What does "licensure" refer to?
On April 1, 2024, Maryland created new regulations for educators to renew their educator credentials and replaced the term “certificate” with “license”.
Why?
To distinguish between the State educator credential (a license) and National Board Certification.
Also reflects the updated expectations for what it means to maintain your professional educator credential. Educators are now required to earn “points” on an Individual Professional Development Plan.
How do I know if I can renew the "old way" or if I have to renew the "new way"?
This is based on the time when you last renewed your teaching license with the state of Maryland.
If you last renewed your teaching license before April 1, 2024, you can renew the "old way" of earning six acceptable credits (one more time).
If you last renewed your teaching license after April 1, 2024, you are required to renew the "new way" of earning 90 professional development points on an Individual Professional Development Plan.
Last Renewal: Before April 1, 2024?
If you last renewed before April 1, 2024 and still have a “ historic certificate,” you can renew in one of two ways (one more time):
1) Earn six acceptable credits, or
2) Earn 90 points on an Individual Professional Development Plan.
**The Archdiocese of Baltimore recommends that if you have a "historic certificate," you renew by earning six acceptable credits one more time.
If you are renewing your Maryland “historic certificate,” the six credits can be:
Earned or taught at an institution of higher education or through MSDE-approved Continuing Professional Development (CPD_ courses; and
Related to public school education; and
Earned within the validity period of the historical certificate; and
Earned in reading coursework if not already completed.
*Once the professional license is issued, you must meet the new renewal requirements for that license moving forward (earning 90 points on an Individual Professional Development Plan)

Last Renewal: After April 1, 2024?
If you last renewed after April 1, 2024 you must renew your license using the Individual Professional Development Plan (IPDP) and the 90 points are required.
On the Individual Professional Development Plan, there is a full list of acceptable activities that count as "points".

What if my MD license is expired? How do I renew?
If your license is expired, you are required to renew your license by earning 90 points on an Individual Professional Development Plan. You are not able to renew the "old way" of earning six acceptable credits one more time.
