in the growth performance and meat quality of native pigs.

Providing insights and recommendations for the projects were DA-BAR Assistant Director Joell H. Lales, National Organic Agriculture Board members Dr. Noel B. Lumbo and Mr. Gabriel A. The review evaluated the implementation plan, objectives, target deliverables, and work plan for 2025 of four projects implemented by Bataan Peninsula State University, DA-Cagayan Valley, DA-Central Visayas, and DA-Zamboanga Peninsula. 

The evaluation panel included  Dr. Valentino C. Perdido and Dr. Andrew  B. Villacorta of the DA-National Rice Program, Dr. Roel R. Suralta, Dr. Fidel M. Ramos, Fernando D. Garcia, Joy Bartolome Duldulao of DA-Philippine Rice Research Institute, Angelita C. Marcia of DA-BSWM, and Dr. Rubenito M. Lampayan of the University of the Philippines Los Baños.

To facilitate the strengthening of the Research for Development and Extension (R4DE) continuum, DA-BAR will provide DA-Agricultural Training Institute (ATI) with a comprehensive list of available research outputs, including innovative technologies, for integration into DA-ATI’s operations, funding, and regional network extension programs. Program Monitoring, Evaluation, and Linkaging Division Head Raymond Patrick L. Cabrera highlighted the bureau's ongoing efforts to establish a technology management protocol. This protocol will systematize the management and transfer of research-derived technologies from DA-BAR-funded programs to end-users, such as farmers, agripreneurs, and industry stakeholders.

#R4D Updates: Innovative and practical rice tech projects monitored

DA-BAR, through its Program Monitoring, Evaluation, and Linkaging Division, monitored seven innovative and practical technologies for rice on March 3-7, 2025 in Los Baños, Laguna and San Juan, Batangas.

Funded by DA-National Rice Program through the bureau, these projects were: Policy Research and Technical Support for the Masagana Rice Industry Development Program implemented by SIKAP/STRIVE, Inc.; OneRicePH implemented by International Rice Research Institute (IRRI) and University of the Philippines Los Baños (UPLB); the Drones4Rice project implemented by IRRI and DA-CALABARZON; Development of Innovation System for Climate Smart Pest Management in Rice project implemented by IRRI; and Rice-Based Crop Diversification and Mechanization implemented by UPLB.

The team visited on-going field trials and laboratory setups, and conducted in-depth review of each project, aligning their assessment with the objectives and expected outputs. They also provided feedback, comments, and recommendations to enhance their effectiveness.

The DA-BAR and Japan R4D institutions are eyeing joint research for development (R4D) initiatives on water resource management, climate change adaptation, and the implementation of cascading rainwater harvesting systems to address pressing water security challenges and increasing climate variability. 

In the recent Japan-Philippines Nexus Program on Water Security Inception Workshop and High-Level/ Ministerial Meeting on March 11-14, 2025 in Kyoto, Japan, DA-BAR Director Junel B. Soriano outlined the bureau’s R4D initiatives on water resource management and climate change for agriculture and fisheries. 

With the increasing vulnerability of the Philippines to water-related disasters like flooding, drought, landslides, and sedimentation, Soriano stressed that utilizing technology-driven solutions through R4D is key to addressing the country’s susceptibility to water threats, compounded by climate change. 

Looking ahead, DA-BAR targets to pursue the implementation of cascading rainwater harvesting systems in select river basins, in partnership with Kyoto University and higher educational institutions in the Philippines. 

The four-day event is a collaborative effort between KU and the Philippines’ Isabela State University.

Leveraging the Agricultural Competitiveness Enhancement Fund, the DA-BAR, represented by Director Junel B. Soriano, in partnership with Western Mindanao State University (WMSU), represented by Dr. Nursia M. Barjose, Vice President For Academic Affairs and Dr. Lucia M. Santos, Dean of the College of Home Economics, led the ceremonial signing of a Memorandum of Agreement of a new research for development project titled, “Upgrading of Food Processing and Innovation Facility at WMSU,”  on March 17, 2025, in Quezon City.

The facility upgrade aims to bridge the gap between raw materials and consumer-ready products by providing state-of-the-art equipment, research support, and training programs for students, start-ups, and micro, small, and medium enterprises. By enhancing processing capabilities, WMSU will improve food quality, ensure compliance with safety standards, and increase production efficiency through advanced packaging technology.

The DA-BAR conducted an onsite M&E activity on the ongoing BAR-funded project under the Organic Agriculture R4D Program on native chickens in the Bicol Region on March 10-14, 2025.

The Program Monitoring, Evaluation, and Linkaging Division visited four sites in Albay and Camarines Sur, in collaboration with farmer cooperatives and associations, to monitor the project’s progress against the study's established benchmarks.

Titled, “Upscaling Alternative Low-Cost Grower Feed Technology Adaptation Using Jute Leaf Meal for Camarines Strain Native Chicken Production in Selected Provinces of Bicol Region,” the project intends to address the unmet market demand for organic native chicken by developing and upscaling organic chicken feed made from jute leaves. This innovation aims to provide a potentially cheaper chicken feed option for farmers and increase their income and eventually improve consumer health by ensuring the availability of genuine organic poultry products.

#R4DUpdates: 2nd NIAHS ExeCom meeting strengthens action plan for NIAHS recognition 

The Nationally Important Agricultural Heritage Systems (NIAHS) Executive Committee (ExeCom) refined and strengthened its Action Plan for the implementation of DA-DENR-NCIP-NCCA JMC 1 Series of 2023 during its second meeting held on March 20, 2025, in Quezon City.

DA-BAR Assistant Director Joell H. Lales presided  over the meeting as permanent representative of DA-BAR Director as Vice Chairperson of the NIAHS ExeCom. All members of the NIAHS ExeCom represented by the permanent representatives– Director Reynaldo Dingal - Office on Socio-Economic Services & Special Concerns NCIP; Deputy Executive Director for Operations Bernan Joseph Corpuz,- NCCA; and Joy M. Navarro, OIC Chief-Caves, Wetlands and Other Ecosystems Division, DENR-BMB, actively joined the discussions. The meeting centered on the roles and responsibilities of the concerned agencies - DA, DENR, NCIP, NCCA - and target timeline of activities.

NIAHS ExeCom meetings are conducted in alignment with the NIAHS ExeCom’s function as primarily responsible for the recognition and confirmation of NIAHS sites. As part of the Philippine commitment under the Convention on Biological Diversity, it is targeted in the Philippines Biodiversity Action Plan (PBSAP) to declare at least 10 NIAHS sites until 2040.

The DA-BAR and Asia Food and Agriculture Cooperation Initiative (AFACI) under the Rural Development Administration (RDA) of Korea held a virtual meeting on March 19, 2025 to explore opportunities and bolster cooperation on agricultural research and development (R&D). 

DA-BAR Director Junel B. Soriano presented a proposal to deepen and expand the DA-BAR-AFACI partnership, focusing on strategic R&D initiatives, technology transfer and scaling, policy development, and capacity-building programs. Utilizing international expertise and shared resources, these efforts are geared towards enhancing the missions of AFACI and the Philippines’ Department of Agriculture (DA) to create a more resilient and sustainable agricultural sector in the country and throughout Asia.

Dr. Seol Kuk-Hwan, Senior Deputy Secretary General of AFACI, provided his initial insights on the proposed collaboration, signaling interest in the partnership to advance shared agricultural goals. 

Since 2010, the DA and AFACI partnership resulted in 14 completed and six ongoing projects addressing pressing agricultural challenges.

DA-BAR is set to determine resource allocations to support the proposed collaboration, a welcome outlook in advancing said partnership.

#R4DRegionalCooperation: 𝗗𝗔-𝗕𝗔𝗥 𝗯𝗲𝗲𝗳𝘀 𝘂𝗽 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝘀𝘆𝗻𝗲𝗿𝗴𝗶𝗲𝘀 𝗮𝘁 𝟲𝘁𝗵 𝗜𝗥𝗗𝗘𝗠𝗖  

The DA-BAR participated in the 6th International Research, Development, and Extension (RDE) Management Congress on March 18-20, 2025, in Ho Chi Minh City, Vietnam to build and strengthen cross-border partnerships in RDE innovation and management. 

With the theme, “Fostering Innovation in Research Management: Towards a Glocalized Economy through Research and Development,” the congress provided an avenue for in-depth panel discussions on agriculture, education, social sciences, environment, technology, and business and economics. The event gathered over a hundred delegates from various universities, research institutions, government agencies and businesses across the ASEAN region. 

Salvacion M. Ritual, Knowledge Management Information and Systems Division head and PHILARM National Ex-Officio Board Member represented DA-BAR and also served as one of the evaluators during the paper presentations under the ICT, Business, and Economy sub-theme. 

A key outcome of the congress was the signing of a Memorandum of Understanding between Saigon Business School and  the Philippine Association of Research Managers (PHILARM), setting the stage for a broader collaboration between Vietnam and the Philippines. 

Insights gained from the congress are expected to inform the bureau’s strategies on strengthening institutional linkages and accelerating the research-to-impact pipeline.  

The congress was co-organized by Saigon Business School, PHILARM, DOST-PCAARRD, SEARCA, Marinduque State University, and Philippine School of Business Administration.

#R4DUpdates: DA-BAR secures support for deeper AFACI cooperation on agri R&D 

Following the initial presentation of the bureau with the Asia Food and Agriculture Cooperation Initiative (AFACI) under the Rural Development Administration (RDA) of Korea to broaden opportunities and bolster cooperation on agricultural research and development (R&D), DA-BAR gained full support from the DA Undersecretary for Policy, Planning, and Regulations Asis G. Perez during a meeting on March 27, 2025, at the DA Central Office in Quezon City. 

Presented by DA-BAR Director Junel B. Soriano and AFACI Philippines National Contact Person Julia A. Lapitan, Usec Perez concurred with the bureau’s proposal, laying the groundwork for further discussion in the upcoming high-level meeting with RDA of Korea and AFACI in May.

Usec Perez stated his full support of the proposal focusing on R&D initiatives, technology transfer and scaling, policy development, and capacity-building programs—with a clear direction of making the concept operational.

Stressing the need for strategic funding and policy-aligned priorities, Usec Perez urged DA-BAR to effectively address sector-wide agri-fisheries challenges through targeted R&D initiatives. 

Usec Perez and Lapitan will join other delegates in the 7th AFACI General Assembly on May 28-31, 2025, in Kathmandu, Nepal.

Soriano and U of G Assistant Vice-President for Graduate Studies Ben Bradshaw discussed potential partnerships during a meeting on March 27, 2025, in Quezon City, which seeks to utilize the University's expertise to enhance the Philippines' research capacity, technology development, and agri-food innovation.

The bureau is expected to determine specific joint venture projects and grant possibilities with U of G that align with its strategic R4D priorities.

To ensure the smooth implementation of the newly-funded project supported through the Sustainable Community-based Action R4DE for Livelihood Enhancement, Upliftment, and Prosperity (SCALE UP) Program, the DA-BAR and the DA-CALABARZON held a virtual inception meeting on March 26, 2025. 

DA-CALABARZON outlined its plans on operationalization of the Sustainable Livelihood, Marketing and Income Enhancement component of the program in partnership with five local government units. The team discussed the implementation and deliverables among implementing and collaborating institutions of the project, focusing on the livelihood and marketing strategies of various agricultural commodities and products in Quezon Province.

Through the scaling of technologies, community participation, and capacity development, the said project seeks to increase the income of farmers, improve farm productivity, and generate better market opportunities.

The DA-BAR through the Program Monitoring, Evaluation and Linkaging Division conducted a monitoring visit to Western Visayas on March 25-28, 2025, to assess and strengthen project implementation and ensure impact of R4D initiatives on corn implemented by the region. 

The monitoring focused on four ongoing projects on CGUARD and iFARM under the National Corn Program implemented by DA-Western Visayas, led by Regional Executive Director Dennis R. Arpia. The projects center on addressing challenges in crop productivity, germplasm utilization, system development and policy formulation. 

Key initiatives include improving traditional corn varieties through reconstitution, composite formation, and selection, and improving the accuracy and reliability of the Integrated Farm Attribution for Risk and Resource Monitoring and Management (iFARM) system, which provides accurate, timely data for better risk management.

#LearningAndDevelopment: DA-BAR strengthens internal capacity on data privacy and digital protection 

As part of the bureau’s Learning and Development Program, the DA-BAR hosted a training on "Data Privacy and Protection Fundamentals” on March 28, 2025, in Quezon City. 

Atty. Bernalyn D. Alcanar, who specializes in data privacy compliance and communications, led the training session which covered the Data Privacy Act of 2012, Five Pillars of Accountability and Compliance, Privacy Impact Assessment, and protocols on Data Breach and Security Incidents. 

The training aimed to equip DA-BAR staff with the knowledge and tools necessary to comply with data privacy regulations and laws, understand their roles in data protection, implement data security measures, and cultivate a culture of data privacy and security by integrating privacy assessments into its wide R4D knowledge base and lifecycle.

In celebration of this year’s National Women’s Month, the DA-BAR organized a feeding program, “Sisterhood of Support,” at the Dr. Jose Fabella Memorial Hospital on March 21, 2025, aiming to provide nutritional support to mothers and their newborn children. 

The program highlighted healthy food products developed through DA-BAR-funded research for development (R4D) projects. The initiative not only provided nourishment to mothers in need but also showcased the broader impact of agricultural R4D in advocating for community health while supporting small-scale food producers and local farmers. 

This initiative is the bureau’s commitment to promote gender equality, improve health of the marginalized sectors, and ensure food security.

#R4DUpdates: ZamPen AFRREDN, BAR formalizes partnership on A/F R4D

The DA-BAR has formalized its partnership with the Zamboanga Peninsula Regional Agriculture and Fisheries Resources, Research, and Extension for Development Network for Fiscal Year 2025. This collaboration was sealed during a ceremonial signing of a Memorandum of Understanding (MOU) on March 28, 2025, at Hotel Guillermo in Pagadian City.

Present at the event were DA-BAR Director Dr. Junel B. Soriano and DA-Zamboanga Peninsula Regional Executive Director Engr. Marcos C. Aves Jr., along with representatives from various state universities and colleges, national agencies, DA-affiliated organizations, private colleges, and provincial local government units.

The MOU underscores the bureau's commitment to working alongside its partner R4D agencies to enhance agricultural productivity, promote sustainable agri-fishery practices, and foster resilient, adaptive resource management.

The DA-Bureau of Soils and Water Management (BSWM) held a farmers’ field day on April 2, 2025, in Ligao City, Albay, to promote sustainable farming for sloping corn-based systems.  

Farmer-members of the Macalidong Corn and Vegetables Farmers Association participated in the activity, which demonstrated soil-conserving technologies under the DA-BAR-funded project, “Outscaling of Sustainable Land Resource Management Approach (SLRMA) in Corn-based Upland and Hilly Areas in the Provinces and Albay.” 

Key practices featured include contour-based farming, which uses perennial crops as barriers to prevent soil erosion, crop rotation, balanced fertilization, and integrated pest management.

Representing DA-BAR Director Junel B. Soriano, Monitoring and Evaluation Section Head Alvin L. Fontanil joined the event, in support of the region’s initiatives on sustainable agriculture practices.

The DA-BAR and the DA-Eastern Visayas held a remote inception meeting on March 26, 2025 to discuss and level off goals, objectives, roles, and responsibilities among implementing and collaborating institutions regarding the implementation of the newly-funded project titled, Sustainable Community-Based Action R4DE for Livelihood Enhancement, Upliftment, and Prosperity (SCALE UP) Program in Region 8 (Year III).

DA-Eastern Visayas outlined its plans on the operationalization of the project, in partnership with local government units across five provinces, leading to a region-wide SCALE UP coverage and implementation, in 2025. Project deliverables, timeline, work and financial plan, and logical framework were also discussed.

The project aims to develop innovative and sustainable agriculture through the scaling of technologies, community participation, and capacity development to facilitate the increase in yield and income of farmers.

#R4DUpdates: Portable virus detection kit for abaca set for scaling 

The DA-BAR and DA-Philippine Fiber Development Authority (PhilFIDA) are set to deploy the LAMParA Kit, a research for development (R4D)-generated portable rapid diagnostic tool for early virus detection in abaca. 

In a project inception meeting on March 31, 2025 at the DA-PhilFIDA headquarters in Quezon City, project lead Dr. Leny C. Galvez presented the rollout strategies of the project, “Bridging Lab to Field: Scaling of LAMParA Kit for Sustainable Abaca Production,” including the assessment of disease occurrences in Bicol, Visayas, and Mindanao, and key discussions on the Intellectual Property Rights and Technology Transfer Protocol of the bureau.

PhilFIDA Director Arnold I. Atienza underscored the urgent need to support local abaca farmers, citing the vulnerability of the industry to viral diseases. 

The LAMParA Kit, short for Loop-mediated Isothermal Amplification Portable Abaca Diagnostic Kit, enables rapid, on-site identification of abaca diseases such as bunchy top and mosaic viruses, the leading causes of yield loss in abaca farms across the country.

#R4DUpdates: Usec. Navarro pushes BAR to innovate for greater R4D impact 

DA Undersecretary for Operations and Agri-Fisheries Mechanization Roger V. Navarro urged DA-BAR to promote innovations in research for development (R4D) during the bureau’s third special flag raising ceremony on April 7, 2025, in Quezon City. 

In his message, Usec. Navarro emphasized the key role of R4D, and pressed for accelerated approaches to address pressing challenges of the agri-fisheries sector, such as high postharvest losses and the slow uptake of mechanization technologies – critical areas where R4D can strategically bring change and improvements to.  

Led by DA-BAR Director Junel B. Soriano, the special flag-raising ceremony is a continuing effort to engage leaders in the agri-fisheries community in guiding the bureau’s direction toward strengthened, high-impact R4D strategies. 

The activity was hosted by the Knowledge Management Information Systems Division-Applied Communication Section.

#R4DUpdates: DA-BAR taps PPP Center for agri R4D venture

Recognizing the crucial role of private sector engagement in advancing research innovations, the DA-BAR held an exploratory meeting with the Public-Private Partnership (PPP) Center on April 7, 2025 in Quezon City. 

The meeting focused on exploring collaboration opportunities to enhance R4D impact, identifying potential PPP initiatives in agriculture, discussing policy and other support mechanisms, and aligning PPP strategies with DA-BAR’s existing research for development (R4D) programs and interventions.

Presenting its programs and project development support mechanisms including access to the PhP 4.4-billion Project Development and Monitoring Facility (PDMF), PPP said that agencies like DA-BAR can tap the fund in the preparation and packaging of viable agri-fisheries public-private partnership projects. 

Next steps identified include conducting a specialized PPP capacity building for the bureau and developing a pipeline of proposed PPP-aligned R4D projects with focus on postharvest infrastructure, technology incubation hubs, and digital and marketing initiatives.

In celebration of 2025 Filipino Food Month, the DA-BAR joined the DA-Agribusiness and Marketing Assistance Service in a feeding program at Mines Elementary School, Quezon City on April 7, 2025. 

With this year’s theme, “Sarap ng Pagkaing Pilipino: Yaman ng Kasaysayan, Kultura, at Pagkatao,” the bureau promotes R4D technologies that improve health and nutrition, support local farmers, and advocate for Filipino cuisine. 

The bureau showcased the Pinoy Gourmix,  a BAR-funded, science-based and value chain analysis-oriented research for development (R4D) product developed by DA-Cagayan Valley. Made from locally sourced ingredients like white corn, adlay, legumes, and vegetables, it is packed with high protein, antioxidants, and essential nutrients that can be enjoyed as gourmet meals or lugaw.

The discussion focused on streamlining projects, addressing gaps in technology transfer, and identifying joint initiatives and capacity-building programs.

The collaboration, attended also by representatives from the DA-Agricultural Training Institute and the Commission on Higher Education, seeks to optimize resource use by preventing overlapping efforts between the two agencies. Specific measures include identifying systemic challenges in deploying agricultural innovations and formalizing a unified framework for coordinated research and extension activities.

#R4DUpdates: DA-BSWM strengthens water R4D efforts through facility upgrade

The DA-Bureau of Soils and Water Management (BSWM), through its National Soil and Water Resources Research and Development Center for Lowland Upland Pedo-Ecological Zone (NSWRRDC-LUPEZ), intensifies its impactful water research for development (R4D) efforts  through a facility upgrade project funded by DA-BAR. 

In an inception meeting held on April 8, 2025 in San Ildefonso, Bulacan, BSWM project leader and NSWRRDC-LUPEZ Center Chief Engr. Oscar Carpio said that there is an urgent need to improve infrastructure to further benefit farmers through water management technologies. 

The upgrade includes the development of additional solar-powered irrigation systems (SPIS) and small farm reservoir systems, and installation of a climate-smart irrigation system to ensure precise water application based on crop water requirements derived from real-time climate and soil data.

The DA-BAR, led by Director Junel B. Soriano and Assistant Director Joell H. Lales, provided a comprehensive orientation on the DA-DENR-NCIP-NCCA Joint Memorandum Circular No. 1, Series of 2023, to the newly designated permanent representative of the DA Secretary as Nationally Important Agricultural Heritage Systems (NIAHS) ExeCom Chairperson - DA Assistant Secretary for Operations U-Nichols A. Manalo on April 8, 2025 in Quezon City. 

Asec. Manalo was also oriented on significant discussions and action points on the series of previously conducted NIAHS ExeCom meetings. 

The new ExeCom chair representative provided his insights and views on the rules and regulations for the recognition of NIAHS sites covering the institutional arrangements, eligibility and criteria for recognition, and the privileges, incentives, and benefits for NIAHS sites.

The bureau is designated as the Vice Chairperson of the NIAHS ExeCom represented by its director and assistant director as permanent representative, and serves as the NIAHS ExeCom Interim Secretariat.

#GlobalR4DCooperation: BAR gears up for 1st agri-fisheries R4D international symposium

The DA-BAR held a remote inter-agency meeting on April 10, 2025, to prepare for the upcoming international symposium for agricultural and fisheries research and development (R4D) in May 2025.

The meeting seeks to level off with concerned DA agencies on the event, a first-ever gathering of CGIAR research centers in the Philippines, marking a significant milestone for the DA. 

By strengthening local and international networks, the symposium intends to address challenges in the Philippine agricultural sector and drive advancements in technology, research, and knowledge sharing, ultimately benefiting both the local and global agricultural communities.

The National Technical Committee (NTC) for the 50th Gawad Saka: Parangal sa mga Natatanging Magsasaka At Mangingisda Search for Outstanding Agricultural Scientist (OAS) conducted field validation from March - April 2025. 

The activity aimed to check the accuracy of information of the nominees’ works at the field level. Specifically, the evaluators looked into the originality of research works and methods, and the impact of new knowledge generated from research.

For the OAS category, project sites validated were from the shortlisted nominees: Dr. Andie John D. Tadeo of the Don Mariano Marcos Memorial State University (DMMMSU) - Ilocos Region, Dr. Dionisio G. Alvindia, Philippine Center For Postharvest Development And Mechanization (PhilMech) - Central Luzon,  and  Dr. Cleofas R. Cervancia of the University of the Philippines Los Baños (UPLB).

Serving as the field evaluators from the NTC for OAS were Assistant Director Joell H. Lales (DA-BAR), Raymond Patrick L. Cabrera (DA-BAR), Dr. Mudjekeewis D. Santos (NFRDI), Dr. Leny C. Galvez (PhilFIDA), and Amavel A. Velasco (DA-BAR). Joining them were Maria Elena M. Garces (DA-BAR) and Maria Ruby G. Lumongsod (DA- BAR), as NTC secretariat.

DA-BAR evaluated the progress of its funded Sustainable Land Management (SLM) project during the Farmers’ Field Day hosted by the DA-Bureau of Soils and Water Management in Botanguiad, San Francisco, Quezon on April 10, 2025. 

Farmers of the Botanguid Farmers Association showcased their innovative soil conservation methods, including contour farming and multi-crop cultivation, improving their land productivity and sustainability.

On behalf of Director Junel B. Soriano, DA-BAR Corn Program Leader Apolonia Mendoza represented the bureau along with partner agencies and state universities reinforcing collaboration toward climate-resilient farming and long-term food security in Quezon Province.

DA-CALABARZON’s R4D project to explore indigenous OA farming practices in Quezon, Rizal

DA-CALABARZON, in partnership with DA-BAR, sets the implementation of a new research for development (R4D) project which will assess and document organic farming practices of indigenous cultural communities (ICC) in producing upland rice, yellow corn, ginger, coconut, banana, ube, and eggplant.

During the project’s inception meeting on April 14, 2025, DA-CALABARZON project leader Eduardo R. Lalas shared that data to be collected in the project will provide valuable insights and inputs for policymakers and other researchers relating to ICCs organic farming methods which has surpassed more than just time, but a lot of environmental challenges as well.

Meanwhile, DA-BAR Organic Agriculture R4D team , discussed guidelines on project monitoring and evaluation, IP tech transfer, and research ethics in ensuring a smooth implementation of the project.

The DA-BAR and the DA-Bureau of Agriculture and Fisheries Standards (BAFS) are set to formalize a partnership to ensure that research for development (R4D) outputs contribute directly to the development of Philippine National Standards (PNS) in agriculture and fisheries. 

The meeting, led by DA-BAR Director Junel B. Soriano and DA-BAFS OIC-Director Mary Grace R. Mandigma, discussed drafting mechanisms to align R4D initiatives with BAFS’ standards development process and integrating PNS-aligned research into DA-BAR’s project streams. 

The partnership will open opportunities for DA-BAR to identify PNS-related proposals early in the project cycle, endorse completed R4D projects with strong PNS potential, and support impact assessments that inform future PNS development in agri-fisheries.

Following the month-long field validation from March to April on the 2025 Gawad Saka Outstanding Agricultural Scientist (OAS) and Researcher (OAR), the National Technical Committee (NTC) conducted the final deliberation for both categories on April 11, 2025 at the DA-BAR office, Quezon City.

During the deliberation, both groups discussed the merits of the outstanding works and accomplishments of all nominees including the productivity of the scientists/researchers in terms of technology development, the originality of their research works and methodology, and the impact of their outputs on the productivity, financial viability, efficiency and global competitiveness of Philippine Agriculture. 

Serving as the field evaluators from the NTC for OAR were Director Junel B. Soriano, PhD (DA-BAR), Salvacion M. Ritual (DA-BAR), Jonar I. Yago, PhD (NVSU), Orlando F. Balderama, PhD (ISU), Marjorie M. Mosende (DA-BAR), Evelyn H. Juanillo (DA-BAR), and Rena S. Hermoso (DA-BAR).

On the other hand, serving as the field evaluators from the NTC for OAS were Assistant Director Joell H. Lales (DA-BAR), Raymond Patrick L. Cabrera (DA-BAR), Mudjekeewis D. Santos, PhD (NFRDI), Dr. Leny Galvez (PhilFIDA), Amavel A. Velasco (DA-BAR), Maria Elena M. Garces (DA-BAR), and Maria Ruby G. Lumongsod (DA-BAR).

BAR, PCAF primes for 2026 PH ASEAN Chairship

To prepare for the country’s upcoming ASEAN Chairship in 2026, the DA-BAR and the Philippine Council for Agriculture and Fisheries (PCAF), led by Assistant Director Joell H. Lales and Policy Development and Coordination Division OIC-Division Chief Sarah L. Bales respectively, held a meeting on April 15, 2025 at the DA-BAR, Quezon City.

As the lead agency for the ASEAN Technical Working Group on Agricultural Research and Development, DA-BAR briefed PCAF of the documents and initiatives slated for enhancement via consultations with private stakeholders, with Lales emphasizing the role of research and policies in honing development initiatives that are industry-driven and address challenges faced by the sector.

The discussion also covered the Philippine Sustainable Agriculture Initiative Framework, a program set to be adapted into the ASEAN Regional Guidelines on Sustainable Agriculture. The framework aims to support the ASEAN Economic Community Agenda by addressing key challenges and opportunities in sustainable agriculture and is scheduled for launch on May 5, 2025.

To check the accuracy of information of the nominees’ works, the National Technical Committee (NTC) conducted field validation for the 50th Gawad Saka: Parangal sa mga Natatanging Magsasaka at Mangingisda Search for Outstanding Agricultural Researcher (OAR) from March 24 - April 3, 2025. 

In the OAR category, validated project sites were from shortlisted nominees: Vanessa F. Calderon of Cagayan Valley, Jasmin M. Dacillo of Bicol Region, and Veronica P. Mangune of Central Luzon.

NTC-OAR Chairperson and DA-BAR Director Junel B. Soriano, NTC Vice-Chairperson Salvacion M. Ritual (DA-BAR), and NTC members Dr. Jonar I. Yago (NVSU), Dr.Orlando Balderama (ISU), and Marjorie M. Mosende (DA-BAR) served as field evaluators.

2025 DA-BAR Sportsfest begins

To foster camaraderie, unity, and a healthy lifestyle among the bureau’s staff through sports, the DA-BAR Sportsfest officially began on April 21, 2025, at the DA-BAR Grounds in Quezon City.

DA-BAR Director Junel B. Soriano led the simple kickoff ceremony, lighting the symbolic cauldron to mark the start of the event themed “Bagong Pilipinas, Bagong Lakas: Strength in Unity, Strength through Sports.” 

Following this, DA-BAR Assistant Director Joell H. Lales administered the oath of sportsmanship to staff members, organized into five teams: Peach Blossom Bandits, Red Harvesters, Purple Rice Warriors, Green Crop Crusaders, and Blue Farm Fusion.

The Association of BAR Employees and the BAR Committee on Sports, Physical Fitness and Recreation and Mental Health Programs organized this activity.
