DA-Bureau of Agricultural Research (BAR) Junel B. Soriano delivered a State of the Bureau Address during the first Flag Raising Ceremony of the year on 8 January at DA-BAR Grounds, Quezon City.
“In the previous year, we have established several reforms to ensure that the bureau’s service delivery is continuously improving and evolving even in the midst of challenges. These include adaptive strategies and innovative ways that are geared towards providing responsive solutions to the challenges faced by our farmers and fisherfolk,” he said.
In his address, the director gave a recap of the accomplishments as well as challenges that the bureau has faced in the previous year. Likewise, an audiovisual presentation highlighting the bureau’s 2023 major programs and activities was presented. Moving forward to F.Y. 2024, Director Soriano underscored some of the reforms and plans that he has laid out for the bureau.
Hosted by the Office of the Director, the flag raising ceremony gathered the bureau’s key officials and staff.
LOOK: The DA-Bureau of Agricultural Research (BAR) conducted the review of BAR-funded projects, specifically under the High Value Crops Development Program (HVCDP) and AFMA-Crops research for development (R4D), conducted on 9 January 2024 via Google Meet.
The projects assessed included the Analysis of Food Demand and Supply Structure in the Municipalities of Hermosa and Dinalupihan, Bataan (Zero Kilometer Food Project or 0 KM) by Prof. Glenda D. Abad and Catheryn Panlaqui of Bataan Peninsula State University (BPSU), as well as the Upscaling Regional Capacities on Urban Agriculture towards Nutrition Sensitive Crop Production Through Edible Landscaping by Dr. Fernando Sanchez, Jr. of University of the Philippines Los Banos Foundation, Inc. (UPLBFI). The two studies are ongoing and completed projects, respectively.
The activity aimed to determine status of these projects and offer recommendations to the implementers to ensure accomplishments and delivery of results.

Also discussed during the meeting are the utilization of technologies developed by the station.
The DA-Bureau of Agricultural Research (BAR) conducted the review of BAR-funded projects under Agriculture and Fisheries Modernization Act research for development on 17 January 2024 via Google Meet.
Project implementers from J.H. Cerilles State College and the National Fisheries Research and Development Institute presented their completion reports for the Crop-Land Suitability Assessment for the Development of Web Applications for SMART Crop Production and Marketing and the Comparative Sensory Evaluation of Sandinella lemuru (Bali Sardinella) and other Sardine Species in Support to the Amendment of the CODEX Standard for Canned Sardines and Sardine-type Products (CXS 94-1981), respectively.
The activity, facilitated by the Program Monitoring, Evaluation, and Linkaging Division, aimed to remind the project teams of the timely submission of financial and terminal requirements and provide recommendations to ensure the successful completion and delivery of improved results.
PARTNERS R4D Proposal In-house Review
LOOK: The DA-Bureau of Agricultural Research (BAR) conducted an in-house review of research for development (R4D) proposals under the Participatory Agriculture and Fisheries R4D Technology Transfer Towards Entrepreneurship and Sustainability (PARTNERS) Program on 17 January 2024 at 4F Conference Hall and via Google Meet.
DA-Caraga presented their proposal on the SCALE-UP program in Agusan del Sur which focuses on the utilization of best practices and upscaling of matured, market-driven, and demand-driven technologies in soil, water, nutrient, crop management, and product processing. DA-MIMAROPA, DA-Bicol Region, DA-Northern Mindanao, DA-Davao Region and DA-SOCCSKSARGEN focused on the PARTNERS approach which aims to bring tailor-fitted interventions to stakeholders in selected areas or communities based on their identified needs through proactively engagement of the farmers and fisherfolks and strengthening collaboration among stakeholders in achieving an inclusive development.
DA-BAR Assistant director Joell Lales and Program Development Division head Raymond Patrick Cabrera led the bureau in providing guidance to the proponents in finalizing the proposal for funding.

To provide updates on the efforts of ongoing activities being conducted in crafting policy reform agenda in line with the DA-Climate Change Action Program, representatives from collaborating institutions visited the DA-Bureau of Agricultural Research on 18 January 2024 at OD Conference Hall, DA-BAR, Quezon City.
Greg Willis, International Livestock Feed Advisor, AANC Pty Ltd; Manir Ryne, Country Focal, NIRAS, and Dr. Saturnina Halos discussed the progress of the ADB Technical Assistance on three research for development activities focused on developing climate-smart agriculture technologies on abaca value chain, seaweed, and livestock feed.
DA-Bureau of Agricultural Research director Junel B. Soriano provided insights and recommendations on the packaging and implementation of r4d projects. These include catch up efforts on identifying and working with r4d implementing agencies, and crafting policy recommendations towards improving technical capacities and increasing budget for climate resiliency R4D.
DA-Bureau of Agricultural Research (BAR) director Dr. Junel B. Soriano made a courtesy visit to DA-Central Visayas regional executive director Angel C. Enriquez, CESO III on 17 January in Mandaue, Cebu. Also with them are Engr. Cirilo Namoc, Officer-in-Charge-Regional Technical Director for Operations and Fabio Enriquez, manager, Regional Integrated Agriculture Research Center.
The officials discussed the various research for development (R4D) efforts of the region. Furthermore, the director encouraged strengthening partnerships with Local Government Units and State Universities and Colleges for the implementation of R4D projects on agricultural productivity and natural resources management.
Also, Dr. Soriano participated in the monthly council meeting of the Bamboo Industry Development Council, Inc.
The DA - Bureau of Agricultural Research (BAR) provided technical assistance to the DA-Cagayan Valley Research Center (DA-CVRC) on 22 January 2024 in Quezon City for the scaling of IPM corn technologies against corn fall army worm (Spodoptera frugiperda, JE Smith) in infested corn areas in Cagayan Valley.
DA-BAR director Junel B. Soriano shared his insights on strategies on combatting FAW by integrating the corn technologies developed by NCPC, UPLB on corn.
The R4D initiative and technical assistance is in line with the launching of the Corn Innovation Center in the City of Ilagan, Isabela.
To ensure efficient management and coordination of R4D projects under the DA-Biotech Program for 2024, director Junel B. Soriano of the DA-Bureau of Agricultural Research (BAR) convened a meeting with the DA-Biotechnology Program Office headed by its director, Claro N. Mingala, on 23 January 2024 in Quezon City at BAR Building.
The meeting covered topics such as the first-semester lineup of PAPs, status of proposals, and schedule of major activities for the first semester.
The attendees included representatives from various divisions of BAR, such as Program Development Division; Program Monitoring, Evaluation, and Linkaging Division; Administrative and Finance Division; and Planning and Monitoring Unit. Additionally, other staff members from BPO were also present.

The discussion focused on possible collaboration with the Philippines in developing production-related technologies of the Netherlands.
In response, director Soriano discussed and presented the bureau’s Research for Development and Extension (R4DE) programs, impact pathway, services, and existing partnerships. Joining him were Julia A. Lapitan, OIC-head, Program Monitoring, Evaluation, and Linkaging Division and technical staff.
To commemorate the valuable contribution and legacy of the DA-BAR late directors Dr. Jeminiano R. Escaño and Dr. Eliseo R. Ponce, the first and fourth floors of the RDMIC Building will be renamed to JR Escaño and ER Ponce halls, respectively. A simple ceremony in this regard was held on 25 January 2024 witnessed by the DA undersecretary for bureaus Dr. Mercedita A. Sombilla, DA-BAR management and staff led by director Junel B. Soriano, as well as the families of Dr. Escaño and Dr. Ponce.
The DA-BAR seminar series was also renamed to WD Dar Seminar Series to honor the contribution of the bureau’s first director Dr. William D. Dar. He also kicked off this year’ seminar series as the first resource speaker with the topic Regenerative Agriculture.
Jovita M. Escaño, wife of the late Dr. Escaño, and Atty. Lezyl B. Ponce, daughter of the late Dr. Ponce, expressed their gratitude and appreciation for this commemoration activity. Likewise, Dr. Dar also gave a short message for the recognition given to him.
This activity was held in the newly renamed JR Escaño Hall.
The DA-Bureau of Agricultural Research (BAR), led by director Junel B. Soriano and assistant director Joell H. Lales, expressed its utmost support to the Bagong Pilipinas movement and joined the Kick-Off Rally on 28 January 2024 at the Quirino Grandstand in Manila City and simultaneously broadcasted nationwide. Joining the DA-BAR management were participants from different divisions and units of the bureau.
The Bagong Pilipinas movement, initiated by President Ferdinand "Bongbong" Romualdez Marcos Jr., aims to engage citizens in various government-led initiatives. The movement underscores the importance of principled, accountable, and dependable governance, fostering unity across societal institutions to achieve the collective goals and aspirations of the Filipino people.
President Marcos emphasized the necessity of a forward-moving vision that unites the people, encouraging collective investment in a feasible and compelling vision for the nation.

Gian Carlo R. Espiritu was newly-promoted as Senior Agriculturist, while Kim Adrian Alexis M. Bregildo was newly-appointed as Statistician 1.
DA-BAR director Junel B. Soriano officiated the ceremony, witnessed by Program Development Division head Raymond Patrick L. Cabrera and Administrative and Finance Division OIC-head Jude Ray P. Laguna.
In line with the Bureau’s thrust to forge more international partnerships, DA-BAR officials led by Assistant Director Joell H. Lales discussed possible collaboration with SAGRI Corporate Private Limited represented by Dr. Kazuki Sakamoto, head of ASEAN Business based in Singapore on 1 February 2024 at the DA-BAR Office in Quezon City.
SAGRI (or short for Satellite Agriculture) is an agri-tech corporation with technological superiority in satellite data-based farmland demarcation and soil analysis with 85% accuracy. Mr. Sakamoto was offering the SAGRI technology which can provide 10x cheaper and 10x faster fertilizer optimization recommendation based on soil analysis compared to the conventional way. He added that SAGRI technologies combine satellite data and artificial intelligence in fertilizer and water optimization thus reducing greenhouse gas emissions while still improving the quality of yield. Assistant Director Lales said the technology is a good investment considering the faster results of soil analysis in support to precision and digital agriculture.

Director Junel B. Soriano of the DA-Bureau of Agricultural Research (BAR) undertook a significant visit to LGU Dimataling in Zamboanga del Sur on 1 February 2024, marking a pivotal step in fostering collaborations on seaweed research.
The visit aimed to strengthen ties between DA-BAR and the local government unit, with a focus on advancing seaweed cultivation practices in the region. Director Soriano, together with DA-Zamboanga Peninsula research division chief Ernie C. Camacho, engaged in insightful discussions with local officials, farmers, and stakeholders, exploring avenues for joint research initiatives and technology transfer. This collaborative effort intends to enhance the seaweed industry in Dimataling, promoting sustainable practices, improving farmers' livelihoods, and contributing to the overall economic development of the area.
LOOK: To monitor the ongoing native chicken production project, DA-Bureau of Agricultural Research (BAR) Region 9 coordinator Gian Carlo R. Espiritu visited the research and experiment station in Mahayag, Zamboanga del Sur on 31 January 2024.
The activity also aimed to ensure that the progress aligns with established benchmarks of the study. Meanwhile, opportunities were discussed with DA Zamboanga Peninsula research division chief Ernie C. Camacho and the station's researchers and staff, about potential avenues for further research collaboration on native chicken production.

The event aimed to establish collaborative initiatives, actionable insights and strategies, while strengthening the network among AFRREDN members and stakeholders toward sustainable development.
DA-BAR Region 7 coordinator Maria Elena M. Garces and technical staff presented an overview of the AFRREDN and the ACEF R&D grants program. Also, DA-BAR introduced the Agri-Fisheries Technology Business Incubation being coordinated by the bureau.
The DA-BAR staff joined the more than 50 participants from the AFRREDN members, Cebu-Office of the Provincial Agriculturist, State Universities and Colleges in Central Visayas, representatives from Region 7 offices of DOST, NEDA, DTI, DILG and DSWD, Cebu Chamber of Commerce, Kalambuan, Inc. Officials, and select in-wall incubatees, in the forum.
In a courtesy visit to Central Visayas regional executive director Angel C. Enriquez. the region’s strength on livestock, particularly on raising cattle, swine and native chicken and some high value crops were discussed. DA-BAR staff underscored the importance of commitment and collaboration of AFRREDN members in further strengthening these commodities through research for development.

Navasero-Gascon discussed possible areas of collaborations on various priority commodities in the province during a courtesy visit at the DA-BAR on 7 February 2024.
The discussion outlined developmental works on cashew value chain in the province, food product processing and innovations and its compliance to FDA standards, engagement with food processors, floating agriculture plans, drip irrigation technology for rice, corn, and selected high value crops, and program impact assessment.
Also during the meeting, director Soriano, together with Program Development Division head Raymond Patrick L. Cabrera, highlighted the bureau’s commodity and thematic programs.
University of the Philippines Visayas (UPV) vice chancellor Encarnacion Emilia S. Yap made a courtesy visit to DA-Bureau of Agricultural Research director Junel B. Soriano on 5 February 2024 in Quezon City.
Vice chancellor Yap provided updates on the DA-BAR funded project titled, Process Standardization and Market Study of an Innovative Emergency Seafood Product implemented by UPV. Also, the meeting provided venue to discuss possible collaboration opportunities on UPV programs on fisheries and also with other research institutions in the region.
Director Soriano underscored the need to scale out technologies for greater utilization. DA-BAR region 6 coordinator Maria Elena M. Garces and Fisheries R4D Team leader Marnelie G. Subong and Maria joined the meeting.
In celebration of the 2023 National Women’s Month, the DA-Bureau of Agricultural Research, through its Gender and Development (GAD) Focal Point System, conducted a one-day GAD seminar series on 21 March at the RDMIC Bldg., Diliman, Quezon City.
Serving as resource speakers were Solène Marie Legazpi and Kristine Anne Lee, GAD specialists from Philippine Commission on Women (PCW), and Dr. Blesshe Querijero, member of the PCW National GAD Resource Pool and UPLB associate professor.
Central Mindanao University (CMU) Vice President for Research, Development and Extension Alan P. Dargantes, DVM, Ph.D. personally turned over the completion documents of their BAR-funded project titled “Upgrading of Banana Plant Tissue Culture Laboratory in Central Mindanao University” to DA-Bureau of Agricultural Research Assistant Director Joell H. Lales during a courtesy visit on 7 February 2024 at the Bureau’s Quezon City Office.
During their brief meeting, VP Dargantes shared other projects being undertaken by CMU such as their 100 hectares of hybrid rice demo farm, the DA prototype mobile laboratory and their upgraded dairy and beef cattle farms.
Assistant Director Lales advised them to intensify the delivery of essential services out of their newly upgraded Tissue culture laboratory out of ACEF R4D funding for the maximum utility of banana growers, especially the farmer cooperatives and associations in their area and in most of the province.
He added that CMU has potentials for developing the local dairy industry in the region through its existing research initiatives on beef and dairy cattle and by possibly exploring the setting up of a Beef and Dairy cattle research facility within the university which can complement the DA RFO 10 existing livestock R4D facilities and services.
Their meeting was joined by Program Development Division Head Raymond Patrick Cabrera and Program Monitoring, Evaluation and Linkaging Division technical staff Joana del Rosario and Kristan Deo Rodriguez.
LOOK: Dr. Rolando C. Undan, fifth director of the DA-Bureau of Agricultural Research (BAR) paid a courtesy visit to DA-BAR director Junel B. Soriano on 08 February 2024. Discussions on the existing agri-fishery R4D system and possible areas for technical guidance were among what has transpired during their meeting.
Dr. Undan, during his one-year stint, focused on information technology, which eventually prompted the start of internet connectivity within the bureau. AGRINET, an interconnectivity among DA units and the Philippine Fisheries Information System network for fisheries and aquatic was also established and supported.
Upskilling of DA-BAR Drivers
LOOK: The DA-Bureau of Agricultural Research (BAR) spearheaded a five-day seminar titled, Upskilling of DA-BAR Drivers: A Seminar-Training on Driving Skills, Vehicle Maintenance, and Troubleshooting on 1-2 and 5-7 February 2024 at DA-BAR Office, Quezon City.
The seminar was aimed at enhancing the knowledge, skills, and abilities (KSA) of the drivers on properly maintaining and troubleshooting vehicles to ensure safety and increase dependability.
Al F. Bulanada, trainor assessor from the Technological Education and Skills Development Authority -Gonzalo Puyat School of Arts and Trade discussed the provisions of Republic Act 4136 or the Land Transportation Traffic Code. Expectations checks, including years of experience in driving by the bureau’s driver, were also asked by the resource person to get familiarized and level off with their needs.
Culminating the five-day seminar was the written exam and actual driving test of the bureau’s drivers, together with the heads and technical staff.
The DA-BAR staff from the Administrative and Finance Division (AFD) – Transportation Maintenance and Services Unit (TMSU) attended the seminar. This was organized and facilitated by the Human Resource Management Unit (HRMU) headed by Jude Ray P. Laguna.

LOOK: The DA-Bureau of Agricultural Research (BAR) conducts its 2023 2nd Semester and Annual PCR Assessment Workshop cum 2025 Plan and Budget Workshop for R4D Grant on 12-16 February 2024 at DAP Conference Center, Tagaytay City, Cavite.
Assistant director Joell H. Lales, Chair of Performance Management Team, led the discussion along with other PMT members present during the activity. Division/Unit heads and report officers across all DA-BAR implementing units present a summary of their 2023 2nd semester and annual performance in terms of physical and financial accomplishments, including challenges encountered and actions taken in line with program and project management.
DA-BAR director Junel B. Soriano, in his message, underscored the need to ensure that PAPs are aligned with the directives of the Department Secretary as well as other higher plans such as the Philippine Development Plan, National Agriculture and Fisheries Modernization Plan, among others. Further to this, he encouraged bureau staff to revisit the bureau’s R4DE impact pathway as part of the DA-BAR’s direction towards achieving the sectoral goals (from technology development up to impact assessment).
Following the PCR Assessment, Division Heads from the bureau’s three technical divisions as well as BAR R4D teams will be presenting the proposed 2025 line-up of programs, activities and projects, relative to the preparations of the bureau for its 2025 Plan and Budget Proposal.

Philippines Procurement’s Impact on Research and Development
DA-BAR Director Junel B. Soriano participated in the Focus Group Discussion on the Alignment of the Philippine R&D System from a Domestic to a Global Network, spearheaded by the National Academy of Science and Technology (NAST) on 15 February 2024 at Manila Prince Hotel.
The discussion aimed to bring together different institutions to share and exchange valuable insight and experiences on the policies and regulations adversely affecting Philippine R&D Output. One of which is the existing Procurement System in the country.
Director Junel B. Soriano presented the bureau’s position for the Philippines Procurement’s Impact on Research and Development He emphasized the R4DE Programs and Impact Pathway and challenges encountered by implementing agencies in relation to the procurement process. Further, recommendations for the strengthening and improvement of existing policies and regulations on the procurement process were discussed.
MOA Signing for R4D Projects in DA-Bicol Region
DA undersecretary for Bureaus Mercedita A. Sombilla, DA-Bureau of Agricultural Research director Junel B. Soriano, and DA-Bicol Region regional executive director Rodel P. Tornilla led the signing of Memorandum of Agreement (MOA) for various research for development (R4D) projects on 20 February 2024 at the DA-Bicol Region, San Agustin, Pili, Camarines Sur.
Aimed to reinforce DA's R4D undertakings in the region, the bureau shall support the conduct of studies on corn and cassava, queen pineapple, and organic farming. Establishment of a tissue culture laboratory, development of a Technology Business Incubation Program and the scaling and enterprise development will also be supported. The bureau likewise aims to sustain the management and operations of the Bicol Regional Agriculture and Fisheries Resources, Research and Extension for Development Network.

Kabangkalan, Tuburan, Cebu.
The session included the signing of a Memorandum of Understanding between DA-BAR, Cebu Technological University-Tuburan Campus, and LGU Tuburan, outlining plans for the upgrading of Organic Highland Vegetables R&D Center and Technology Commercialization of Highland Vegetables in Tuburan, Cebu.
DA undersecretary for Bureaus Mercedita Sombilla, Tuburan, Cebu mayor Democrito M. Diamante, NEDA-Central Visayas regional director Jennifer Bretaña, and DA-Central Visayas former director Efren Carreon delivered messages.
TechnoMerkado Launch in DA-Bicol Region
In line with the signing of memorandum of agreements on various R4D undertakings, DA-Bicol Region and DA-Bureau of Agricultural Research (BAR) launched the DA-Bicol Region's TechnoMerkado on 20 February 2024 at the DA Bicol Region compound, San Agustin, Pili, Camarines Sur. .
The said TechnoMerkado symbolized the integration of R4D breakthroughs and technology promotion. This initiative aimed to disseminate advancements in agriculture to industry experts in both public and private sectors, fostering accessibility to valuable information and enhancing efficiency and productivity in agri-based products.
Dr. Mercedita A. Sombilla, Undersecretary for DA Bureaus underscored the need to further improve the majority of our locally made products by adhering to acceptable standards in order for them to have a strong edge in competing in the export market. Further to this is the importance of ensuring sustainability. As a rejoinder, DA-BAR director Junel B. Soriano underlined that from the development of agricultural technologies its application and implementation should right away reach the marginalized sector of farmers and fisherfolks, to enable them to reap its benefits while addressing the challenges of food sufficiency and profit.
In 2007, DA-BAR funded the establishment of the Regional Technology Commercialization Center, which has evolved into the "DA Techno Merkado," providing intellectual property assistance, technology incubation, and showcasing matured technologies.
The launching of TechnoMerkado was led by DA Bicol Regional Executive Director Rodel P. Tornilla, and attended by other regional officials and staff, farmers, and beneficiaries.
Discussion on the endorsement of the PCAF-CAFMech Resolution No.6, Series of 2023
LOOK: The DA-Bureau of Agricultural Research (DA-BAR), led by assistant director Joell H. Lales, spearheaded a discussion regarding the Mechanization direction of Soybean, Sorghum, and Salt commodities anchored in the Philippine Council for Agriculture and Fisheries-Committee on Agricultural and Fisheries Mechanization Resolution no. 6, series of 2023 on 21 February 2024 at ER Ponce Hall, DA-BAR, Quezon City.
Joining the meeting were DA representatives from the National Fisheries Research and Development Institute, Philippine Center for Postharvest Development and Mechanization, DA National Corn Program, and BAR.
DA-BAR has been assigned to coordinate and collaborate with the mentioned DA institutions to discuss the existing level of mechanization for soybean, sorghum, and salt. During the meeting, the discussion encompassed existing machinery, areas that require improvement, and the formulation of strategies and responsibilities for each office to contribute to the enhancement of mechanization in the specified commodities. The objective of advancing and upgrading machinery and associated processes for these commodities is to enhance production activities, minimize manual costs, elevate the quality and shelf-life of the produce, and ultimately increase farmers' productivity.

Corn Field Day in Villaverde, Nueva Vizcaya
To showcase the optimum fertilization use strategy for hybrid yellow corn in broad plain areas, the DA-Cagayan Valley conducted a Field day attended by 78 corn farmers at Purok Balacquit, Bintawan Norte, Villaverde, Nueva Vizcaya on 20 February 2024.
Nehemias Baysa, farmer cooperator, expressed his gratitude toward the interventions introduced through the project. He highlighted the improvement in his corn production after using the introduced interventions (double row planting technology and application of Bio N).
While, Mary Joy Ortiz, farmer-cooperator, vividly shared her experiences on using the technology interventions. Among these, she noted that fertilizer application was based on the soil analysis conducted before they started planting.
Both emphasized how these technology interventions reduced their production cost while increasing their yield and improving the quality of their corn.
Officials and staff from DA-Cagayan Valley and Nueva Vizcaya Experiment Station led the activity. While, representatives from various partner DA agencies — Agricultural Training Institute, Philippine Crop Insurance Corporation, Agricultural Credit Policy Council — presented their various services that corn farmers can avail of. Also in attendance were partners and representatives from provincial, municipal, and barangay local government units.
This activity was held as part of the project, Use of Optimum Fertilization Strategy to
Increase Productivity of Corn in Various Ecosystems in Cagayan Valley, funded through DA-Bureau of Agricultural Research under the Corn Program.
Pili Milk Launching
Inspired by the growing trend of milk products, pili kernel was considered as potential raw material for a plant-based milk because of its promising nutritional composition. With this, the DA-Bicol Region launched the newly developed Pili Milk product on 21 February 2023 at SM City Sorsogon.
DA-Bureau of Agricultural Research supported the development and market assessment of Pili Milk. This is in support to the vision of the Sorsogon Pili Development Board to offer a viable alternative for Sorsogon Pili farmers and processors in the processing of their crop, ultimately contributing to the enhancement of the Pili industry in the province..
Gracing the event were officials and representatives from the various collaborating institutions. Sorsogon City mayor Ma. Ester E. Hamor, DA-Bureau of Agricultural Research director Junel B. Soriano, DA-Bicol regional technical director for Research and Regulations Edgar R. Madrid, Sorsogon State University president and the chairperson of Sorsogon Pili Development Board Geraldine F. De Jesus were present. Other DA-Bicol Region officials, Sorsogon Dairy Production and Technology Center superintendent Pedro Oliver and OIC Research Division chief Ailyn R. Adante; municipal agriculturists from LGU Casiguran, Juban, and Sorsogon City; members of Barcelona Development Cooperative; and pili processors in the region were also in attendance.
Heirloom Seedlings and Plants Private Limited
LOOK: In seeking closer bilateral cooperation and agri-business opportunities between the Philippines and India, DA-Bureau of Agricultural Research (BAR), led by director Junel B. Soriano welcomed guest Krishna Kishore Karuturi, director of Heirloom Seedlings and Plants Private Limited (HSPPL) on 23 February 2024 at the DA-BAR Office, Quezon City.
Director Karuturi, aside from being director of HSSPL, was also a former Junior Research Fellow of ICRISAT, same with bureau director Soriano. He was interested in studying the agriculture sector, and horticulture space and looking for possible areas of cooperation and business opportunities between the two countries.
To provide a platform for knowledge exchange and creation of a possible collaboration between local institutions and HSSPPL, DA-BAR through Program Monitoring and Evaluation and Linkaging Division Jennilyn Castaneto, technical staff shared updates about their recently held scientific field visits together with HSSPL in several provinces in Northern Luzon, CAR (Benguet), Central Luzon (Bulacan) and Calabarzon (Laguna), on February 17-25, 2024.
The scientific fields visited by HSSPL included Nueva Vizcaya Experimental Station in Bagabag, Nueva Vizcaya; Nueva Vizcaya Agricultural Terminal, Bambang, Nueva Vizcaya; Quirino State University, Diffun, Quirino; Quirino Young Entrepreneur Association, Maddela, Quirino; Northern Philippines Root Crops Research and Training Center, Benguet State University, La Trinidad, Benguet; Vegetable Growing Hubs, La Trinidad and Atok, Benguet; Farm-ready Seedlings Nursery, San Rafael, Bulacan; Institute of Plant Breeding, UPLB, Los Baños, Laguna; Benguet Agricultural Producer Trading Center, Strawberry Farm, and DA-BAR, Quezon City.
During the discussion, director Karuturi shared that he is willing to provide upgrading of the decomposing agent from India. The development of soil testing, grafted seedlings, from waste to fertilizer, among others.
According to director Soriano, technology is a good investment. This is good for testing research and development. In an aim for technological advancement, a possible collaboration will be done through formalizing a partnership with HSPPL company.
Joining the discussion meeting were Sunitha Kishore, from India; and DA-BAR PMELD Results Management Section head Juan Nikolas A. Paller.
Tony Blair Institute for Global Change
LOOK: Aligned with the bureau's commitment to foster more partnerships, the DA-Bureau of Agricultural Research (BAR), led by director Junel B. Soriano, discussed potential collaboration with the Tony Blair Institute for Global Change represented by Christine Masigan and Carlo Enrico Santiago on 28 February 2024 at the DA-BAR Office in Quezon City.
The Tony Blair Institute for Global Change operates as an independent non-profit organization, specializing in policy research, offering advisory services to governments, and providing capacity-building initiatives. During the meeting, the prospective research for development partnership centered around establishment of innovation hubs, adoption of solar irrigation systems, and delivery of extension services.
Participating in the meeting were Program Monitoring, Evaluation, and Linkaging OIC-head Julia A. Lapitan, along with technical staff Engr. Niña Mae G. Talaro and Cedric M. Nerona.
Monitoring and field visits in DA-Bicol Region
To ensure smooth implementation of various research for development (R4D) initiatives as well as the ongoing operations the supported R4D facilities in DA-Bicol Region, DA undersecretary for Bureaus Mercedita A. Sombilla and DA-BAR director Junel B. Soriano conducted site visits on 20-22 February 2024.
Regional executive director Rodel P. Tornilla, regional technical director (RTD) for research and regulations Edgar Madrid, RTD for operations Dr. Mary Grace DP. Rodriguez, Research Division OIC-chief Ailyn R. Adante, and DA-Bicol Region technical staff presented the status and accomplishments of the R4D initiatives and facilities.
During the visit, director Soriano reiterated its commitment to supporting agricultural initiatives and fostering further research collaboration and support on crop post-harvest processing, plant genetic resources, native chicken, mushroom, tissue culture, organic agriculture R&D center, solar-powered irrigation system, pelletized alternative low-cost grower feed ration, market assessment and refinement of veggie chips, and site-specific nutrient management for queen pineapple production.
Presentation of DA-BAR's budget proposal in the Cluster 2 of the Technical Review Workshop for FY 2025 Plan and Budget Proposal
DA-Bureau of Agricultural Research (BAR), led by director Junel B. Soriano, presented the bureau’s budget proposal in the Cluster 2 of the technical review workshop for FY 2025 plan and budget proposal at Zamboanga City on 29 February 2024. Joining him was DA-BAR Budget officer Ms. Judith A. Maghanoy and Planning and Monitoring Unit head Gian Carlo R. Espiritu.
Director Soriano highlighted the bureau’s strategy in achieving enhanced productivity, improved competitiveness, and accelerated resiliency. He presented the different projects that DA-BAR will support based on the DA key strategy. Emphasis was also given on the importance of research for development in the agriculture and fisheries sector
The technical review workshop is a series of workshops involving the DA-Regional Field Offices, banner programs, DA-bureaus, attached agencies and corporations as well as CSOs and RAFC representatives in preparation of the DA internal budget hearing.
CSU visits BAR Innovation Center
LOOK: Aimed to acquire information, education, and communication (IEC) materials that would serve as relevant references for students in the conduct of research activities, Dr. Gilbert C. Magulod Jr., director for Knowledge and Training Management of Cagayan State University (CSU), visited the DA-Bureau of Agricultural Research (BAR) on 1 March 2024.
During his visit, director Magulod also visited the DA-BAR Innovation Hub (formerly known as R&D Technology Commercialization Center). The said hub showcases innovative products produced through the bureau’s R4D projects. Caoffee, a cacao and coffee product of CSU will soon be showcased in the Hub as part of the bureau’s effort to promote innovative R4D products. The bureau supported the a project to assess the target market and preferred blend of the said product.

MOA signing under DA-ACEF
LOOK: Western Mindanao State University (WMSU) president Dr. Ma. Carla A. Ochotorena and DA-Bureau of Agricultural Research (BAR) director Dr. Junel B. Soriano signed a memorandum of agreement (MOA) for two projects under the DA-Agricultural Competitiveness Enhancement Fund (DA-ACEF) program on 29 February 2024 at WMSU main campus, Zamboanga city.
The projects shall cover the upgrading of the native chicken R4D facility as well as the tissue culture laboratory and nursery for lakatan.
President Ochotorena acknowledged the university researchers’ valuable contribution to the community. She further encouraged the faculty to conduct relevant researches in order to achieve their goal to be recognized internationally. Meanwhile, director Soriano welcomes collaboration with state universities and colleges (SUCs) as partners in bringing technologies to the people, especially the farmers and fisherfolk. He also stressed that researches must not stop after getting the results, follow up researches must be made to further ready them for the market.
DA-BAR was tasked as clearing house of project proposals for funding under the ACEF R&D Component. Can be availed by qualified SUCs, the ACEF R&D Grant focuses on the implementation of R4D projects to help increase productivity, profitability, and competitive of various priority agriculture and fisheries ventures.
USM conducts Coffee Harvest Festival in Sultan Kudarat
Highlighting the fertilizer treatment options to boost the productivity of Robusta, the University of Southern Mindanao (USM) conducted a Coffee Harvest Festival attended by 65 farmers and guests at Brgy. Kulaman, Senator Ninoy Aquino, Sultan Kudarat on 1 March 2024.
Coffee experts and retired USM professors Adeflor Grant Garcia, PhD and Purification Cahatian, PhD discussed the soil, as well as pest and disease management of the fertilization technology, respectively. While Nestlé Philippines Government and Industry Affairs executive Donnel Jun Tiedra shared updates on their support to coffee farmers.
Further, participants also signified their commitment to produce at least one kilogram of green coffee bean harvest per tree per year. Capping the activity was the field visit to the farm of Edwin Batilo, Tinalon Farmers Association president and Nestlé coffee ambassador.
The activity was held as part of the project, Productivity Assessment of Robusta Coffee Applied with Organic and Inorganic Fertilizers in Mindanao, implemented by USM in collaboration with Nestlé Philippines and funded by DA-Bureau of Agricultural Research (BAR) through the High Value Crops Development Program (HVCDP).
Also in attendance were DA-BAR HVCDP focal Juan Nikolas Paller, provincial agriculturist Estella Hallegado, municipal secretary Rufino Lama, and barangay captain Generoso Gacad.
ADJHL attends Regional Workshop on Taking Action on Biodiversity for Food and Agriculture
Representing DA undersecretary Mercedita A. Sombilla in her capacity as the Philippine National Focal Point for Biodiversity for Food and Agriculture (BFA), DA-Bureau of Agricultural Research assistant director Joell H. Lales attended the Regional Workshop on Taking Action on BFA in Asia and the Pacific on 27-29 February 2024 in Los Baños, Laguna.
The national focal points and ad hoc representatives of the participating countries presented country reports based on the three Strategic Priority Areas (SPA) for the Sustainable Use and Conservation of BFA identified under the Framework for Action on BFA endorsed by the FAO Commission on Genetic Resources Food and Agriculture and FAO Council on 2021.
Lales presented the three inter-agency policies developed in support of strengthening the legal, policy, and incentive framework under the SPA 3: Institutional Frameworks for BFA. These are the DA-DENR Joint Administrative Order No. 2021-01; DA-DAR-DENR-DILG Joint Memorandum Order No. 2, series of 2021; and DA-DENR-NCCA-NCIP Joint Memorandum Circular No. 1, series of 2023.
Summary report of the working sessions will be circulated among the national focal points for comments, thereafter, to be forwarded to the Commission for Genetic Resources for Food and Agriculture. This will be presented to the FAO Committee on Agriculture in March 2025 in Rome, Italy.
Gender-Fair Communication Orientation conducted
In celebration of the International Women’s Day and the National Women’s Month, the DA-Bureau of Agricultural Research conducted an Orientation on Gender-Fair Communication on 8 March 2024 with Atty. Judie Rose Tugado Dimayuga, member of the Philippine Commission on Women’s National Gender and Development Resource Pool, as the resource person.
Atty. Dimayuga discussed and reviewed the basic GAD concepts as it relates to gender issues in media and communication. She also gave a brief overview of the laws, policies, and tools for the promotion and use of gender-fair communication.
Lastly, she talked about the standards of gender-fair communication and how this can be integrated into producing gender-sensitive content for the audiences. The salient features of the Gender-Fair Media Guidebook were also briefly introduced and discussed.
National Women's Month Photo Exhibit launched
Interpreting this year’s National Women’s Month (NWM) celebration sub-theme — Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan, Patutunayan! — the NWM Photo Exhibit of the DA-Bureau of Agricultural Research (BAR) featuring 14 entries was launched today at the JR Escaño Hall and will run from 11-27 March 2024.
Previously, on the first Monday of the month, DA-Bureau of Agricultural Research Gender and Focal Point System chair Evelyn H. Juanillo officially announced the lineup of activities for this year's celebration. Women of the bureau were also honored with a simple token of appreciation — flowers — led by DA-BAR director Junel B. Soriano.

UPLB Presented initial report of two organic agriculture projects to DA-BAR
LOOK: Researchers and project implementers from the University of the Philippines Los Baños (UPLB) shared the initial progress and financial status of two organic agriculture projects with the DA-Bureau of Agricultural Research (BAR) on 8 March 2024 at the UPLB Compound.
With the financial support from DA-BAR, these ongoing research for development (R4D) projects aim to determine the impact and cost analysis of organic agriculture, focusing on the integrity and marketability of organic agricultural products. Opportunities, issues, challenges, and remaining activities as well as consumer awareness on OA were also discussed.
Representing DA-BAR, Program Development Division OIC-assistant head Kris Thea Marie Hernandez provided technical assistance by addressing inquiries and suggesting potential solutions to issues and challenges.
Project leader Maria Francesca Tan and study leader Mena Umali presented the project titled, "Impact Assessment of Relevant Philippine National Standards (PNS) on Organic Agriculture," while project leader Dr. Lucille Elna P. de Guzman and research assistant Sunshine Cantimprate, discussed the project titled, "Analysis of the Costs and Valuation of Conversion from Conventional to Organic Agriculture."
Other UPLB project members and DA-BAR staff were also present during the progress review of the projects.

Quezon Province SCALE UP field monitoring
LOOK: Farmers in selected barangays of Plaridel and Atimonan in Quezon Province provided positive feedback to the DA-Bureau of Agricultural Research (BAR) for its Sustainable Community-based Action R4DE for Livelihood Enhancement, Upliftment, and Prosperity (SCALE-UP) program. They observed enhanced plant yield growth and expected an increase in harvests. These sentiments of the farmers were discussed during a field monitoring activity conducted by DA-BAR and DA-CALABARZON on 5-7 March 2024.
Quezon Province was chosen for the program for its high potential for agricultural productivity, having vast rainfed areas. OIC-assistant head of the DA-BAR Program Development Division and SCALE-UP Program lead focal Kris Thea Marie Hernandez, highlighted the anticipated benefits of the program. She emphasized the importance of understanding the health and nutrient status of the soil as the basis of fertilizer and technology recommendation. The use of soil health cards and soil health maps will enable farmers to identify suitable nutrients and farm practices to reduce production costs and increase yields.
During the courtesy call, Atimonan mayor Rustico Joven U. Mendoza welcomed the monitoring team and local farmers in learning the objectives and benefits of the SCALE-UP program. Mayor Mendoza commented that more farmers will adopt the SCALE-UP approaches based on observed positive results, hence are looking forward to the benefits of the project. Atimonan municipal agriculturist Pedro B. Gariguez, Jr. and Plaridel municipal agriculturist Albert Saavedra both expressed their support by attending the farm visits and engaging with the monitoring team.
To further assist farmers, DA-CALABARZON SCALE-UP project leader Dr. Dario M. Huelgas strongly urges farmers to actively engage in photo documenting diseases and pests observed in their farms and share them through designated communication channels.
DA-BAR, in collaboration with DA-CALABARZON, will provide further support to the farmers through continued provision of technical assistance, conduct of training and capacity building activities, and provision of appropriate IEC materials.

DA-BAR 2024 Sportsfest Kick-off Ceremony
LOOK: The DA-Bureau of Agricultural Research (BAR) held a simple kick off ceremony for its 2024 Sportsfest on 11 March 2024 at DA-BAR Grounds, Quezon City. DA-BAR director Junel B. Soriano led the lighting of the cauldron.
The month-long activity aims to promote camaraderie and boost solidarity among the bureau staff while creating a healthy lifestyle through sports.
Assistant director Joell H. Lales led the oath of sportsmanship. Bureau staff, grouped into five teams, will be participating in various sports.
Proposal Writeshop for ACEF R&D Grant
With the participation of various state universities and colleges (SUC) in Luzon Visayas and Mindanao, the DA-Bureau of Agricultural Research (DA-BAR) concluded the 2nd batch of the two-day proposal writeshop for the ACEF research for development (R4D) component held on 12-13 March 2024 at the Escaño Hall, RDMIC bldg., Quezon City.
DA-BAR director Junel B. Soriano, in his welcome remarks, highlighted the prime goal of the ACEF R4D focusing on the implementation of projects in support to technology commercialization/transfer and R4D Facilities upgrading to mainly help increase productivity, profitability, and competitiveness of agriculture and fishery ventures. He furthered on the role of the bureau as the DA’s lead research coordinating agency particularly in screening research proposals for possible funding under the said grant window.
Led by the bureau’s ACEF team, the event aimed to discuss thoroughly with the participating researchers from SUC the ACEF R4D component and extend assistance in fine-tuning their respective proposals to ensure alignment with the guidelines of the ACEF R&D Component Program.

DA-BAR field visit & discussion on Bayer's DSR system
LOOK: The DA-Bureau of Agricultural Research (BAR), led by director Soriano, conducted a field visit and discussion meeting with Leo Hawod and Recher Ondap, representatives from Bayer in Brgy. Parulong, Concepcion, Tarlac on 14 March 2024, regarding Bayer’s Direct Seeded Rice (DSR) System.
Bayer demonstrated how the DSR system works, highlighting its impact on farmers and providing key recommendations for efficiently scaling its adoption. The group also discussed potential research and development collaboration between BAR and Bayer.

DA-BAR's Communication Plan Workshop March 2024
LOOK: As a followthrough activity, DA-Bureau of Agricultural Research (BAR) conducted a training workshop in line with the bureau’s crafting of the DA-BAR Strategic Communication Plan 2024-2027 on 20-22 March 2024 at ER Ponce Hall, DA-BAR, Quezon City.
Lily Ann D. Lando, a communication expert, served as the resource speaker. To jumpstart the discussion, she first revisited the activities and outputs of the workshop held in December 2023, followed by a brief lecture on communication basics and appreciative inquiry.
In his message, DA-BAR director Junel B. Soriano underscored the importance of improving and strengthening the existing communication plan and strategies considered crucial for enhancing the efficiency and productivity of the bureau.
Representatives from the different divisions of the bureau participated in the workshop including the Office of the Director; Office of the Assistant Director; Administrative and Finance Division; Planning and Monitoring Unit; Program Monitoring, Evaluation and Linkaging Division; and Program Development Division, and Knowledge Management and Information Systems Division (KMISD).
The workshop offered a platform to discuss components of the communication plan, such as the objectives, audience, key messages, and activities. It also emphasized the significance of clearly defining roles and responsibilities, utilizing the RACI matrix (Responsible, Accountable, Consulted, Informed).
Sorghum Project Proposal of former Sec
LOOK: Former Agriculture Secretary Emmanuel “Manny” Piñol visited the DA-Bureau of Agricultural Research (BAR) for possible R4D collaborative work on sweet sorghum on 26 March 2024. The discussion focused on the potentials of sweet sorghum for sugar/syrup production
During the meeting, sharing of insights and recommendations were done by former DA-BAR director and Philippine Rubber Research Institute consultant Dr. Vivencio Mamaril, DA-Bureau of Animal Industry director Enrico Miguel Capulong, and DA-BAR assistant director Joell Lales together with key officials and staff.

The DA-Bureau of Agricultural Research officially closed its National Women’s Month (NWM) celebration with the awarding of the NWM Photo Contest winners on 1 April 2024.

LOOK: DA-Bureau of Agricultural Research (BAR) and the Center for Agriculture and Bioscience International (CABI) held a meeting to explore possible collaboration and strengthen research for development partnership between both offices. The meeting was held on 11 April 2024 at DA-BAR, Quezon City.
Among the highlights of the discussion are the bureau’s strategies toward increasing R4D investment that can lead to more innovative technologies and capacity development of the bureau staff and its partners through training.
DA-BAR director Junel B. Soriano and assistant director Joell B. La led bureau staff in the meeting. Meanwhile, Dr. Feng Zhang and Dr. Qiaoqiao Zhang represented the CABI. Also joining the meeting are Joel Adriano and Melanie Sison from Sidev.net Asia Pacific.
Philippines has been one of the member countries of CABI since 1993.
As a testament to its strong commitment on increasing the employees’ productivity and performance in the workplace, the DA-Bureau of Agricultural Research (BAR) conducted a coaching and mentoring training workshop on 11 April 2024 at the ER Ponce Hall, RDMIC Bldg., Diliman, Quezon City.
Titled as Coaching and Mentoring Skills: Empowering Employees to Boost Job Performance, the training workshop provided basic knowledge on coaching and mentoring processes; coaching models; and best practices to build coaching and mentoring relationships between supervisors and subordinates of the bureau’s employees. John Gabriel Go Balauag of Yesbizcore served as the resource speaker.
The Human Resource Management Unit facilitated the activity attended by heads, technical, and support staff from the different divisions and units of the bureau.

LOOK: DA-Bureau of Agricultural Research director Junel B. Soriano, key officials, and technical staff conducted an exploratory meeting with Kazuki Sakamoto, SAGRI Corporate Private Limited representative, to discuss possible areas of collaboration in advancing technology for solving issues in agriculture and climate change.
Among the topics discussed were soil analysis and data-based farmland demarcation using technological superiority in the satellite by SAGRI. Director Soriano further suggested applying the results to the field for validation purposes.

To equip the employees of DA-Bureau of Agricultural Research (BAR) with knowledge on fire prevention and safety, a seminar was conducted on 12 April 2024 with representatives from Bureau of Fire Protection (BFP)-Project 6 Fire Station as resource speakers.
Senior Fire Officer I Gilbert Norman II S. Centeno Jr. led the discussion on fire prevention, whileFire Officer III Jan Madre A. Del Rosario discussed the earthquake drill. Selected DA-BAR staff, guided by the Fire Officer I Bryan Andres Tismo, tried using the fire extinguisher and fire hose.
To ensure smooth project implementation, the Department of Agriculture and its attached agencies, Bureau of Soils and Water Management and Bureau of Agricultural Research convened in an inception meeting for the Outscaling of Sustainable Land Management (SLM) project, focusing on corn-based upland and hilly areas in the provinces of Quezon and Albay on 15 April 2024 at the DA-BSWM building in Quezon City.
The project, funded by DA-BAR, aims to increase farm and corn productivity in upland areas while also improving soil health through the outscaling of Sustainable Land Management practices in the provinces of Quezon and Albay. Furthermore, this project aims to develop a model on upland corn farming that can be duplicated in other regions.
In attendance from DA-BSWM were Director Gina P. Nilo and the project team led by Engr. Eduardo V. Alberto. Representing DA-BAR was Director Junel B. Soriano, PhD, along with DA-BAR’s corn focals. Also present was DA’s corn program director, Milo D. Delos Reyes.

LOOK: DA-Bureau of Agricultural Research (BAR) convened a consultative meeting on smart/precision/automated agriculture and regenerative agriculture landscapes on 19 April 2024 at DA-BAR, Quezon City.
Representatives from Central Luzon State University, Tarlac Agricultural University, Pangasinan State University, and from one private company, the RKRN EASI Enterprise discussed research for development (R4D) programs, technologies, and facilities on the abovementioned themes as aligned with the DA’s thrusts and priorities.

LOOK: In pursuit of the Collaborative Research for Development (R4D) and Innovation Sharing, the Department of Agriculture-Bureau of Agricultural Research (DA-BAR) and Department of Science and Technology-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) convened to discuss the specific areas for R4D complementation and collaboration on 22 April 2024 in Los Baños, Laguna.
DA-BAR director Junel B. Soriano and DOST-PCAARRD executive director Reynaldo V. Ebora led the said meeting. Joining them were DA-BAR assistant director Joell H. Lales, DOST-PCAARRD deputy executive directors Melvin B. Carlos and Juanito T. Batalon, and selected DA-BAR and DOST- PCAARRD officials and staff.
LOOK: To raise awareness among employees about the importance of self-care for overall well-being, the DA-Bureau of Agricultural Research engaged in a three-day team-building activity on 17-19 April 2024 in Antipolo, Rizal. The skeleton workforce virtually participated in the said activity.
Kurt Christian Arcangel, licensed psychologist and psychometrician, discussed self-care and its long-term effects on the employees and the organization. Some self-care techniques and tools for stress management, relaxation, and burnout were also discussed to equip the personnel in maintaining a healthy work-life balance.
Among the activities conducted were various sports competitions and the Agriculture Sector Stakeholders Night. Team and individual winners of the sports festival were also awarded.
Progress Review of ACEF-supported facilities
DA-Bureau of Agricultural Research (BAR) conducted a progress review for four ongoing facility upgrading projects supported through the DA-Agricultural Competitiveness Enhancement Fund Research for Development (R4D) component program on 24 April 2024 via Google meet.
Reviewed projects include the upgrading of the freshwater fish hatchery facility of Marinduque State College (MSC)-Gasan; crop protection laboratory of MSC-Torrijos; tissue culture laboratory facility of Partido State University-Salogon; and tissue culture facility of the Central Luzon State University. The said project partnerships with the implementing State Universities and Colleges aim to improve services and generate technologies resulting in an increase in the productivity and competitiveness of farmers and fisherfolk.
Serving as evaluators in the completion review were Dr. Arnold R. Elepaño, Dr. Edralina P. Serrano, and Paul Joseph B. Ramirez of University of the Philippines Los Baños. DA-BAR, through the Program Monitoring, Evaluation, and Linkaging Division regularly conducts project reviews to evaluate the status and accomplishments of the supported R4D projects.

Two projects on mass production of quality planting materials for shallot onion in Nueva Ecija and Saba banana in Cagayan Valley for improved yield productivity and profitability underwent completion review on 25 April 2024 via Google Meet with the technical staff of the DA-Bureau of Agricultural Research-Program Monitoring, Evaluation and Linkaging Division (PMELD).
Project leaders Jerome M. Gumangan of DA-Central Luzon and Dr. Elbert A. Sana of Nueva Vizcaya State University (NVSU) presented the accomplishments of their respective projects. Joining the review were PMELD OIC-head Julia A. Lapitan, as well as Dr. Fredisminda M. Dolojan of Quirino State University and Jinnalyn D. Andana of DA-Cagayan Valley Research Center — partner collaborating agencies of the NVSU project.

President Cue discussed ongoing research for development (R4D)initiatives of their institution, specifically on their proposed study involving coffee and muscovado. Further discussions were made on the two agencies' ways forward in terms of R4D collaborations.
LOOK: Aligned with the bureau’s goal to further its research for development (R4D) initiatives through collaboration with various R4D stakeholders, the DA-Bureau of Agricultural Research (BAR), led by director Junel B. Soriano, PhD, has recently forged a memorandum of understanding with the Advocates of Research and Innovation in Agriculture (ARIA) Inc. on 24 April 2024 at the DA-BAR Director’s Office.
ARIA Inc., represented by its president Ricarte V. Castro, is a non-profit organization that primarily serves as key proponents of research and innovation in agriculture aiming for a sustainable, food-secure, and resilient Philippines. With this collaboration, the two parties look forward to working together toward the realization of the department’s R4D agenda.
To assess project accomplishments vis-à-vis targets and sustainability plans, the DA-Bureau of Agricultural Research conducted a completion review of six funded projects under the Corn program on 24-25 April 2024, via Google Meet.
The projects under review included the enhancement of traditional corn varieties through the Corn Germplasm Utilization through Advanced Research and Development (CGUARD) program in Western Visayas, SOCCSKSARGEN, and Caraga regions. A significant number of corn accessions were collected in the first year of the project, with some identified and assessed as promising traditional corn varieties, slated for further evaluation and trials.
Three Integrated Farm Attribution for Risk and Resource Monitoring and Management (iFARM) projects were also reviewed. These iFARM projects focus on digitizing data collection and information management related to corn production. The second-year proposals of the completed corn projects were also presented during the review.
Serving as evaluators during the review were Candido B. Damo, senior technical advisor for the DA-National Corn Program, Dr. Artemio M. Salazar, technical consultant for the CGUARD program, and Paul Joseph B. Ramirez of the University of the Philippines Los Baños.
LOOK: To discuss technical assistance for the research and development policy reform agenda of the Climate Change Action Plan, the DA-Bureau of Agricultural Research (BAR) convened the representatives of the Asian Development Bank to a meeting on 25 April 2024 in Diliman, Quezon City.
DA-BAR director Junel Soriano led the meeting, along with Climate Change R4D Team leader Marnelie Subong and other technical staff. Among the highlights of the discussion was a proposed collaboration through a series of technical assistance focused on program development, regenerative agricultural landscape, and institutional development geared toward climate change resilience.
Representing ADB, Omer Zafar and Dr. Lourdes Adriano said that they can look into helping the bureau with support opportunities with donors and development partners. Joining them were representatives from Advocates of Research and Innovation in Agriculture Inc., president Ricarte Castro and Jovita Corpuz, former Agricultural Credit Policy Council executive director and DA-BAR director.

To level set expectations on the project implementation and ensure its efficient execution, the DA-Bureau of Agricultural Research in coordination with the University of the Philippines Los Baños-Institute of Animal Science convened the project team led by Dr. Rommel C. Sulabo and representatives from industry stakeholders Pilmico and Cargill to the inception meeting of the project Nutritional Value of Different Sorghum Varieties for Swine and Poultry on 26 April 2024 in Los Baños, Laguna.
This PhP 9M-worth project aims to produce information and package of technologies for the effective application of grain sorghum as an alternative feed ingredient in swine and poultry diets in the country. Ultimately, the goal is to provide the animal industry with an alternative and cheaper feed ingredient that would consequently reduce the production cost in livestock raising.

LOOK: To assess the project’s actual accomplishments vis-à-vis targets in support of the network, the DA-Bureau of Agricultural Research conducted a completion review of 2023 funded projects under the Agriculture and Fisheries Resources, Research and Extension for Development Network (AFRREDN) Program on 29-30 April 2024 via Google Meet.
AFRREDN focal presented their respective projects accomplishments, best practices, fund utilization status, challenges, actions taken and proposed ways forward.
DA-BAR assistant director Joell Lales led in providing recommendations and guidance on the implementation of AFRRDEN. The review was also participated by representatives from the Agricultural Training Institute (ATI) and BAR regional coordinators.
AFRREDN intends to serve as a major partnership mechanism for stakeholders in agriculture and fisheries research for development and extension (R4DE). By fostering strong collaboration among its members, the network aims to ensure effective delivery of interventions, quality programs, services and relevant policies. Particularly, the Regional AFRREDN will lead in prioritizing and coordinating R4DE activities, programs and services at the regional level.

To manage expectations on the project implementation and ensure its effective execution, the DA-Bureau of Agricultural Research in collaboration with the University of the Philippines Los Baños organized a series of inception meetings for all the newly-funded R4D projects funded under the High Value Crops Development Program on 2-3 May 2024 in Los Baños, Laguna.
Project leaders Dr. Lavernee S. Gueco 3, Villamor A. Ladia Jr. 2 , Dr. Antonio G. Lalusin 3 , and Elmer E. Enicola 2 presented their respective projects. The goals of these are: to enhance public accessibility and utilization of the registered fruits, nuts varieties and other native fruit species; develop waterlogging-tolerant tomato varieties; select promising and high yielding lines purple-fleshed yam accessions; and establish a sustainable seed network and supply quality vegetable planting materials, respectively.
This activity was followed by an on-site monitoring of selected ongoing projects.
