To ensure the successful implementation of projects funded by the DA-National Rice Program through DA-Bureau of Agricultural Research, the bureauโs monitoring team conducted an on-site monitoring and evaluation visit on 24 January 2025 at Diliman, Quezon City and Malate, Manila.ย
The team focused on two ongoing projects implemented by DA-Bureau of Plant Industry (BPI): 1) Scaling Up the Capacities and Deployment of the Rice Seed Information System (RSIS) Towards Operationalization and Sustainability and 2) Development of Innovation System for Climate Smart Pest Management in Rice (CSPM).
Led by DA-BPI Assistant Director Ruel C. Gesmundo, the RSIS project aims to modernize the rice seed system by providing near real-time information on seed production, certification, distribution, and buffer stocks. The CSPM project, led by BPI-Crop Pest and Management Division Head Peter M. Madaraog, focuses on enhancing the capacity of farmers and agricultural extension workers to identify pests, improving the efficiency and quality of biological control agents, and promoting the adoption of BCAs in rice-farming communities.

#R4DUpdates The Isabela State University (ISU) in Echague held the inauguration of the One-Health Product Development R&D Facility and the ceremonial signing of memorandum of agreement (MOA) of four BAR-funded projects on 28 January 2025.
DA-Bureau of Agricultural Research (BAR) Director Dr. Junel B. Soriano, ISU President Ricmar P. Aquino, and BauerTek Farmaceutical Technologies Corp. (BauerTek) General Manager Dr. Richard Nixon Gomez led the ribbon-cutting ceremony of the said facility. Its upgrading was achieved through the collaborative efforts of DA-BAR, ISU, and BauerTek.
Following the inauguration, the MOA signing and groundbreaking ceremony took place for the ISUโs technology commercialization center, smart greenhouse for high-value crop seedlings production, and mungbean R&D facility. These facilities will be upgraded to serve as centers for research, production, and marketing of agricultural products.
The MOA for the technology commercialization project on Indian turmeric was also signed. The project, in partnership with BauerTek, aims to locally produce quality Indian turmeric rhizomes to meet the market demand and increase farmersโ income.ย
These projects were funded through the Research for Development Grant and Technology Commercialization under the Agricultural Competitiveness Enhancement Fund program.

In collaboration with other DA agencies, the activity focused on refining the Declaration of Commitment to PHSAI to align with national and regional priorities.ย
DA-BAR assistant director Joell H. Lales expressed optimism about the program's progress, emphasizing the need for a multi-sectoral approach to integrating policies, research, and on-the-ground implementation.ย

DA-BAR commits support to Phl rubber industry
Believing in the potential of the rubber industry as a key contributor in the country's economic development, the DA-Bureau of Agricultural Research (DA-BAR) pledges its support to the rubber industry during the 2025 National Rubber Summit in Kidapawan City on 22-24 January 2025.
DA-BAR Assistant Director Joell H. Lales, speaking on behalf of the bureau, underscored the importance of rubber across industries, from agriculture to manufacturing. He cited DA-BARโs partnership with the Philippine Rubber Research Institute (PRRI) on the project, Enhancing Latex Yield of Rubber Recommended Clones Through Application of Stimulants Towards a Sustained Productivity.ย
The 2.52-million-peso project, implemented from March 2022-March 2023, covers eight municipalities in Zamboanga Sibugay, Zamboanga del Norte, and Zamboanga del Sur, and is expected to boost farmerโs yields and income.ย
Lales added that for this year, the bureau has earmarked PhP 4-million for the upgrading of PRRIโs Rubber Testing and R&D Laboratory at the DA-AMRES in Kidapawan City.

#R4DUpdates: DA-BAR monitors supported facility in Guimaras
DA-BAR, through its Program Monitoring, Evaluation, and Linkaging Division, visited the Organic Agriculture (OA) Facility of the DA-Bureau of Plant Industry-Guimaras National Crops Research, Development, and Production Support Center (BPI-GNCRDPSC) to monitor and assess its status and accomplishments on February 5-7, 2025 in Jordan, Guimaras.
Funded through the bureauโs Research Facility Development Grant program, the BPI-GNCRDPSC is currently upgrading their OA facility, improving its operations and services to its clientele โ farmer groups, researchers, among others. Through the project, the said facility shall scale up its production of organic inputs and boost the production of organic vegetable seeds and quality planting materials.

The DA-BAR continues to push for high impact research for development (R4D) initiatives in agriculture and fisheries as reinforced through its annual Performance Commitment and Review (PCR) assessment workshop on February 11-12, 2025.ย
Led by Director Junel B. Soriano and Assistant Director Joell H. Lales, the workshop reviewed the progress, challenges, and outcomes of the bureauโs programs, projects, and activities, ensuring that technologies generated through R4D are responsive to the needs and priorities of the sector, and are adaptive and scalable at farm and enterprise levels.ย
In 2024, the DA-BAR facilitated the development of 73 R4D technologies spanning high value crops, livestock, fisheries, postharvest, mechanization, climate-smart agriculture, biotechnology, and site-specific nutrient management protocols, among others. With the Technology Readiness Level tool now in place, the bureau is set to accelerate the scaling of these technologies.ย
The review also focused on streamlining project implementation, improving knowledge-sharing mechanisms, and enhancing internal operations through efficient resource management and sustained institutional performance.

Key focus areasย include policy reforms and farmer-centric innovations which include health, bioprotection, livelihood, trade, and environment, inspired by regional successes in countries like India, Bangladesh, China, and Pakistan.ย
CABIโs expanded programming will directly address member countries' specific demands in this area.
Aside from presenting CABI's strategy in responding to member countriesโ priorities and activities worldwide, the meeting focused on pesticide risk reduction policies and initiatives of different member countries, barriers and opportunities, and the different roles of stakeholders. DA-SOCCSKSARGEN inked a Memorandum of Understanding (MOU) to strengthen the partnership for the Agriculture and Fisheries Resources, Research and Extension for Development Network (AFFREDN) in SOCCSKSARGEN on February 20, 2025 in Koronadal City, South Cotabato.
Regional Executive Director Roberto T. Perales signed the MOU with 15 state universities and colleges, national and DA-attached agencies, private colleges, and provincial local government units. Regional Cluster Coordinator for Region 12 Alvin L. Fontanil represented DA-BAR, while Hanadi G. Pompong represented the Agricultural Training Institute-Region 12.
The MOU signifies the collective commitment of participating agencies and institutions to work together towards enhancing agricultural productivity, ensuring sustainable agri-fishery practices, and promoting resilient and adaptive resource management. #R4DUpdates: DA-BAR conducts M&E of rice R4D and high value crops projects
To ensure the efficient and effective implementation of R4D projects funded by the National Rice and High Value Crops Development Programs through the DA-BAR, an on-site monitoring and evaluation (M&E) of projects was conducted on February 17-21, 2025 in the Science City of Muรฑoz, Nueva Ecija.ย ย
The M&E team focused on eight projects implemented by the DA-Philippine Rice Research Institute (PhilRice) and the DA-Philippine Center for Postharvest Development and Mechanization (PHilMech). PhilRice implemented the following R4D projects: OneRicePH, RSIS, rice-based crop diversification and mechanization, Drones4Rice, climate-smart pest management, and genetic improvement of adlay in the Philippines. PHilMech-implemented projects focused on: updating paddy postproduction loss assessments considering various rice postproduction systems and planting methods, and deploying and field-testing a greenhouse solar dryer for food-grade cassava products.

DA-BAR holds 2025 first-sem bureau audit review to address challenges
To address and resolve the pending audit issues and concerns across divisions, the DA-BAR conducted its first-semester audit review today, February 24, 2025.
Led by Audit Response Team (ART) Chair and Assistant Director Joell H. Lales, the session focused on the recommended solutions of the attendees and ways forward to avoid the recurrence of the said issues.ย
Lales emphasized that ARTโs success relies on the collective support of concerned employees, units, and divisions.
ART was established in 2023 to strengthen the bureauโs timely responsiveness to audit findings, observations, and requests.

On February 18 and 24, 2025, the DA-BAR met with international delegations from the Asia-Pacific Rural and Agricultural Credit Association (APRACA) Center for Training and Research in Agricultural Banking in Quezon City.ย
The visits aimed to enhance technical knowledge and facilitate the sharing of best practices between DA-BAR and APRACA, an organization comprising 95 institutions from 24 countries that promotes rural and agricultural finance in the Asia-Pacific region.
During these visits, Assistant Director Joell H. Lales presented key technologies developed, promoted, and commercialized through DA-BAR funding, focusing on production, postproduction, and processing. He further emphasized the importance of investing in R4D to drive the economy.ย

To ensure a smooth implementation for the Development of Ulva Culture Technology (DUCT) project, DA-Bureau of Agricultural Research (BAR) and Marine Environment and Resources Foundation (MERF), conducted the project inception meeting on 3 March 2025, virtually.ย
Through the DUCT project, a sustainable land-based culture technology for the high-value Ulva seaweed is already underway. MERF Project leader, Dr. Wilfred John E. Santiaรฑez, said that the technology can help in diversifying seaweed production and profitability in the country.

Participated by 15 regions, the meeting focused on mainstreaming the Participatory Research Outreach Services Towards R4D Project Execution and Community Transformation (PROSPECT) approach, and the Climate Resilient Agriculture and Fisheries towards a Transformative Research for Development (CRAFT R4D) agenda in developing R4D programs, projects, and activities.
The PROSPECT approach aims to provide tailored interventions and streamline assistance for stakeholders. While the CRAFT R4D agenda will guide the prioritization of research investments toward transforming food systems for food and nutrition security amidst climate change.
DA-BAR Assistant Director Joell H. Lales, in his message, underscored the need for stakeholder involvement in addressing key sector challenges, stating these approaches will guide the bureauโs project funding for the next three years.
The AFRREDN will strengthen collaboration among its members to ensure effective delivery of interventions, quality programs, services and relevant policies.

To ensure the successful implementation of projects funded by the DA-BAR, the bureauโs monitoring team conducted an on-site monitoring and evaluation visit on March 3-7 2025 at Basco, Batanes.ย
The team focused on two ongoing and one completed projects implemented by DA-Regional Field Office 2 - Batanes Experiment Station (DA-RFO 2 BES): 1) Market Assessment and Refinement of Wakay Sweet Potato Processed Products Towards Market Expansion (ongoing) 2) Verification Trial for the Efficacy of Artrobothyrs dreschleri fungus as Biodewormer and its Acceptability in Goat Raisers in Batanes (ongoing) and 3) Feasibility Study of Technology Business Incubation (TBI) Program for DA-Regional Field Office 2 (completed).
Led by DA-RFO 2-BES station manager Dr. Richard Paddayuman, the wakay sweet potato project aims to assess the market and improve the wakay flour-based products for market expansion. The biodewormer for goat project focuses on verifying the efficacy and cost-effectiveness, and acceptability ofย biodewormer for goats. The feasibility study of TBI intends to determine the planned scope of operation, market and financial viability of the TBI.
Meanwhile, a project led by Batanes State College on the Upgrading of Food Processing Facility was also monitored by the team. The objective of the project aims to enhance the facility for processing various food products such as arius rootcrops, and, meat, and fish.ย

Ten Organic Agriculture (OA) Research for Development (R4D) projects were evaluated during the two-day review led by DA-BAR on March 5-6, 2025 at the Development Academy of the Philippines, Tagaytay City.
Participated by OA technical experts, focal persons, and research implementers, the review outlined the progress, accomplishments, work and financial plans, and remaining activities of eight ongoing projects spanning OA facilities upgrading, organic and biofertilizer inputs, low-cost and natural feed formulation for poultry, pest management, and market assessment of OA products.
Meanwhile, two completed projects highlighted research findings, outputs, and sustainability plans. These include the completion of the initial phase of a study on solubilizing microorganisms as potential enhancer for phosphorus and potassium uptake of corn, previewing on the development of an alternative biofertilizer for corn. Also presented were findings on the influence of low-cost feed formulated with Madre de Agua in the growth performance and meat quality of native pigs.

Funded by DA-National Rice Program through the bureau, these projects were: Policy Research and Technical Support for the Masagana Rice Industry Development Program implemented by SIKAP/STRIVE, Inc.; OneRicePH implemented by International Rice Research Institute (IRRI) and University of the Philippines Los Baรฑos (UPLB); the Drones4Rice project implemented by IRRI and DA-CALABARZON; Development of Innovation System for Climate Smart Pest Management in Rice project implemented by IRRI; and Rice-Based Crop Diversification and Mechanization implemented by UPLB.

With the theme, โFostering Innovation in Research Management: Towards a Glocalized Economy through Research and Development,โ the congress provided an avenue for in-depth panel discussions on agriculture, education, social sciences, environment, technology, and business and economics. The event gathered over a hundred delegates from various universities, research institutions, government agencies and businesses across the ASEAN region.ย

DA-CALABARZON outlined its plans on operationalization of the Sustainable Livelihood, Marketing and Income Enhancement component of the program in partnership with five local government units. The team discussed the implementation and deliverables among implementing and collaborating institutions of the project, focusing on the livelihood and marketing strategies of various agricultural commodities and products in Quezon Province.

The activity aimed to check the accuracy of information of the nomineesโ works at the field level. Specifically, the evaluators looked into the originality of research works and methods, and the impact of new knowledge generated from research.

DA-CALABARZON, in partnership with DA-BAR, sets the implementation of a new research for development (R4D) project which will assess and document organic farming practices of indigenous cultural communities (ICC) in producing upland rice, yellow corn, ginger, coconut, banana, ube, and eggplant.

Lalas shared that data to be collected in the project will provide valuable insights and inputs for policymakers and other researchers relating to ICCs organic farming methods which has surpassed more than just time, but a lot of environmental challenges as well.

Following the month-long field validation from March to April on the 2025 Gawad Saka Outstanding Agricultural Scientist (OAS) and Researcher (OAR), the National Technical Committee (NTC) conducted the final deliberation for both categories on April 11, 2025 at the DA-BAR office, Quezon City.
During the deliberation, both groups discussed the merits of the outstanding works and accomplishments of all nominees including the productivity of the scientists/researchers in terms of technology development, the originality of their research works and methodology, and the impact of their outputs on the productivity, financial viability, efficiency and global competitiveness of Philippine Agriculture.ย
Serving as the field evaluators from the NTC for OAR were Director Junel B. Soriano, PhD (DA-BAR), Salvacion M. Ritual (DA-BAR), Jonar I. Yago, PhD (NVSU), Orlando F. Balderama, PhD (ISU), Marjorie M. Mosende (DA-BAR), Evelyn H. Juanillo (DA-BAR), and Rena S. Hermoso (DA-BAR).

BAR, PCAF primes for 2026 PH ASEAN Chairship
To prepare for the countryโs upcoming ASEAN Chairship in 2026, the DA-BAR and the Philippine Council for Agriculture and Fisheries (PCAF), led by Assistant Director Joell H. Lales and Policy Development and Coordination Division OIC-Division Chief Sarah L. Bales respectively, held a meeting on April 15, 2025 at the DA-BAR, Quezon City.
As the lead agency for the ASEAN Technical Working Group on Agricultural Research and Development, DA-BAR briefed PCAF of the documents and initiatives slated for enhancement via consultations with private stakeholders, with Lales emphasizing the role of research and policies in honing development initiatives that are industry-driven and address challenges faced by the sector.
The discussion also covered the Philippine Sustainable Agriculture Initiative Framework, a program set to be adapted into the ASEAN Regional Guidelines on Sustainable Agriculture. The framework aims to support the ASEAN Economic Community Agenda by addressing key challenges and opportunities in sustainable agriculture and is scheduled for launch on May 5, 2025.

In the OAR category, validated project sites were from shortlisted nominees: Vanessa F. Calderon of Cagayan Valley, Jasmin M. Dacillo of Bicol Region, and Veronica P. Mangune of Central Luzon.

2025 DA-BAR Sportsfest begins
To foster camaraderie, unity, and a healthy lifestyle among the bureauโs staff through sports, the DA-BAR Sportsfest officially began on April 21, 2025, at the DA-BAR Grounds in Quezon City.
DA-BAR Director Junel B. Soriano led the simple kickoff ceremony, lighting the symbolic cauldron to mark the start of the event themed โBagong Pilipinas, Bagong Lakas: Strength in Unity, Strength through Sports.โย
Following this, DA-BAR Assistant Director Joell H. Lales administered the oath of sportsmanship to staff members, organized into five teams: Peach Blossom Bandits, Red Harvesters, Purple Rice Warriors, Green Crop Crusaders, and Blue Farm Fusion.
The Association of BAR Employees and the BAR Committee on Sports, Physical Fitness and Recreation and Mental Health Programs organized this activity.
#R4DUpdates: 4 corn innovation projects in Isabela monitored
DA-BAR evaluated its four funded initiatives implemented by the DA-Cagayan Valley Research Center under the Corn Germplasm Utilization through Advanced Research and Development (CGUARD) Program on April 22, 2025, to upscale seed production of National Seed Industry Council- registered and promising corn varieties for Cagayan Valley farmers.
Led by DA-BAR Corn Program Leader Apolonia A. Mendoza, the team monitored a CGUARD project aiming to crossbreed yellow and white corn varieties. Other three ongoing CGUARD projects are focused on field testing, seed production, and meeting farmers' preferred varieties for upscaling.ย
These projects will be further tested before nationwide rollout.

52 Ilagan farmers are advancing their knowledge in fertilizer application through participating in the Site-Specific Nutrient Management-Nutrient Expert (SSNM-NE) training conducted by the Municipal Local Government of Ilagan on April 23-24, 2025 at Ilagan City Hotel, Ilagan City, Isabela.
Funded by DA-BAR and developed by University of the Philippines Los Baรฑos (UPLB), the SSNM-NE optimizes field-specific fertilizer recommendations consistent with the 4Rs nutrient stewardship (right source, right amount, right time, and right placement of fertilizer).ย
Dr. Apolonio M. Ocampo, Jesse C. Descalsota, and Patrick DC. Lapitan of UPLB served as the resource speakers, discussing the application of SSNM in improving crop productivity and farmerโs profitability, and the development and features of Nutrient Expertยฎ, specifically for Maize and Cassava.
Farmers underwent hands-on training on generating fertilizer recommendations for corn and cassava production, and installation and troubleshooting of the software.

To ensure the effective implementation of the Sustainable Community-Based Action Research for Development and Extension (R4DE) for Livelihood Enhancement, Upliftment, and Prosperity (SCALE UP) Program, DA-BAR convened the members of the National Steering Committee (NSC) and Technical Working Group (TWG) for its first hybrid meeting on April 24, 2025, in Quezon City.ย
Chaired by DA Undersecretary for Operations and Agri-Fisheries Mechanization Engr. Roger V. Navarro and vice-chaired by DA-BAR Director Junel B. Soriano, the NSC shall be responsible for leading the SCALE UP Program by providing policy direction, strategic oversight, and implementation guidance. The National TWG, on the other hand, shall provide technical and administrative guidance, foster inter-agency collaboration, develop policy recommendations, monitor program performance, and support Regional TWG. Both shall ensure alignment of efforts in executing program initiatives at the national and regional level.ย
The meeting reviewed the draft Special Order of the NSC and National and Regional TWGs, discussing the roles of national and regional implementers and integrating inputs from oversight agencies. Member agencies include Bureau of Soils and Water Management (BSWM), Agricultural Training Institute (ATI), Bureau of Plant Industry (BPI), Philippine Rice Research Institute (PhilRice), and Agriculture Credit and Policy Council (ACPC). The meetings sought to align the priority areas of the DA bureaus, attached agencies, and banner programs, with the priorities of the international research centers: International Crops Research Institute for the Semi-Arid Tropics (ICRISAT); World Vegetable Center (WVC); International Livestock Research Institute (ILRI); and International Maize and Wheat Improvement Center (CIMMYT).
The pre-orientation seeks to seamlessly conduct the symposium, which aims to foster collaboration and partnerships between the DA and potential international partners by exploring shared interests, identifying workable areas of collaboration, facilitating access to international expertise, and enabling information sharing.ย

Today, May 5, 2025, DA-BAR Junel B. Soriano shared the honor of being recognized as DAโs third top performing agency within the bureau cluster for FY 2024 to the bureauโs backbone โ its staff โ after the flag-raising ceremony. Association of Bureau of Agricultural Research Employees President and Administrative and Finance Division Head Melody T. Memita received the trophy on behalf of the employees.
This accomplishment reflects the hard work and dedication of not just the BAR employees, but also our partner agencies and collaborators.
Lyn D. Pardilla, who served the Office of the Director for almost two years, was also acknowledged during the simple ceremony. In view of the impending transfer of Director Soriano to the International Rice Research Institute, he also extended his gratitude toward the staff supporting the operations of his office.

To be implemented by DA-SOCCSKSARGEN, the project aims to increase rice productivity by reducing pest infestation through the use of Biological Control Agents (BCAs) in selected rice cluster areas in Cotabato Province, Sultan Kudarat, South Cotabato. It will assess the effectiveness of BCAs compared to existing farmersโ pest management practices.

To equip select technical staff and procurement officers with a thorough understanding of Republic Act No. 12009 (New Government Procurement Act) and its Implementing Rules and Regulations (IRR), the Procurement Unit of DA-BAR's Administrative and Finance Division conducted an in-house training on May 2, 2025, in Quezon City.
The RA 12009 introduces significant changes in the government procurement procedures, ensuring transparency, efficiency, and accountability in the use of public funds to enhance the bureauโs existing procurement system.
Reynaldo R. Villon, supervising budget and management specialist of the DBM-Cagayan Valley, discussed strategic procurement planning, different modes of procurement under the said law, and contract implementation and sanction mechanism. He also shared best practices in the implementation of the procurement process.
DA-BAR Director Junel B. Soriano emphasized the importance of the activity to fully understand the IRR of new RA 12009, which he understands, is easier, flexible, and provides more options, taking into consideration, not only of the lowest bidder, but more so on the importance of the quality of the product.ย

A collaborative project funded by DA-BAR held its virtual inception meeting on May 2, 2025, outlining plans to boost income and sustainability in rice farming areas.
The project, Crop Diversification and Mechanization for Higher Productivity and Efficiency in Rice-Based Systems (2025), was presented by Dr. Crisanta S. Bueno from the University of the Philippines Los Baรฑos (UPLB). The main objective is to enhance income and sustainability in rice-based lowland areas through reducing production costs, improving efficiency, and diversifying crops through mechanized crop establishment, best cultural practices, and crop diversification.
It will be jointly implemented by UPLB, DA-Philippine Rice Research Institute-Central Experiment Station, and the DA regional field offices in Ilocos Region, Central Luzon, and CALABARZON.
The expected outputs of the project include a package of technologies for location-specific diversified cropping calendars and diversified rice-based cropping systems integrating good agricultural practices and mechanization options (seeder, fertilizer application, weeder).

Philippine Rice Research Institute Executive Director Dr. John C. De Leon, and Dr. Hazel B. Alfon, Special Assistant for Digitalization of Agricultural Supply Chains from the Office of the Undersecretary for Operations, shared the advantages of looking at the social, environmental, and economic benefits of R4D projects and programs, and how SROI can enhance decision-making, project design, and impact measurement.
The meeting marked an important step toward integrating SROI into the bureauโs evaluation tools, for a more meaningful and measurable development outcome.

Salunson led the inception meeting on May 5, 2025 in Camiling, Tarlac to align expectations, clarify roles, and ensure a smooth and successful project implementation of the newly-funded project on water resource management.
The TAU presented an overview of the project titled, REACH R4D: Regenerative Agriculture for Conservation and Hydrological Sustainability of Small-scale Water Resources, underscoring the university's commitment to the sustainability of the initiative.
The project aims to improve water storage efficiency of small farm reservoirs and overall efficiency of small farm reservoirs in Tarlac, and will include the application of regenerative agriculture technology in water conservation. This sustainable and science-based approach to water resource management intends to provide farmers with an efficient water supply during the dry season, ultimately leading to optimum crop productivity.

The monitoring focused on two ongoing research facilities projects and one ongoing project on Technology Business Incubation (TBI) aimed to improve the production and postharvest facility of VSU, upgrade the abaca tissue culture laboratory in National Abaca Research Center, and expand the operation of TBI Center program.
Key presenters from the research team discussed the projectsโ updates and accomplishments, and how these initiatives will provide impact on crop production and postharvest handling, production and utilization of abaca clean planting materials, and commercialization of products of various farmers associations in VSU.

Outgoing DA-BAR director Junel B. Soriano capped his term on May 16, 2025 with a transition report that underscored the bureau's institutional reforms, R4D gains, and strategic restructuring of its processes under his leadership for more than two years. He called on the bureau to safeguard and scale up its R4D programs to be the core driver of agricultural transformation.ย
Under his tenure, the bureau saw significant progress in strengthening its human capital, aligning research investments with national priorities, revitalizing its knowledge management systems, and strengthening public-private partnerships and regional R4D corridors.ย
Soriano also championed the harmonization of agriculture and fisheries R4D initiatives across key government institutions with research mandates. This unified approach minimized duplication, enhanced public resource efficiency, and increased synergy in technology development, extension, and policy formulation.ย
He also institutionalized forward-thinking frameworks such as the Research-to-Policy for Development and Technology Readiness Level (TRL) approach, with the intent to translate scientific knowledge into scalable, transformative solutions.ย
While acknowledging that work is far from over, Soriano expressed confidence that the foundation for an R4D-driven agri-fisheries sector is now solidly in place.
R4DUpdates: Benchmarking for the Development of the NIAHS Registry System
A Benchmarking for the Development of the Nationally Important Agricultural Heritage Systems (NIAHS) Registry System activity was held at the NCCA Building on May 15, 2025 in Intramuros, Manila.ย
The activity aimed to harmonize existing registry systems among the DA, DENR, NCIP, and NCCA that list properties of local, national, or international significanceโwhether natural, cultural, or agricultural in nature in the soon-to be-created Registry of Declared NIAHS; to facilitate the sharing of best practices; and to discuss the roles of involved agencies in NIAHS recognition processes.ย
The registry systems presented were DAโs RSBSA, NCCAโs Phillippine Registry of Heritage, and DENRโs six (6) registry systems used. Operational workflows and key lessons in developing and managing the registry systems were also shared by the technical staff of DA, DENR and NCCA. The draft NIAHS sub-criteria by DENR and NCCA, specifically on biodiversity including agro-biodiversity, wider socio-cultural systems that supports the agro-ecological practices and remarkable landscapes was also presented.

Five teams vied for the top spot across various competitions such as basketball, volleyball, badminton, table tennis, run/walk, amazing race, darts, chess, scrabble, dodge ball, and patintero.
Themed, Bagong Pilipinas, Bagong Lakas: Strength In Unity, Strength Through Sports, the sportsfest was organized by the Association of BAR Employees to promote teamwork, camaraderie, and sportsmanship among the bureau's workforce.

The Gawad Saka Board of Judges (BOJ) for the Outstanding Agricultural Scientist and Researcher category convened on May 19, 2025, at the DA-BAR Conference Room in Diliman, Quezon City, to deliberate on the accomplishments of the finalists. Presiding over the BOJ was Dr. Emma K. Sales, PRC Board of Agriculture chair and 2017 Gawad Saka Outstanding Agricultural Scientist. Joining her were Dr. Edralina P. Serrano, former professor of the University of the Philippines Los Baรฑos, and Dr. Frolan A. Aya, head of the Binangonan Freshwater Station of SEAFDEC/ AQD.

Incoming Catanduanes Governor Patrick Azanza met with DA officials to explore agriculture development programs that target to boost the provinceโs abaca sector on May 20, 2025 at the DA Central Office.ย
The meeting focused on strengthening provincial research for development (R4D) through the introduction of abaca interventions and value-adding technologies, and the formulation of supportive policy frameworks.ย
Catanduanes, which accounts for 85% of the country's abaca fiber production, remains a key priority area for a more robust and sustainable fiber development. Governor-elect Azanza, former CatSU president, expressed enthusiasm and welcomed the possible alignment of the university's current ACEF-RFDG-funded abaca tissue culture research into the provinceโs development roadmap.
DA-BAR OIC Director Joell H. Lales joined the meeting, along with DA Undersecretary for Policy, Planning, and Regulations Asis G.
