What is Continuation Coverage?
SEBB Continuation Coverage(COBRA) is a temporary extension of SEBB health plan coverage available to SEBB members and their dependents due to your SEBB employer benefits terminating. Your SEBB benefits will terminate when you separate employment with the school district (ex, retirement, termination or resigning your position).
When will my SEBB benefits terminate?
Your benefits will terminate at the end of the current month that you separate employment.
Examples:
If you resign on June 21, 2023 then your SEBB benefits will terminate on June 30, 2023. You would then be eligible for SEBB Continuation Coverage on July 1, 2023.
If you resign on Aug. 31, 2023 and you do not have a new contract for Sept. 5, 2023, then your SEBB benefits will terminate Aug. 31, 2023. You would then be eligible for SEBB Continuation Coverage on Sept. 1, 2023.
*You could also opt into the State of Washington’s HealthPlanFinder under a special open enrollment event instead of opting into Continuation Coverage.
When am I offered Continuation Coverage?
You will be offered Continuation Coverage after your SEBB benefits are terminated. SEBB will send you the Continuation Coverage in the mail once the benefit administrator keys your SEBB termination.

*You must sign up directly with the SEBB program no later than 60 days from the date your SEBB benefits have terminated.
How long does Continuation Coverage last?
Your maximum coverage period is determined by the qualifying event that caused you to lose SEBB coverage. SEBB Continuation Coverage (COBRA) can generally last up to 18 months. There are other circumstances that can extend your Continuation Coverage and those are explained in the Continuation Coverage Election Notice that is linked below.
What is the process to sign up for Continuation Coverage?
Once you are keyed as resigned/retired within the Benefits 24/7 system you will be able to create your enrollment within the new Benefits 24/7 online system.

Portability of Insurance Plans
Some SEBB supplemental plans have options to continue (port) the policy as self-pay, while others will terminate once you retire/resign.
Health Equity Health Savings Account (HSA)
The Health Equity Health Savings Account is yours even if you change jobs, insurance plans, or retire.

MetLife Life Insurance
Employer Paid Life and Accidental Death and Dismemberment insurance will end on the last day of the month in which the employee is eligible for the employer contribution for benefits.
You may be eligible to continue some or all of your Employee Paid Life Insurance by applying for the Portability or Conversion option no later than 60 days after employer-based group medical insurance coverage ends.
You may transfer some or all of your life insurance, up to plan maximums, to a spouse or state-registered domestic partner’s account, if they are also enrolled in SEBB benefits.

Navia Flexible Spending Arrangement (FSA)
You will either have to terminate your FSA once you retire/resign, or there are options to continue participating.
Keep in mind that once your employment is terminated that you can continue to submit claims after you retire/resign, but the plan will only pay for claims incurred before your SEBB benefit end date. Money left in your account after that date cannot be refunded and will be forfeited to Navia or the Health Care Authority. This is called the “use it or lose it” rule.
If you elect to continue participation in Medical FSA then you will be able to use the plan for the remainder of the year in their accelerated contributions or COBRA options.
There are no continuation options available for the Dependent Care Assistance Program (DCAP) and this plan will terminate when the employer-based group medical insurance coverage ends.
