1st DA-BAR ManCom Meeting for 2022
The Department of Agriculture-Bureau of Agricultural Research (DA-BAR) held its First Management Committee (ManCom) Meeting for the year on 26-27 January.
Led by DA-BAR director Dr. Junel B. Soriano, key officials and selected staff participated either physically or virtually, in observance of the health and safety protocols.
Dir. Soriano, in his opening remarks, mentioned that the issued agenda is for the bureau to formulate and firm up plans, programs, and activities for 2022 as aligned to the Transformative R4DE Framework and OneDA Reform Agenda. He also recognized the hardwork and continuous efforts of all DA-BAR staff for this gathering.
Presentations included updates and plans vis-à-vis the goals, directions, and recommendations discussed and laid out in recently held meetings and issuances. Aside from the three major divisions of the bureau, the Human Resources Management Unit (HRMU), General Services Unit, and Records and Supply Unit also discussed administrative concerns and other matters. ###
Visit to DA-QARES for possible R4D collaborative projects
The Department of Agriculture-Bureau of Agricultural Research (DA-BAR), led by director Dr. Junel B. Soriano, visited the DA-Quezon Agricultural Research and Experiment Station on 27 January 2022 in Tiaong, Quezon to discuss possible research for development (R4D) collaborative projects.with the station aligned with the R4DE Transformative Framework and the OneDA Reform Agenda.
Director Soriano discussed during the meeting the need to strengthen industry-academe-DA collaboration, boost and enhance product development and packaging; and establish FDA-compliant facilities; among others.
Also providing recommendations and insights were DA-BAR assistant Director Joell H. Lales and senior technical adviser Josie Valdez, and technical staff from the bureau. ###
As part of the visit at the DA-Quezon Agricultural Research and Experiment Station (QARES), the DA-Bureau of Agricultural Research team, led by director Dr. Junel B. Soriano and assistant director Joell H. Lales, conducted project monitoring on various research for development (R4D)-supported projects implemented by the station on 28 January 2022 in Tiaong, Dolores, and San Antonio, Quezon.
The monitoring activity is one of the regular activities of the bureau to ensure that the set objectives of the projects are met and provide a venue to lay down the sustainability plans.
Monitoring and discussion meetings on the commercialization of various commodities which include sapinit, other underutilized fruit crops, virgin coconut oil, and cacao were conducted. The completed and on-going projects were funded under the DA-BAR’s National Technology Commercialization Program.
Director Soriano underscored how the bureau sees the importance of strengthening linkages with the private sector, thus instructing implementing agencies to establish the linkages between the farmers’ cooperative associations to private sector/companies in order to fully commercialize the products. ###
The Department of Agriculture-Bureau of Agricultural Research (DA-BAR) and the DA-Zamboanga Peninsula held its final review and planning of the Yamang Lupa: Sustainable Community-Based Research for Development and Extension (R4DE) Livelihood Enhancement, Upliftment, and Prosperity (YL: SCALE UP) Program on 2 February 2022 at Guillermo Hotel, Pagadian City.
With Zamboanga del Sur as the pilot area in Zamboanga Peninsula, the YL: SCALE UP Program is expected to cover thousands of hectares of rainfed areas in the country. Its goal is to also implement and further harness the adapted science-led soil revival strategies and management practices toward boosting the productivity of farmers and strengthening their coping mechanisms amidst climate anomalies.
After the finalization, the signing of a memorandum of agreement has taken place, signifying DA-BAR and DA-RFO 9 partnership on the YL: SCALE UP program. The agreement covers the duties and responsibilities of the two offices such as fund liquidation, implementation, monitoring and evaluation among others.
DA-BAR officials and technical staff, led by director Dr. Junel B. Soriano, along with YL: SCALE UP national program director Dr. Virgilio Julius Manzano, Jr. and DA-Zamboanga Peninsula project leader John Paul Guadalupe, spearheaded the activity. ###
DA-Bureau of Agricultural Research (BAR) director Dr. Junel B. Soriano and Josefina H. Cerilles State College (JHCSC) president Dr. Mary Jocelyn Villejo-Battung led the Project Launching and Signing of Memorandum of Commitment Support on 3 February 2022 at ACC Convention Hall in Pagadian City, Zamboanga del Sur.
Funded by DA-BAR, the project, titled Crop-Land Suitability Assessment for the Development of Web Applications for SMART Crop Production and Marketing, aims to develop web-based applications for modern crop production practices and create livelihood opportunities for farmers. The applications will be used as decision support tools to guide the farmers to determine the suitable crops and attain optimum productivity. Further, farmers can utilize the web applications as a platform for marketing their products.
During the signing of the Memorandum of Commitment Support, 13 out of the 26 municipalities in Zamboanga del Sur were represented–showing the LGUs’ willingness to contribute, support, and utilize modern and innovative approaches for the agriculture sector in the province.
The DA-Bureau of Soils and Water Management (BSWM) assistant director for administration and finance Dr. Evelyn Fernando also attended the event to represent the bureau’s initiatives with regard to the conduct of web-based applications for SMART crop production and marketing. ###
Oath-taking of newly-appointed and promoted DA-BAR start
Five newly-appointed and promoted staff of the DA-Bureau of Agricultural Research (DA-BAR) took their oaths on 11 February 2022.
DA-BAR director Dr. Junel B. Soriano officiated the oath-taking ceremony, joined by assistant director Joell H. Lales and Human Resource Management Unit head Ludivina M. Pelayo.
Alvin L. Fontanil was the newly-promoted Senior Agriculturist. The newly-appointed staff were Maylen V. Cunanan (Agriculturist II), Ryan Joseph M. Abrigo (Information Systems Analyst II), and Jocel Anne C. Yamson (Information Systems Analyst I). ###
DA-BAR goes to BPSU-Orani and Abucay Campus
The DA-Bureau of Agricultural Research (DA-BAR) project monitoring team, led by director Dr. Junel Soriano with assistant director Joell Lales, senior technical consultants, and technical staff, visited Bataan Peninsula State University (BPSU) on 14-15 February 2022.
The said visit highlighted the BAR-funded projects under the Agricultural Competitiveness Enhancement Fund (ACEF) R4D Grant titled, Milkfish Processing Technology Refinement Towards Upscaling and Commercialization, and Commercial Production of High Value Vegetables using the BPSU Automated Soilless Culture System.
Key presenters from the research team discussed the projects’ updates and accomplishments, and how these initiatives provided the farmers and cooperatives a livelihood opportunity resulting in additional income. Moreover, director Soriano and the DA-BAR team provided recommendations to further improve the outputs of the projects for it to be sustainable for the beneficiaries as well.
The DA-BAR team met with BPSU-Orani campus officials spearheaded by BPSU president Dr. Gregorio Rodis and was concluded by BPSU vice president for Research, Extension and Training Services Dr. Hermogene Paguia at BPSU-Abucay campus. ###
Turnover and Inauguration Ceremony of the Batasan Residential Edible Landscape Garden
DA-Bureau of Agricultural Research (BAR) director Dr. Junel B. Soriano, along with Edible Landscaping (EL) Team head and project leader Dr. Fernando C. Sanchez and Quezon City Food Security Task Force co-chairperson Emmanuel Hugh F. Velasco, officiated the turnover and inauguration ceremony of the Residential Edible Landscape Garden on 18 February 2022 at Batasan Hills, Quezon City.
Through the DA-BAR funded project titled, Edible Landscaping in Urban Communities Towards Self-sufficiency, residential edible landscape gardens will be established among households in urban communities. It also aims to build and strengthen capacities of residents in the urban communities towards food self-sufficiency.
In his opening message, DA-BAR director Dr. Junel B. Soriano reaffirms the bureau’s commitment towards food sufficiency. He also encourages community leaders and residents of barangay Batasan Hills to optimize and sustain the established edible landscape gardens in their community.
Fifteen edible landscape gardens situated in different households were visited by key officials and distinguished guests. STAR-Homeowners Association president Marjorie S. Yee together with the community leaders received additional starter kits to encourage more residents in building edible landscape gardens in their own area. ###
First Meeting of TF ONE R4DEAP
DA-Bureau of Agricultural Research and the DA-Agricultural Training Institute convened during the First Task Force One Research for Development and Extension and Agenda Program (TF One R4DEAP) held on 17 February 2022 at the DA-ATI Rural Development Education Center and via Google Meet.
The meeting discussed and gathered recommendations on the contents of the R4DE assessment, R4DE unifying framework, OneDA RDE system and One R4DEAP. ###
Discussion and project monitoring in La Union and Ilocos Sur
To ensure the smooth implementation of DA-BAR funded projects under the Research Facility Development Program in DA-Ilocos Region and Ilocos Sur Polytechnic State College (ISPSC), a monitoring and evaluation team led by BAR director Junel Soriano visited the sites in San Fernando and Bacnotan, La Union and Sta. Maria and Narvacan, Ilocos Sur on 8-9 February 2022. ###
NAFMIP Stakeholders Consultation Workshop for R4D
In line with the ongoing efforts of the Department of Agriculture (DA) to formulate the National Agriculture and Fisheries Modernization and Industrialization Plan (NAFMIP), the DA-Bureau of Agricultural Research conducted the Stakeholders Consultation Workshop for NAFMIP Research for Development (R4D) Sector on 24 February 2022 via Cisco Webex.
NAFMIP will serve as the sectoral guide for other agriculture and fisheries (A&F) development plans, sector-wide goals, outcomes, and outputs towards a transformative sector growth.
To ensure participation of relevant stakeholders, key officials and representatives from the government academe, private sector, and non-government organizations were invited to participate.
With 179 participants, the activity consolidated the identified R4D interventions that would address various sectoral constraints as well as capitalize on existing sectoral opportunities for the concerned commodity groups. ###
ManCom members visit TAU R4D projects
Members of the DA-BAR Management Committee (ManCom) visited select agri-fisheries research for development project sites and facilities in Tarlac Agricultural University (TAU) on 2 March 2022.
The group, led by Asst. Director Joell H. Lales met with university key officials and faculty members who are working on sweetpotato, off-season tomato, and free range chicken R4D initiatives.
TAU serves as the host venue for the 2nd agency ManCom meeting, which runs from March 3 to 4, 2022. ###
2022 National Women’s Month Celebration Kick-off Ceremony
To kick off the celebration of the National Women’s Month, the Department of Agriculture-Bureau of Agricultural Research (DA-BAR) launched the Women’s Month Exhibit on 7 March 2022.
This annual activity highlights the importance of women as active contributors to socio-economic development.
“We understand the impact of women’s participation in achieving inclusive and progressive socio-economic development. Thus, as the lead agriculture and fisheries research for development (R4D) coordinating agency, DA-BAR together with its partner research institutions actively engages women in crafting programs, projects, and plans anchored to the OneDA Reform Agenda,” said DA-BAR director Junel Soriano in his opening remarks. ###
DA-BAR and DOST-PCAARRD Meeting
In view of the continuing efforts to harmonize and complement research and development (R4D) activities to achieve optimum use of resources for the farmers and fisherfolk, the DA-Bureau of Agricultural Research (BAR) and the DOST-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) convened a meeting on 14 March 2022 at at the latter’s main headquarters in, Los Baños, Laguna.
DA-BAR director Dr. Junel Soriano, together with assistant director Joell Lales, DOST-PCAARRD executive director Dr. Rey Ebora, and key officials of both agencies led the discussion.
The discussion focused on strengthening the partnership and sustaining the collaborations of the two agencies with regard to technology promotion, utilization, and commercialization through harmonized programs and project support.
The Technology Business Incubation Program and support to mass production of biofertilizers to address the high cost of fertilizers were also discussed and highlighted during the meeting.
BAR-UPLB Meeting
DA-Bureau of Agricultural Research director (BAR) Dr. Junel Soriano, together with assistant director Joell Lales and other key officials visited the University of the Philippines Los Baños (UPLB) last March 14, 2022 to discuss the developments of an ongoing project which will form part of the unified and integrated agri-fishery Research for Development and Extension (One DA R4DE) system.
The UPLB group, led by vice chancellor for Research and Extension Dr. Fides Marciano Tambalo, provided updates on the ongoing BAR-funded project titled, “Revitalizing Technical Capabilities of the Department of Agriculture in Support Towards the Transformative Programs and Policies for the Agriculture and Fisheries Sector”.
The project is composed of four components: a) Provision of capacity building for Department of Agriculture human resource; b) Assessment of the Philippine Agriculture and Fisheries Research for Development and Extension (R4DE) Systems; c) Development of the National R4DE Agenda and Programs (2023-2028); and 4) Policy recommendation and other related assistance.
Dr. Junel Soriano and the DA-BAR team provided recommendations to further improve the implementation of the project and to ensure that its objectives will be attained
Turnover Ceremony of Sablayan Tuna Processing Plant
The DA-National Fisheries Research and Development Institute officially turned-over to the local government unit of Sablayan and the Samahan ng mga Mangingisdang Kababaihan ng Sablayan (SAMAKA) Producers Cooperative the Sablayan Tuna Processing Plant on 9 March 2022 at the Community Fish Landing Center, Sitio Punta, Barangay Poblacion, Sablayan, Occidental Mindoro.
To comply with the regulatory requirements prior to marketing, the facilities of the tuna processing plant was upgraded as part of the project titled, Development and Operationalization of the Business Incubation Program of Various Fisheries and Aquaculture Technologies: Technology Enterprise Promotion of Bottled Tuna in Occidental Mindoro funded by DA-Bureau of Agricultural Research (BAR).
The project aimed to facilitate the transfer and commercialization of research-based technologies through the institutionalization of fisheries and aquaculture technology business incubation.
Representing DA-BAR director Dr. Junel Soriano, Dr. Anthony Obligado and staff from the bureau’s Research Coordination Division graced and witnessed the ceremony and signing of the deed of donation.
Virtual MOA Signing for Moringa R4D Projects
Agriculture Secretary William Dar and Mariano Marcos State University (MMSU) president Shirley C. Agrupis led the virtual signing of memorandum of agreement (MOA) for the research for development (R4D) projects on strengthening moringa industry in Ilocos Region on 23 March 2022.
Supported through the Agriculture Competitiveness Enhancement Fund R4D program, which the DA-Bureau of Agricultural Research coordinates, the projects aim to provide livelihood for farmers cooperatives and associations in Ilocos Norte by enhancing and strengthening the production, processing, and commercialization of moringa and other indigenous food plants (IFPs).
The projects include the Upgrading and Expansion of the Moringa Processing Facility into Herbal Processing Facility in MMSU, Ilocos Norte, which targets to provide an additional livelihood for Farmers’ Cooperatives and Associations (FCAs) in Ilocos Norte, while the other is on technology involving production and processing guides of moringa to ensure safety, quality, and market standards. To strengthen and sustain the moringa industry development, MMSU partnered with Bauertek Corporation through a public-private sector partnership towards enterprise development. With this, a MOA to formalize the partnership between MMSU and Bauertek Corporation was also sealed. DA secretary William D. Dar, and DA-BAR director Junel B. Soriano served as witnesses. ###
Inauguration of Research for Development (R4D) Facilities and Launching of Rice Online System
Agriculture Secretary William Dar led the inauguration of the Smart Greenhouse and the Controlled Environment Indoor Cultivation System (ICS) for urban farming and the soft-launching of the Rice Seed Information System (RSIS) during the 92nd anniversary of DA-Bureau of Plant Industry on 14 March 2022 in Malate, Manila.
In line with the department’s goal to promote urban agriculture geared towards achieving food availability and security, the inaugurated facilities were supported by the DA-Bureau of Agricultural Research (BAR) under the project titled, Surviving and Rebooting Agriculture in the City as Urban Farming.
The launched Rice Seed Information System (RSIS), in collaboration with DA-Philippine Rice Research Institute and DA-BPI, [1] aimed to provide innovative and real-time access to information through mobile and web applications for seed producers, farmers, DA-Regional Field Offices, and local government units.
DA-BAR, represented led by Knowledge Management and Information Systems Division head Salvacion Ritual and technical staff, graced the event.
YL:SCALE UP Program Launching and Inception Meeting
The DA-Bureau of Agricultural Research, in collaboration with the DA-Zamboanga Peninsula (ZamPen), officially launched the Yamang Lupa: Sustainable Community-Based Action R4DE for Livelihood, Uplifting, and Prosperity (YL:SCALE UP) Program on 19 March 2022 in San Miguel, Zamboanga del Sur.
The event convened more than 200 stakeholders composed of key officials and representatives from local government units, state universities and colleges (SUCs), collaborating agencies, lead farmer technicians, and farmer facilitators from Zamboanga del Sur, who signified their commitment and support to the DA-BAR funded project.
The YL: SCALE UP, with Zamboanga Peninsula as the pilot region, seeks to establish innovative and sustainable agriculture through the enhanced Yamang Lupa (YL) program approaches and strategies in the municipalities of San Miguel and Guipos, Zamboanga del Sur. In line with the goal of harnessing the adapted science-led soil revival strategies and management practices toward boosting farmer productivity and strengthening coping mechanisms amidst climate anomalies, the said program is expected to cover a total of 20,000 hectares of rainfed areas.
Prior to the launching, an inception meeting was held on 17 March 2022 at Hotel Guillermo, Pagadian city to discuss and level off goals, objectives, roles, and responsibilities among implementing and collaborating institutions with regard to the implementation of the said program. ###
DA-BAR MOA Signing with BFAR-Cagayan Valley on Siganids R4D Project
DA-Bureau of Agricultural Research (BAR) director Dr. Junel Soriano signed a memorandum of agreement with DA-Bureau of Fisheries and Aquatic Resources (BFAR)-Cagayan Valley director Dr. Angel Encarnacion on the research for development (R4D) project titled, “Evaluation of Community-based Cage Culture of Siganids (Siganus spp) in Divilacan, Isabela” on 25 March 2022.
Guided by DA’s goal of Masaganang Ani at Mataas na Kita, the collaborative project with the municipal local government unit of Divilacan, Isabela aims to provide production and post-harvest technologies resulting to a sustainable livelihood support and supplementary income to marginalized fisherfolk along the coastal communities in the municipality. The intervention is based on the community action plan developed through a participatory rural appraisal. Initial sites identified for the project are located at Brgy. Dimasalansan, Divilacan. ###
Training-Workshop on News, Feature, and Social Media Content Writing
In line with the bureau’s goal to further promote and disseminate recent agriculture and fishery research for development-generated technologies and related activities, technical staff and program focals of the DA-Bureau of Agricultural Research (BAR) participated in the Training-Workshop on News, Feature, and Social Media Content Writing on 25 March and 1 April 2022 at 4F Conference Room, DA-BAR, Quezon City.
This is in response to DA-BAR director Dr. Junel B. Soriano’s instruction to capacitate its technical staff and program focals who will serve as contributors to the bureau’s regular publications—complementing the bureau’s pool of writers.
Rita T. dela Cruz, head of DA-Social Media Unit of the Office of the Spokesperson and Strategic Communications, Office of the Secretary, served as resource speaker for the two-part activity. Dela Cruz formerly served as the bureau’s Editor-in-Chief and assistant head of the Applied Communication Division.
ManCom members visit R4D Projects in Magalang, Pampanga
DA-Bureau of Agricultural Research (BAR) key officials visited sites of various research for development (R4D) projects implemented by Pampanga State Agricultural University and the DA-Central Luzon on 6 April 2022 in Magalang, Pampanga.
Project leaders of the research teams discussed the accomplishments and status of the supported projects on 1) Bio-economic and risk analysis of invasive aquatic species (IAS) in the aquaculture areas of Pampanga, 2) Technology Business Incubator for agriculture and fishery commodities of PSAU, 3) DNA analysis for accurate diagnosis of emerging deadly viruses among agri-fisheries of Central Luzon, 4) Genebank establishment conservation and evaluation of native and indigenousfruit trees, and 5) Determination of the potential of organic pelleted poultry feeds in the market and production of selected ingredients in preparation pelleted to poultry feed formulation. These are R4D projects implemented by PSAU. DA-Central Luzon Integrated Agricultural Research Center for its part is currently working on the production, commercialization, and upscaling of vegetable, purple yam, and mushroom technologies in selected IP communities in Nueva Ecija.
Toward intensifying the implementation of various agri-fisheries R4D projects, the bureau conducts project visits and discussions with implementing and collaborating agencies to ensure efficient delivery of outputs and outcomes as well as discuss the sustainability plans. ###
3rd DA-BAR ManCom Meeting for 2022
The DA-Bureau of Agricultural Research (BAR) conducted its 3rd Management Committee (ManCom) Meeting for the year on 7-8 April.
Led by DA-BAR director Dr. Junel B. Soriano, select key officials and staff of the bureau physically attended at Pampanga State Agricultural University (PSAU) while other ManCom members participated virtually via Cisco Webex. Dir. Soriano, before calling the meeting to order, encouraged BAR employees to further strengthen performance and services of the bureau as he also acknowledged the hard work and collaborative efforts of all DA-BAR staff.
The discussions focused on the plans, activities, and programs of the bureau for the following months including the DA-BAR Agri-fishery Scaling Technology Pathway, PostDoc and Research Fellowship Program Guidelines, and Technology Commercialization Framework. ###
Workshop on rainfed agriculture and fisheries R4DE program in Ilocos
A workshop in mapping out a collaborative rainfed agriculture and fisheries research for development and extension (R4DE) program in Ilocos was held on 26-27 April 2022 at the Mariano Marcos State University (MMSU), Batac, Ilocos Norte. This was conducted by MMSU in partnership with the DA-Bureau of Agriculture Research (BAR), Provincial Government of Ilocos Norte and DA-Ilocos Norte.
About 100 representatives from various private and government offices in Ilocos participated in the two-day workshop where priority projects under the flagship programs were identified focusing on five program areas: location-specific technological innovations; bioenergy; natural resource management; province-led agriculture and fisheries extension, and international cooperation.
Officials of MMSU, DA-BAR, DA-Ilocos Region, and the Ilocos Norte Agriculture and Fisheries Extension System all gave their commitment of support to the programs and projects identified for the Ilocos.
Updating of BAR’s Grants Manual and Other Documents
The DA-Bureau of Agricultural Research (BAR) conducted a writeshop to update its Competitive Research Grant Manual (CRGM) on 25-29 April 2022. DA-BAR assistant director Joell Lales, together with heads, assistant heads and staff of different sections and units of the bureau participated in the activity.
The CRGM is an operational guidebook which presents the bureau’s different research for development (R4D) programs, implementing guidelines in preparation, submission, screening, and evaluation of R4D proposals, and guidelines for monitoring and evaluation of R4D projects. The grants manual shall update and supersede the CRGM 2013 edition and shall serve as the new R4D grants system guidebook of the bureau and its partner implementing institutions. It shall also contain other relevant documents such as proposal and report formats, budget guidelines, and Memorandum of Agreement. ###
Corn Farmers’ Field Day in Quirino
Close to 100 farmer members of Poblacion-Villa Sur-Lusod Farmer Association, other corn farmers in Quirino attended the Farmers’ Field Day: Balanced Fertilizer and Pesticide Use Strategy in Corn Production in Quirino on 28 April 2022 in Poblacion, Maddela.
The DA-Cagayan Valley-Quirino Experimental Station (QES) conducted the activity to further promote the success of planting hybrid corn through double-row technology coupled with fertilization and pesticide application.
Package of technologies introduced include Site Specific Nutrient Management, recommended soil analysis, rate of application of different fertilizer interventions (organic, Bio-N, Carrageenan) and Integrated Pest Management through biological control management (metarhizium, isaria, earwigs, trichogramma). ###

Furthermore, the program aims to establish innovative and sustainable agriculture through the enhanced Yamang Lupa Program (YLP) approaches and strategies.
Signifying partnership, assistant director Lales and DA-Ilocos key officials led by OIC regional executive director Dr. Nestor D. Domenden, Research Division chief Dr. Gilbert D. Rabara, and Accounting Section chief Arnold T. Ebreo sign the MOA for the project. In attendance are technical staff and officials from DA-BAR and DA-Ilocos.
2022 National Farmers’ and Fisherfolk’s Month Opening Ceremony
The Bureau of Agricultural Research (BAR) joins the Department of Agriculture (DA) in celebration of the National Famers’ and Fisherfolk’s Month with the theme, “Buwan ng Magsasaka at Mangingisda: Modernisasyon at Industriyalisasyon, Tungo sa Masaganang Ani at Mataas na Kita.”
Agriculture Secretary William D. Dar led the ceremonial ribbon-cutting of the photo exhibit and opening ceremony on 16 May 2022 at the DA Headquarters, Quezon City. DA-BAR assistant director for Programs Joell H. Lales and assistant director-designate for Research Support Services Dr. Anthony B. Obligado graced the event.
The month of May is proclaimed as Farmers’ and Fisherfolks’ Month by virtue of Presidential Proclamation No. 33 issued on May 21, 1989 to give recognition to the role and contributions of the farmers and fisherfolk in ensuring food security and sustainability.
Edible Garden for BAR
Officials of DA-BAR and UPLB Edible Landscaping (EL)Team did an ocular inspection of the BAR premises as areas around the building will be planted with leafy vegetables, papaya, pineapple, yellow pandan, gabi, medicinal plants and combination of edible plants in pots as part of the edible landscaping project designed by UPLB for the DA-BAR.
Assistant directors Joell H. Lales and Anthony Obligado led the ocular with UPLB EL Team co-project leader Ms Charito Balladares; Aaron Dimapilis and Prof Ryan Tayobong who did the nice landscape design. Also joining them are other bureau officials Raymond Patrick Cabrera, Gladys Gammad, Jennifer Alianza and Marvin Evangelista.
Inauguration of DA-Cagayan Valley Facilities and Distribution of Bio N and CFA to Isabela Farmers
Led by Agriculture Secretary William Dar, the DA-Cagayan Valley and DA-Bureau of Agricultural Research (BAR) inaugurated research for development (R4D) facilities at the Cagayan Valley Research Center (CVRC) in Ilagan, Isabela on 21 May 2022. These are the seed storage facilities, greenhouse nursery, and the Technology Transfer and Entrepreneurial Assistance Development Office.
The upgraded R4D facilities, funded under the Bayanihan to Recover as One Act or also known as the Bayanihan 2 and DA-BAR regular funds, showcases the use of green technologies, renewable energies, as well as the developed various farm production and food product technologies towards strengthening the center’s programs on technology development, transfer, delivery and promotion to its stakeholders in the Cagayan Valley region.
Representing DA-BAR, Research Program Development Division head Raymond Patrick Cabrera witnessed the events. He joined DA Assistant Secretary for Strategic Communications Noel Reyes and DA-Cagayan Valley officials led by regional executive director Narciso Edillo, regional technical director for Research and Regulations Rose Mary Aquino, research division chief Lovelyn Gaspar, CVRC chief Rolando Pedro, and the CVRC staff present.
Also, distribution of Bio N and Compost Fungus Activator to corn and rice farmers in Isabela was held after the inauguration.
FARMERS’ FIELD DAY: Outscaling of Coconut-based Farming System in Candelaria, Quezon
Aim to ensure sustainable production and availability of food commodities and increase productivity and income of farmers, through diversified farming; and adoption of package of technologies for coconut, soybean, vegetables and native chicken production, the DA-CALABARZON, in collaboration with the Local Government Unit of Candelaria, Quezon- Municipal Agriculture Office, successfully conducted the Farmers’ Field Day on Soybean Production in Barangay Sta. Catalina Sur, Candelaria, Quezon on 24 May 2022.
With 50 farmer cooperators from selected barangays of Sta. Catalina Norte, Sta. Catalina Sur, Pahinga Sur, San Isidro and Kinatihan I, and a number of possible farmer-adopters of the technology, the activity further promoted the integrated nutrient management through fertilization based on soil analysis and the use of wood vinegar and other organic concoction as growth promoters and yield enhancer.
Turnover and Launching Ceremony of the Edible Landscape Demonstration Garden
DA-Bureau of Agricultural Research (BAR) assistant director-designate for Research Support Services Dr. Anthony B. Obligado, along with Agricultural Training Institute (ATI) director Dr. Rosana P. Mula, and Edible Landscaping (EL) team head and project leader Dr. Fernando C. Sanchez, officiated the turnover and launching ceremony of the ATI Edible Landscape Demonstration Garden on 27 May 2022 in Diliman, Quezon City.
The establishment of the said EL garden is in support to the DA’s Plant Plant Plant Program and is part of the DA-BAR-funded project titled, Edible Landscaping: Magtanim ng Gulay para sa Isang Masaga, Malusog at Makulay na Buhay aimed to build and strengthen capacities of urban communities toward self-sufficiency.
EL garden promotes the concept of square foot gardening where ornamental plants are substituted with edible crops like okra, ampalaya, and eggplant.
As part of the event, a seminar convened community leaders and coordinators from Caloocan and Quezon city to promote urban agriculture as an easy and doable household activity in providing healthy and nutritious food for the family.
Groundbreaking Ceremony of the Upland Research and Demonstration Center in Marilog District, Davao City
The DA-Bureau of Agricultural Research (BAR) and DA-Bureau of Soils and Water Management (BSWM) led the ground breaking ceremony of the BSWM-Upland Research and Demonstration Center in Marilog District, Davao City on 31 May 2022. The ceremony was attended by DA-BAR director Dr. Junel B. Soriano, DA-BSWM director Engr. Pablo M. Montalla, and representatives from BAR and BSWM.
Funded by the bureau, the URDC aims to provide technical assistance on the appropriate soil and water conservation technologies and management practices in the uplands.--geared towards addressing issues in the upland areas through the implementation of soil health programs, conduct of research and upland technology demonstrations. The center will benefit farmers groups (Nuvo-Manobo and Nuvo-Matisalog Tribes), students, researchers, local government units, non-government organizations, and other stakeholders.
Included in the activities attended by DA-BAR is the “27th Davao Region Upland Agriculture Research Station Founding Anniversary and Culmination of Farmers and Fisherfolk Month Celebration.” Part of the celebration is a tree-planting activity, presentation of the DA-DARUARS development plan, and the distribution certificates and dispersal of livestock by the DA-Davao Region. ###
Rainfed agri-fisheries R4DE program in Ilocos to be launched soon
Farmers and fisherfolk in Ilocos Norte will soon benefit from the various projects to be implemented under its rainfed agri-fishery R4DE program jointly undertaken by Mariano Marcos State University, Department of Agriculture key agencies and the Provincial Government of Ilocos Norte.
Seven sub-programs were presented during the 24-25 May 2022 workshop at the MMSU University Review Center which includes technologies on fisheries resources, production systems for livestock and poultry, natural resource management, tools and support systems for smarter agri-fishery industry, bioenergy program, and agriculture and fisheries extension.
Funding of the program starts this year through DA-BAR for which assistant director for Programs Joell H. Lales requested them to prioritize programs to be funded.
Atty. Juan Alfonso Augustus I. Jose representing Governor Matthew M. Manotoc said that the Provincial Government is firm in its commitment to the program as these are in line with the agri-master plan of the province.
“I can assure you that the provincial government will be there to support these specifically with the Mandanas ruling and with devolution coming into full swing this year, we undertake to be the lead agency with the MMSU in pushing for these programs because these are in line with the plans of the province.” The crucial role of the private sectors was recognized by Atty. Jose in pushing for the proposals for the next five years.
MMSU President Shirley C. Agrupis said her administration is fully supportive of this program as she rally all participants to maximize their individual personnel development fund to further raise the bar of their readiness in implementing this program.
“The rainfed agri-fishery R4DE programs for Ilocos Norte will generate research technologies that will serve as powerful tool in helping farmers and fishers sustain productivity amidst various challenges,” said president Agrupis.
DA-National Rice Program senior technical adviser Dr. Santiago R. Obien gave his insights saying that the challenge of Ilocos Norte is to generate enough volume of water to support crops and animals efficiently.
Meanwhile, Dr. Rex L. Navarro, senior adviser of DA-BAR, emphasized the involvement of the next users in utilizing the technology.
As the presentation ends, assistant director Lales recognized the importance of the programs to drive and accelerate the development of the province.
“This is the strength that we can further capitalize on. Together, with the institutionalization of the extension system, the output that we will drive from the research and extension can be mobilized for maximum utility of the sector,” Lales said.
The ceremonial launching and MOU signing for the rainfed agri-fishery program for Ilocos Norte will be held on June 2022.
YL: SCALE UP Program Launching in Lipa, Batangas
Geared toward boosting farmers' productivity and profitability, DA-CALABARZON and DA-Bureau of Agricultural Research (BAR) officiated the ceremonial launching, and the signing of Memorandum of Agreement (MOA) for the Yamang Lupa: Sustainable Community-Based Action R4DE for Livelihood Enhancement, Upliftment, and Prosperity (YL: SCALE UP) Program in Lipa, Batangas on 6 June 2022.
In line with the DA's twin goals of Masaganang Ani at Mataas na Kita, the YL: SCALE UP program seeks to establish innovative and sustainable agriculture by covering thousands of hectares of rainfed areas in different pilot regions of the country by the end of 2024. Through the program, adapted science-led soil revival strategies and management practices will be harnessed to increase the farmers’ productivity and strengthen their coping mechanisms amidst climate anomalies.
Gracing the event were DA-BAR assistant director for Programs Joell H. Lales, YL:SCALE UP national program director Dr. Virgilio Julius P. Manzano Jr., and DA-CALABARZON key officials led by assistant secretary for Operations and research executive director Engr. Arnel V. De Mesa (joined virtually), and YL: SCALE UP project leader Dr. Dario M. Huelgas.
MOU Signing, Training Workshop on the Crafting of DA IP Policy and Technology Transfer Protocol
The Department of Agriculture (DA) and the Intellectual Property Office (IPO) of the Philippines signed a Memorandum of Understanding (MOU) on 8 June 2022 at 4F Conference Room, DA-Bureau of Agricultural Research, Quezon City and via Cisco Webex. The said MOU shall provide a framework of cooperation and institutionalize coordination between DA and IPO Phl relative to the development of DA’s capacity on IP management, technology transfer, and commercialization.
This was led by DA chief of staff and undersecretary for Research, Innovation, Training, and Extension Support Dr. Leocadio S. Sebastian, IPO Philippines director-general Atty. Rowel S. Barba, DA Legal Service OIC Director and DA IP TWG Chair Atty. Armando R. Crobalde, Jr., DA-BAR assistant director for Programs and DA IP TWG Co-Chair Joell H. Lales and other key officials from DAand IPO Philippines.
Following this, a three-day training workshop was conducted to finalize DA’s IP Policy and Technology Transfer Protocol. The IP policy and Technology Transfer protocol aims to define the roles and responsibilities of DA and its attached agencies and bureaus in the ownership, protection and management, utilization, transfer and commercialization of IPs generated from DA-funded research for development programs and projects.
Inauguration and Turnover Ceremony of La Huerta Residential Edible Landscape Gardens
The DA-Bureau of Agricultural Research (BAR) attended the inauguration and turnover ceremony of the La Huerta Residential Edible Landscape (EL) Gardens on 23 June 2022 at Gawad Kalinga (GK) Village, La Huerta, Parañaque City. DA-BAR assistant director for Programs Joell H. Lales , together with Research Coordination Division head Amavel A. Velasco, and EL Garden project leader Dr. Fernando C. Sanchez, Jr. led the ceremony.
To strengthen the capacities of urban communities toward self-sufficiency, the establishment of EL Garden is in support to the DA’s Plant Plant Plant Program which promotes the concept of square foot gardening of edible crops such as lady fingers, bitter gourd, and eggplant.
Fifteen households from the barangay are the target beneficiaries of the project. The event was also attended by Parañaque City mayor Hon. Edwin L. Olivarez; Brgy. La Huerta chairman Hon. Peter Augustine N. Velasco; GK Village Homeowner’s Association representative Robeta Ortega; and GK for Parañaque and Muntinlupa South Sector head Engr. Francisco Balagtas.
Launching Ceremony of the Indoor Hydroponic System
To introduce modern farming technology toward promoting urban and peri-urban agriculture, the Department of Agriculture and different partner agencies launched the Indoor Hydroponic System (IHS) at the Planter’s Product Inc., Makati City on 24 June 2022.
The indoor hydroponic system aims to increase the production yield of lettuce, kale, tomato, and basil from hydroponics farms using different light systems while assessing their microbial analysis.
Agriculture Secretary William Dar led the launching ceremony. Joining him were DA-assistant secretary for Strategic Communications and Department spokesperson Noel Reyes, Planter’s Product Inc. president and CEO Matt Moderazo, Food Security ambassador Alexandra Faith Garcia, Philippine Agriculture and Resources Research Foundation Inc. president Dr. Candia Adalla, Urban Greens founder and CEO Ralph Becker, National Urban and Peri-Urban Agriculture Program director Gerald Glenn Panganiban, and DA-Bureau of Agricultural Research assistant director-designate for Research Support Services Dr. Anthony B. Obligado.
IKM Mentorship Program for DA-BAR staff
To improve the knowledge-sharing and dissemination of agriculture and fisheries research and technologies to intended stakeholders, the DA-Bureau of Agricultural Research; and the University of the Philippines Los Baños Office of the Vice Chancellor for Research and Extension(UPLB OVCRE) and College of Development Communication conducted a training course on Communicating Agriculture and Fisheries for Inclusive and Sustainable Development Program (CAFSRISD) on 8-29 June 2022 via Zoom.
As part of the Information and Knowledge Management Mentorship Program (IKMMP), professors from the UPLB CDC, serving as mentors, provided discussions on the following topics: science communication in the context of inclusive growth and sustainable development in fisheries and agriculture research, writing techniques for dissemination of fisheries and agriculture technology and research results, and dissemination of fisheries and agriculture technology and research results using social media and online platforms.
Fourteen learner-participants from the DA-BAR- Knowledge Management Information Systems Division were then expected to prepare and submit feature articles, photo stories, and infographics.
The capacity building activity provided a learning opportunity for professional development of DA staff–enhancing their skills and knowledge on science communication.
Research Management Meeting 2022
To discuss the implementation of agriculture and fisheries research for development (R4D) in the regions, DA-Bureau of Agricultural Research (BAR) led the conduct of the Research Management Meeting 2022 on 5-7 July at the Crop Biotechnology Center, DA-Philippine Rice Research Institute (PhilRice), Muñoz, Nueva Ecija.
The event convened 95 participants, including regional technical directors, researchers, and staff from DA and DA-Bureau of Fisheries and Aquatic Resources (BFAR) regional offices; and DA staff bureaus and attached agencies.
DA-BAR director Dr. Junel B. Soriano, DA-BAR assistant directors Joell H. Lales and Dr. Anthony B. Obligado, DA-Central Luzon regional technical director for Research and Regulations Dr. Arthur D. Dayrit, and DA-PhilRice executive director Dr. John C. de Leon led the opening program.
Plenary presentations include: 1) R4DE Continuum, 2) Updated Guidelines and Sustainability Plans for RR4DEN, 3) National and Regional R4D Programs, Activities, and Projects, 4) DA-BAR anniversary, and 5) Sustainable Challenge Award, Scientific Career System, and Magna Carta for DA S&T personnel.
Research Management Meeting: Workshop and Regional Presentations
Taking off from the Research Management (RM) Meeting’s plenary session on 5 July 2022, the DA-Bureau of Agricultural Research (BAR) conducted its workshop proper for the regional presentations from DA and DA-Bureau of Fisheries and Aquatic Resources (BFAR) regional offices; and DA staff bureaus and attached agencies on 6-7 July 2022 at the Crop Biotechnology Center, DA-Philippine Rice Research Institute (PhilRice), Muñoz, Nueva Ecija.
The two-day workshop highlighted the regions’ major accomplishments on policy reforms and technologies ready for upscaling, action plan guided by strengthening and sustaining RR4DEN, regional programs, activities, and projects, implementation strategies and institutional development needs, and knowledge management updates. These were presented by 18 key presenters followed by an open forum.
DA-BAR Research and Planning Development Division head Raymond Patrick Cabrera synthesized the activity and discussed the agreements and ways forward. He mentioned engaging with local stakeholders and local government units, including private sectors and implementing agencies, as part of the bottom-up approach. Developmental works and scaling of technologies must be reported and documented, particularly its outcome and impact.
Launching of Rice Seed Information System in Science City of Muñoz, Nueva Ecija
DA-Philippine Rice Research Institute (PhilRice) and DA-Bureau of Plant Industry (BPI) officially launched its Rice Seed Information System (RSIS) at the Crop Biotechnology Center, DA-PhilRice, Muñoz, Nueva Ecija on 7 July 2022.
With the funding support from DA-Bureau of Agricultural Research, the project served as a platform to collect, consolidate, and disaggregate near real-time rice seed production, certification, and distribution data at the municipal, provincial, and national level for sound decision-making of policymakers in project planning and implementation.
To maximize the use of information and communications technology, the RSIS is a continuum of an assessment of a completed rice seed project of DA-Central Luzon to address the needed improvements in the current and future technological advances such as delayed data consolidation and analysis. Through the application, manual data gathering and risk of human errors may be reduced or eliminated.
Aside from the DA-PhilRice, DA-BPI, and DA-BAR officials and staff, participants from the Research Management Meeting for CY 2022 also attended the event.
Introduction of the One CGIAR Portfolio-Philippines
“We need to address complex and interrelated challenges we are currently facing by leveraging on research for development opportunities created from all ends”, said DA-BAR assistant director for Programs Joell H. Lales. He delivered his opening remarks on behalf of DA-BAR director Junel B. Soriano during the introduction of the One Consultative Group on International Agricultural Research (CGIAR) Portfolio-Philippines held on 12 July 2022 at Luxent Hotel, Quezon City.
The event introduced the five Initiatives under the five Impact Areas of Nutrition, Health, and Food Security; Poverty Reduction, Livelihoods, and Jobs; Gender Equality, Youth, and Social Inclusion; Climate Adaptation and Mitigation; and Environmental Health and Biodiversity.
Taking off from the discussion, CGIAR centers in partnership with R&D partners and stakeholders mentioned that the five iniatives are: 1) Fruit and Vegetables for Sustainable Healthy Diets; 2) ClimBeR: Building Systemic Resilience Against Climate Variability and Extremes; 3) Resilient Cities Through Sustainable Urban and Peri-Urban Agrifood Systems; 4) Plant Health and Rapid Response to Protect Food Security and Livelihoods; and 5) Excellence in Agronomy for Sustainable Intensification and Climate Change Adaptation.
CGIAR initiatives primarily focuses on improving food and nutrition security for the world's most vulnerable people, and lifting millions out of poverty.
Other key participants from the department include DA-Agricultural Training Institute director Rosana P. Mula, Director and Field Operations Service OIC director Bernadette F. San Juan, and DA-BAR International R4D Relations Unit head Jay Invinsor L. Bermas.
Groundbreaking Ceremony of Corn Innovation Center in City of Ilagan, Isabela
DA-Bureau of Agricultural Research director Dr. Junel B. Soriano led the Groundbreaking Ceremony of the Corn Innovation Center on 12 July 2022 at Marana 1st, City of Ilagan, Isabela
Funded under the DA-BAR’s Institutional Development Grant (IDG) Program, the soon to be established center aims to provide technology for the production and demonstration for farmers and stakeholder on corn production.
The center targets to benefit the members of the Asosasyon ng Mga Ama sa Siyudad ng Ilagan, corn farmers, and farm workers. It can also serve as venue for trainings and work immersion activities for agriculture students or the youth of the City of Ilagan.
The ceremony was joined in by Mayor Josemarie L. Diaz of Ilagan City; DA-Cagayan Valley officials led by DA-Cagayan Valley regional technical director for Research, Regulations and Admin Concerns Rose Mary G. Aquino; and city agriculturist/project leader Moises C. Alamo.
Research Management Meeting: Field Visits
Regional technical directors and research managers of DA and BFAR Regional Field Offices; and key staff/representatives from DA-bureaus and attached agencies and DA-BAR participated in field visits to different DA implementing agencies in Central Luzon on 7 July 2022. This came part of the Research Management (RM) Meeting held at DA-Philippine Rice Research Institute, Muñoz, Nueva Ecija.
The participants visited the Precision and Digital Agriculture Center at Central Luzon State University, DA-BFAR National Freshwater Technology Center, and the National Livestock Cryobank facility at DA-Philippine Carabao Center.
The three DA implementing agencies showcased its research for development (R4D) initiatives and technologies.
YL: SCALE UP Program Launching in Eastern Visayas
DA-Eastern Visayas and DA-Bureau of Agricultural Research held the launching of the Yamang Lupa: Sustainable Community-Based Action R4DE for Livelihood, Uplifting, and Prosperity (YL:SCALE UP) Program on 15 July 2022 at the Northeastern Leyte Agri Pinoy Training Center, Javier, Leyte.
Key officials and representatives from both agencies together the local government units, lead farmer technicians, and farmer facilitators from Javier and Abuyog, Leyte also signified their commitment and support to the DA-BAR funded project.
The YL: SCALE UP program establishes innovative and sustainable agriculture through the enhanced Yamang Lupa program approaches and strategies in thesaid municipalities in line with the goal of harnessing the adapted science-led soil revival strategies and management practices. This is geared toward boosting farmer productivity and strengthening coping mechanisms amidst climate anomalies. The said program is expected to cover increased hectares for a total of 20,000 hectares of rainfed areas for rice and high value vegetables.###
Red tilapia harvest and fingerling stocking in the highlands of Cordillera
DA-Bureau of Fisheries and Aquatic Resources-Cordillera Administrative Region (BFAR-CAR) conducted its third harvest field day of red tilapia cultured in cages on 13 July 2022 in Cagubatan, Tadian, Mountain Province. As part of the event, it also highlighted the stocking of 6,211 red tilapia fingerlings in fishponds for the fourth and last trial on 14 July 2022 in Sagada, Mountain Province.
The said activities are part of the project titled, Performance Evaluation of Red Tilapia in Ponds and Cages aimed to adopt the protocol on the grow out culture for optimum growth of red tilapia. The DA-BAR-funded technology makes use of a cross of Oreochromis niloticus and Oreochromis mossambicus strains in freshwater ponds and cages.
Both events were successfully attended by local government unit representatives, project cooperators, adopters, other interested fisherfolk, and women groups like the Tadian Farmers, Fisherfolk and Irrigators Multipurpose Cooperative and the Mountain Province Farmer's Fisherfolk and Loach Throng.
Oath-taking of newly-promoted and appointed DA-BAR staff
Two promoted and one re-appointed staff of the DA-Bureau of Agricultural Research (BAR) took their oaths on 29 July 2022.
DA-BAR director Dr. Junel B. Soriano officiated the oath-taking ceremony as joined by Human Resource Management Unit OIC-head Judith A. Maghanoy.
The newly-promoted staff were Mara Shyn N. Valdeabella-Pacunana (Information Officer III) and Dorothea B. Calica (Administrative Assistant II). Abelardo G. De Jesus Jr. was re-appointed as Administrative Aide VI. ###
DA-BAR celebrates 35th Anniversary
The DA-Bureau of Agricultural Research (BAR) kicked off its week-long celebration to commemorate the bureau’s 35th anniversary.
Led by bureau director Dr. Junel B. Soriano, the opening ceremony highlighted the presentation of the bureau’s significant accomplishments and contribution on the agriculture and fisheries research for development through formulated programs and activities, and supported projects.
Other highlights of the ceremony included the launching of the DA-BAR audiovisual presentation and introduction of the Sustainable Challenge Award.
DA assistant secretary-designate for Operations Arnel de Mesa delivered the message of Undersecretary for Operations and Chief-of-Staff Dr.Leocadio S. Sebastian via a pre-recorded video.
DA-BAR launches EL demo garden, Agri-fisheries R4D Photo Contest exhibit, and DA-BAR Technology and Innovation Hub
The DA-Bureau of Agricultural Research unveils the improved and upgraded version of the edible landscape (EL) demonstration garden at the bureau’s grounds on 1 August 2022. In time with the bureau’s 35th anniversary celebration, the new look of the EL demo garden utilized both the existing garden and vacant spaces. It still serves its original purpose of promoting the EL technology to visitors and clients.
Also part of the launching activity is opening of the Agri-fisheries R4D Photo Contest exhibit, the re-launching of the DA-BAR Technology and Innovation Hub (formerly known as the R&D Technology Center), and initial unveiling of the DA-BAR Techflix. ###

The DA-Bureau of Agricultural Research (BAR) held its awarding ceremony for the DA-BAR Agri-fisheries R4D Photo and Video Contest on 4 August 2022.
Aligned with the 35th anniversary theme, “Pagpapalakas ng pananaliksik sa agrikultura at pangisdaan: tugon sa hamon ng krisis sa ekonomiya at pandemya,” the bureau sought photo and video entries that emphasized the importance of a strengthened R4D response to the challenges faced by the agriculture and fisheries sector.
A total of 13 entries were received from the participants, and were scored by a panel of judges namely, Alan Jay Jacalan and Gian Carlo Luague from DA-Agriculture and Fisheries Information Division; Ma. Perpetua Ocampo from DA-Bureau of Soils and Water Management; and Rita dela Cruz from DA-National Fisheries Research and Development Institute. ###
Culminating activities of the DA-BAR anniversary celebration
To culminate the week-long anniversary celebration, two activities for the staff were conducted on 4 August 2022, the DA-BAR Awards Night and the Stress Management in the Work seminar.
The awards ceremony was held to acknowledge the staff’s efforts and hardwork. Permanent and contract of service employees also received due recognition as loyalty awardees.
DA Undersecretary for Operations and Chief-of-Staff Dr. Leocadio Sebastian graced the awards ceremony.
Meanwhile, a seminar was held to raise awareness on the relationship between office productivity and well-being.

J.H. Cerilles State College 21st Founding Anniversary | August 11, 2022
DA-Bureau of Agricultural Research director Dr. Junel Soriano graced the 21st Founding Anniversary celebration of the J. H. Cerilles State College on 11 August 2022 as its guest speaker.
During the event, DA-BAR awarded the JHCSC certificate of approval for two new R4D projects. Assistant director for Programs Joell Lales and Research Program Development Division head Raymond Patrick Cabrera also attended the event.
Ceremonial Turnover of DA-BAR Leadership
In his concurrent capacity as DA-Philippine Rice Research Institute-Midsayap Station director, Dr. Sailila E. Abdula officially started his term as the OIC director of DA-Bureau of Agricultural Research (BAR) on 15 August 2022.
A ceremonial turnover of leadership from former DA-BAR director and current DA-Bureau of Soils and Water Management director Dr. Junel B. Soriano to Dr. Abdula marked this transition. DA-BAR assistant directors Joell H. Lales and Dr. Anthony B. Obligado, key officials, and staff attended the activity. This was shortly followed by the first Management Committee meeting under Dr. Abdula.[1]

1st ManCom Meeting under the leadership of Dr. Abdula
The DA-Bureau of Agricultural Research (BAR) held its First Management Committee (ManCom) meeting with the newly designated OIC director Dr. Sailila E. Abdula on 15 August 2022 at 4F Conference Hall, RDMIC Bldg., Diliman, Quezon City. Present during the meeting were the key officials and selected staff of the bureau.
The ManCom meeting was called to order as an avenue for all divisions to provide Dr. Abdula an overview of their respective functions, services, and responsibilities. It also paved the way for the new director to deliver his marching orders as well as lay out his initial plans for the bureau. ###
Orientation Meeting for DA-BAR External Pool of Experts for R4D Programs
The DA-Bureau of Agricultural Research (BAR) convened its External Pool of Experts for research for development (R4D) Programs to level-off with their assigned roles and responsibilities as well as the current thrusts and priorities of the bureau on 15, 17, and 23 August 2022 via Google Meet.
The bureau has recently updated its External Pool of Experts for R4D Programs. It is composed of scientists, researchers, and specialists from the DA’s national and regional offices, state universities and colleges, non-government organizations, and the private sector and other government institutions who are technically equipped, with relevant experience, and actively involved in research for development in the agriculture and fisheries sector. As stipulated in the Special Order, the group shall provide assistance to the various R4D programs, activities, and projects of the bureau.
DA-BAR OIC-director Dr. Sailila E. Abdula welcomed the esteemed experts to the virtual orientation. Together with the director, key officials and staff of different sections and units of the bureau participated in the activity spearheaded by the Research Program Development Division-Project Packaging and Evaluation Section. ###
YL: SCALE UP Program Launching in Quezon Province
DA-CALABARZON and DA-Bureau of Agricultural Research held the launching of the Yamang Lupa: Sustainable Community-Based Action R4DE for Livelihood, Uplifting, and Prosperity (YL:SCALE UP) Program in Quezon Province on 23 August 2022 at Silungang Bayan, Tayabas City, Quezon.
Key officials and representatives from both agencies together the local government units, lead farmer technicians, and farmer facilitators from Pagbilao and Tayabas, Quezon also signified their commitment and support to the DA-BAR funded project.
The YL: SCALE UP program establishes innovative and sustainable agriculture through the enhanced Yamang Lupa program approaches and strategies in the said municipalities in line with the goal of harnessing the adapted science-led soil revival strategies and management practices. This is geared toward boosting farmer productivity and strengthening coping mechanisms amidst climate anomalies. The said program is expected to cover increased hectares for a total of 20,000 hectares of rainfed areas for rice and high value vegetables. ###
NAFRDEAP 2023-2028 Integration Workshop
The DA-Bureau of Agricultural Research (BAR), in collaboration with the University of the Philippines Los Baños (UPLB), held its National Agriculture and Fisheries Research for Development Agenda and Programs (NAFRDEAP) 2023-2028 Integration Workshop on 30 August to 2 September 2022 via Cisco WebEx.
The workshop aimed to devise a timely and relevant set of research for development (R4D) areas as a guide for DA-BAR’s R4D partners for the next medium term. It provided a venue to consolidate all R4D priorities on agriculture and fisheries in three periods namely, High Priority (needs to be addressed within 2023); Medium Priority (needs to be addressed within 2024-2025), and Low Priority (needs to be addressed between 2026-2028) in preparation for the National Multi-stakeholder Consultation Workshop.
The priority R4D areas were presented by commodity focals from the bureau. After which, UPLB experts of various commodities and cross-cutting areas provided inputs and technical guidance during a two-day plenary session. ###
YL: SCALE UP Project Launching in Ilocos Norte

DA-BAR 2021 Agency Review Conference and 2022 1st Sem Performance Assessment cum Mid-Year Planning Workshop
The DA-Bureau of Agricultural Research (BAR) held its 2021 Agency Review Conference and 2022 1st Semester Performance Assessment cum Mid-Year Planning Workshop on 7 to 8 September 2022 at DA-BAR Conference Hall, Quezon City.
Spearheaded and facilitated by the BAR Performance Management Team (PMT), the activity served as a venue to assess the performance of the bureau’s divisions and units vis-à-vis their success indicators and targets for 2021 and 2022 1st Semester. The result of the assessment will be used for the improvement of the bureau’s overall operations of programs, activities, and projects (PAPs) for the succeeding period.
The division and unit heads presented their respective accomplishments and mid-year plans from the Office of the Assistant Director for Programs and Office of the Assistant Director for Research Support Services. ###
Enhanced hatchery and nursery protocols in tilapia production
DA-Bureau of Agricultural Research (BAR,) together with the DA-National Fisheries Research and Development Institute (NFRDI) through the Freshwater Fisheries Research and Development Center (FFRDC), conducted monitoring and documentation activities for the project on enhanced fingerling production of tilapia in Laguna and Batangas on 13-14 September 2022.
Funded by DA-BAR, the project addresses inefficient and low production of fry and fingerlings through refinement of site-specific protocols for seed production of tilapia in selected areas in the two provinces. Further, the project strengthens the capacity of village level hatcheries and nurseries in producing quality fry and fingerlings of tilapia.
Among the sites monitored were three hatchery cooperators in Laguna and five hatchery and nursery cooperators in Batangas. DA-BAR monitoring team led by Research Coordination Division assistant head Julia A. Lapitan, DA-NFRDI executive director Dr. Lilian C. Garcia, and FFRDC center chief and project leader Dr. Maria Theresa M. Mutia provided suggestions and recommendations for the sustainability and expansion of the project.
DA-BAR Project Visits at DA-NVES
In a short briefing, the DA-Nueva Vizcaya Experiment Station (DA-NVES) officials led by OIC-chief Arsenio Apostol Jr. gave status updates on DA-Bureau of Agricultural Research (BAR)-funded projects being implemented by the station to DA-BAR assistant director for Programs Joell Lales on 20 September 2022 in Bagabag, Nueva Vizcaya.
DA-NVES senior science research specialist Salvador Bulda shared that the production and processing of muscovy ducks is now the main source of livelihood by farmers in their province. He also added that Muscovy duck processed products, Pato-Chon and Pato-Tim, have high demands in Nueva Vizcaya.
Assistant director Lales dropped by the DA-NVES to get project updates and share the new direction of the bureau, focusing on scaling and technology transfer and achieving outcomes and impacts from the various technologies harvested through the various BAR funded researches. He then encouraged DA-NVES to focus on the production and processing of Muscovy ducks after Bulda reported that it has a wide market in Nueva Vizcaya groceries.
He also advised DA-NVES to focus on prolonging the shelf life of ginger, another major product of the station, so that distribution and supply will be available all year round. ###

Increasing milkfish production through adoption of improved protocols
The DA-National Fisheries Research and Development Institute-Freshwater Fisheries Research and Development Center engaged village level hatcheries and nurseries to ensure quality seed stock of milkfish, thereby, increasing fish production through adoption of improved protocols established by the South East Asian Fisheries and Development Center.
Funded by DA-Bureau of Agricultural Research, the improved protocols in the hatchery and nursery focuses on efficient feeding and water management. These involve provision of appropriate density of natural live food for the fry, while maintaining optimum water quality through proper water management using filtered or treated water for faster growth and higher survival rate.
Identified farmer-partners in Sariaya and Lucena, Quezon adopted the improved protocol for seed production of milkfish for grow-out ponds and cages.
Black Box Agreement Signing and Project Scoping
To preserve the Traditional Rice Varieties (TRVs) of our Indigenous People, a Blackbox Agreement was signed by DA-Philippine Rice Research Institute (PhilRice), farmers, and local government unit representatives on 4 October 2022 at DA-PhilRice in Muñoz, Nueva Ecija.
The TRVs from Hungduan and Hingyon in Ifugao and from the T'boli and Ubo tribes in Lake Sebu, South Cotabato were stored at DA-PhilRice Genebank for 𝘦𝘹 𝘴𝘪𝘵𝘶 conservation through safety deposit for future use.
Following the signing of agreement, a project scoping in Ifugao was conducted to determine the needs of farmers in these areas and possible assistance to ensure for the sustainability of project initiatives.
Food and Agriculture Organization-Agrobiodiversity Project Management Coordinating Unit led by Virginia Agcopra and DA-BAR staff visited the municipalities of Hungduan and Hingyon on 5-6 October 2022. ###
DA-BAR, partner implementing agencies set priority R4D areas for next medium-term
273 participants convened for the updating of the National Agriculture and Fisheries Research for Development and Extension Agenda and Programs (NAFRDEAP) 2023-2028 during a five-day Multi-stakeholder Consultation Workshop on 3-7 October 2022 via Cisco Webex.
The workshops aims to update the NAFRDEAP 2016-2022 document, hence, consolidating all research for development (R4D) priorities on agriculture and fisheries in three periods: High Priority (needs to be addressed within 2023), Medium Priority (needs to be addressed between 2024-2025), and Low Priority (needs to be addressed between 2026-2028). The outputs will then serve as a guide for the bureau to devise a timely and relevant set of researchable areas for the next medium-term.
Led by DA-Bureau of Agricultural Research and University of the Philippines Los Baños, participants from various government agencies, state colleges and universities, farmer and fisherfolk cooperatives and associations, private sector industry partners were able to review, vet, and finalize the R4D areas on the following commodity groups:
(Corn; Rice, Adlay, and other cereal crops; Rootcrops; Fruits; Vegetables and Legumes; Plantation and Biofuel Crops; Livestock, Poultry, and Bee; and Aquaculture and Capture Fisheries). Cross-cutting areas were also reviewed and commented by the participants.
Discussions focused on the period, value chain stage, expected outputs, and possible implementing agencies. Further, participants finalized the available technologies, developers, and their recommended technology pathways. ###
International Professorial Lecture on Agrivoltaics with Dr. Randle-Boggis
Central Luzon State University (CLSU) and DA-Bureau of Agricultural Research (BAR), an international professorial lecture titled, Agrivoltaics: Integrating Solar Electricity with Agriculture to Deliver Food, Energy and Water Security on the Same Area of Land on Agrivoltaics” was conducted on 13 October 2022 at the Science City of Muñoz, Nueva Ecija.
Dr. Richard J. Randle-Boggis, research associate, University of Sheffield, United Kingdom led the professorial lecture. Agrivoltaics, as discussed by Dr. Boggis, is an application of solar panels integrated into agricultural system. Examples of food crops produced are wheat, tomatoes, lettuces, cabbages, broccoli, onions, potatoes, carrots and vines. Agrivoltaics also provides electricity to the communities.
Joining the conference were scientists, researchers, engineering students, and guests from CLSU, including officials (who attended virtually) from the DA bureaus and attached agencies, and regional offices of DA, Bureau of Fisheries and Aquatic Resources Regional Field Offices, and Agricultural Training Institute.
The Agrivoltaics conference was part of the CLSU festival, which will run from 11-14 October with, bannering the theme, A Celebration of a High Impact CLSU.
DA-BAR joins 2022 World Food Day celebration
Key officials from the DA-Bureau of Agricultural Research (BAR) together with other attached agencies and staff bureaus of the Department of Agriculture participated in the 2022 World Food Day Celebration on 17 October at the DA Central Office, Elliptical Road, Diliman, Quezon City.
DA joins the Food and Agriculture Organization of the United Nations (UN-FAO) to call on government institutions, private sector, state universities and colleges, and individuals "to work together in solidarity to prioritize the right of all people to food, nutrition, peace and equality." This year’s World Food Day carried the theme, “Leave no one behind.”
Gracing the celebration are Committee on Agriculture, Food and Agrarian Reform Chairperson and Senator Cynthia A. Villar; DA Policy, Planning, and Regulations undersecretary Mercedita A. National Agrobiodiversity Forum and Project Culmination of ABD Project
The Food and Agriculture Organization of the United Nations (FAO) through its Project Management and Coordination Unit and the DA-Bureau of Agricultural Research (BAR) organized a National Agrobiodiversity Forum and Culmination of the project titled, Dynamic Conservation and Sustainable Use of Agrobiodiversity in Traditional Agroecosystems of the Philippines or also known as the Agrobiodiversity (ABD) Project on 28 October 2022 at Verjandel Hotel in Diliman, Quezon City.
As the ABD Project completion concludes in December 2022, the forum aims to encourage representatives from municipalities and provinces to commit to supporting the sustainability plan in order to sustain the positive contributions, gains, and progress of the project to the communities.
Representatives from the relevant attached agencies and bureaus of DA, Department of Environmental and Natural Resources and its concerned attached bureaus and its regional office in Eastern Visayas, University of the Philippines Los Baños, National Commission for Culture and the Arts, National Commission on Indigenous Peoples, pilot local government units of Ifugao and South Cotabato, Department of Education-Indigenous People Education of Ifugao, and civil society organizations gathered for the presentation of the significant milestones of the project.
Through the funding assistance of Global Environment Facility, the ABD Project aimed to enhance, expand, and sustain the dynamic conservation practices to conserve agro-biodiversity in traditional ecosystems of the Philippines. ###
DA-BAR 2023 Performance Commitment Review (PCR) Target Setting Workshop cum Program Planning
Before the year ends, DA-Bureau of Agricultural Research held its 2023 PCR Target Setting Workshop cum Program Planning held at the Development Academy of the Philippines in Tagaytay City and via Cisco Webex on 2-4 November 2022.
The activity aimed to set and finalize targets for the 2023 success and performance indicators of the divisions, units, and the DA-BAR’s overall commitments anchored in its strategic plan. Major activities and ways forward were discussed in support of enhancing the bureau’s technical and administrative operations for the succeeding year.

Per DA Special Order 871 Series of 2022, Lales was designated as the bureau’s OIC-director on 24 October 2022, while Dr. Abdula is now the DA-SOCCSKSARGEN OIC-regional executive director, in full-time capacity. ###

Two Contract of Service staff of the DA-Bureau of Agricultural Research (BAR) took their oaths as newly-appointed staff of the bureau on 22 November 2022 at the DA-OSEC, Diliman, Quezon City.
DA Senior Undersecretary Domingo F. Panganiban officiated the oath-taking ceremony as joined in by DA-BAR OIC-director Joell H. Lales.

PSAU official and staff visit DA-BAR
Pampanga State Agricultural University (PSAU) vice president for Research, Extension, and Training Dr. Geraldine C. Sanchez along with technical staff paid a courtesy visit to DA-Bureau of Agricultural Research (BAR) OIC-director Joell H. Lales on 24 November 2022 at the Office of the Director, RDMIC Building, Quezon City.
The short meeting was highlighted by a discussion on the bureau’s new research for development agenda which zeroes in on a more inclusive and holistic approach towards creating a more impactful R4D, especially in areas of high poverty and low agricultural productivity areas of the country. Discussions as regards the role that relatively big universities such as the PSAU will play in the implementation of the new R4D approach and strategy was also discussed.
Also attended by DA-BAR Research Program and Development Division (RPDD) acting head Raymond Patrick L. Davao Del Sur State College (DSSC) President Dr. Augie E. Fuentes and project Leader Dr. Graciela L. Caballero paid a courtesy visit to DA-Bureau of Agricultural Research (BAR) OIC-director Joell H. Lales on 2 December 2022 at the Office of the Director, RDMIC Building, Quezon City.
The meeting highlighted a discussion on the bureau’s new research for development agenda propelled by market driven, solution-oriented, sustainable, and farmer-centered agriculture and fisheries technology innovations focusing in areas of high poverty and low agricultural productivity.
DSSC officials discussed their proposed collaborative program on technology business incubation and other R4DE projects on seaweed liquid fertilizer as biostimulants and bamboo processing technology.
It was also attended by DA-BAR Research Program and Development Division acting head Raymond Patrick L. Cabrera, Technology Management Section head Ethcel Princess P. Libang, and project development officer Chrystel Venus F. Fonseca.
Inauguration of BSU Agri-Processing Center
DA-Bureau of Agricultural Research OIC director Joell H. Lales led the inauguration of the Benguet State University Agricultural Processing Center (BSU-APC) on 13 December 2022, at La Trinidad, Cordillera Administrative Region.
In his message, he emphasized that R4D facilities such as the APC must have the farmers as its number one beneficiaries. He also challenged the BSU officials and researchers to ensure that the utility and services of the center will be maximized.
Aligned with the goal to optimize the productivity of farmers in the region, the BSU- APC shall house R&D activities for fresh farm produce traded at the Benguet Agri Pinoy Trading Center (BAPTC)—the country’s biggest vegetable trading facility. Among these is the refinement and training on vegetable processing and value-adding technologies towards providing farmers and consumers income and health benefits. The BSU-APC was funded by DA-BAR under its Research Facility Development Grant program.
Also present during the inauguration were BSU Vice President for Research and Extension Johnny Guzman Dati, Sr., Vice President for Business Affairs Norma Banania, BSU-APC Project Leader Violeta Salda, BSU-Food Science Research and Innovation Center Director Lesley Dale Umayat, ORS Director Gretchen C. Assessment and Scoping Activity of Adlay Program in Region 9
To revitalize the adlay program in the region, DA-Bureau of Agricultural Research OIC-director Joell H. Lales met with the officials and staff from DA ZamPen, representatives from Western Mindanao State University and Mutia Adlay Farmers Association on 15 December 2022 in Hotel Guillermo, Pagadian, Zamboanga del Norte.
Among discussed during the assessment and scoping activity of the adlay program were the marketing strategies of adlay, shelf life improvement of adlay grits, postharvest facilities, and possible tie-up ventures with other sectors.
The activity is in line with the bureau’s desire of bringing the research for development straight to our farmers and fishers through the help of partner-institutions, other government agencies and local government units. ###

NVSU officials discussed their proposed collaborative program to address citrus disease management and control in the region.
