Safety

We have created this plan to aid in navigating the reestablishment of our school where employees, students, and families feel safe and to reduce the impact of COVID-19 conditions upon returning to the district. The guidelines referenced in this plan are based on guidance from the Texas Education Agency, Centers for Disease Control and Prevention (CDC) and World Health Organization (WHO). Regular updates will be made to this plan based on information provided by the CDC, WHO, and applicable federal, state and local agencies.

In order to ensure the continued well being of our employees the following guiding principles have been put in place:

GUIDANCE FOR FACILITIES

BUSES

  • Buses will be disinfected daily.

  • Bus drivers must not report to work if they suspect they are sick or if they have symptoms such as fever or difficulty breathing.

CAFETERIA AND MEAL PERIODS

Cafeteria Procedures:

  • Meals will be served in the cafeteria during regularly scheduled lunchtimes.

  • Tables and touchpoints will continue to be sanitized between users.

  • Hand sanitizing stations will be available for student and staff use.

  • Proper handwashing and coughing/sneezing containment techniques will be taught in the classroom.

CLASSROOMS

All administrators with the help of teachers are asked to create procedures to promote a safe and sanitary environment to the best of their ability following the measures below:

  • Arrange seating for social distancing (3ft apart) when possible

  • Schoology will be the standard platform for communication with students and parents

  • Sanitizing and disinfecting surfaces and frequent touchpoints

  • Create classroom procedures that encourage students to stay in their own space

  • Face masks or cloth coverings will be optional for all students and staff.

  • Require the use of hand sanitizer frequently among students

  • Remind students to catch their cough and sneeze

  • Keep adequate supplies in the classroom for healthy hygiene

  • Develop a routine during the day to clean and disinfect the classroom including frequently touched surfaces and shared items

  • Store any cleaning chemicals out of the reach of students

  • Keep student’s belongings separated and labeled

  • Prop doors open during entry times to reduce touchpoints

  • Any student with a minor injury needing a band-aid will be addressed in class with a classroom first aid kit

  • Any student complaining of a symptom of COVID-19 must be checked by the nurse who will come to the classroom to check temperature and evaluate the student

COMPUTER LABS

  • Arrange access to computers to allow for social distancing (3ft apart)

  • Masks are optional in computer labs

  • Students/staff may use hand sanitizer upon entry and exit

  • Computers and keyboards may be sanitized between users

ENTRY PROCEDURES

  • All staff and students will receive training on proper hygiene and sanitation procedures

  • Monitor the number of students on campus at any one time and keep accurate records of student attendance and grouping

  • Face masks or cloth coverings will be optional per the Governor's order

  • Use hand sanitizer upon entry and frequently throughout the day

  • Wash hands with soap and water for 20 seconds as often as possible

  • Assign a staff member to hold doors open or prop doors open during high traffic times to eliminate touchpoints

FACILITIES CLEANING

The safety of our employees and students are our first priority. We will require employees to maintain safety standards by continuously cleaning and disinfecting based on the frequency stated below.

General measures should be followed regularly.

  • Custodial staff will ensure the safe and correct application of disinfectants.

  • Maintenance and staff will ensure ventilation systems operate properly.

DEEP CLEANING AND DISINFECTION PROTOCOL

Deep cleaning is triggered when an active employee or student is identified as positive for COVID 19 based on testing.

FOOD DELIVERY

Bringing or sharing homemade refreshments during meetings is prohibited in order to limit the risk of contamination. Only pre-packaged Snack items, candy, and drinks may be provided through the school district until further notice. We ask that there be no food delivered and that food be kept at your assigned space. Personal deliveries such as packages should not be delivered to AISD.

HALLWAY/PASSING PERIODS


  • Stagger when students/staff will be in the hallway to minimize exposure

  • Face masks or cloth coverings will be optional for all students and staff per the Governor's order

NURSE/CLINIC

  • Nurses will handle as many students as possible outside the student’s classroom door

  • Teachers will address minor injuries as appropriate with the classroom first aid kit (use good judgment, ex: paper cut)

  • Nurses will determine when a student must visit the clinic

  • A sick student will be placed in a dedicated isolation space and will be required to follow the re-entry plan to return to school

  • There will be different designated entry and exit points when possible

OFFICE PROCEDURES

  • Maintain accurate accounting of who is in the building and what location

  • Create a schedule for sanitizing and disinfecting surfaces and frequent touchpoints

PICK-UP/DISMISSAL

  • Parents are to remain in their vehicles to pick up students

  • Parents may not congregate outside school buildings

  • Students will be called to bus circle as their bus arrives

PLAYGROUND/RECESS

  • Campuses will resume normal recess activity during regularly scheduled recess time.

  • Restroom breaks and handwashing will be part of the normal recess routine.

RESTROOMS

Restroom Procedure:

  • Students will use hand sanitizer before and after going to the restroom

  • Handwashing posters will be placed in all restrooms

SCHOOL EVENTS/FIELD TRIPS

School events and field trips will resume as normal. However, as the District continues to monitor COVID cases in our area, this may be re-evaluated.

  • Students and staff will be required to follow bus and other safety requirements outlined in this Return to Learn plan that applies to the classroom in regards to social distancing, handwashing, and cough/sneeze containment while on trips.

SHARED WORKSPACES

Employees are encouraged to disinfect their own workspace daily, giving special attention to commonly touched surfaces. AISD has alcohol-based hand sanitizers throughout the workplace and in common areas. Cleaning sprays and wipes are also available to clean and disinfect frequently touched objects and surfaces such as telephones and keyboards. The AISD Custodial Team will clean all workspaces at their designated cleaning time.

Please note that proper equipment such as acceptable disinfectants should be used when cleaning individual workspaces.

TRAVEL (SCHOOL BUSINESS) FOR STAFF

AISD will resume staff travel to conferences and workshops when available but must be pre-approved by their supervisor and the Deputy Superintendent or the Office of the Superintendent.

VISITOR/VOLUNTEERS

Visitors will be allowed inside the school building for school business matters but can also request meetings over the phone, by email, or in a Zoom virtual meeting with classroom teacher or administrator.

  • All parents/visitors must follow entry procedure including checking into the office and completing the background check process through Raptor.

  • In-person volunteers will be welcomed. Volunteers will work in designated work areas.

WATER FOUNTAIN PROCEDURES

  • Place hand sanitizer near water fountains

  • Encourage students and staff to bring their own water to minimize use/touching of water fountains

GUIDANCE FOR STAFF & STUDENTS

COVID-19 CONFIRMED PROTOCOL

  • If an individual who has been in a school is test-confirmed to have COVID-19, the school will notify the local health department, in accordance with applicable federal, state and local laws and regulations, including confidentiality requirements of the Americans with Disabilities Act (ADA) and Family Educational Rights and Privacy Act (FERPA).

  • Upon receipt of information that any teacher, staff member, student, or visitor at a school is test-confirmed to have COVID-19, the school will submit a report to the Texas Department of State Health Services via an online form. The report will be submitted each Monday for the prior seven days (Monday-Sunday).

  • Students who have COVID-19- As provided in this Department of State Health Services (DSHS) Rule, school systems must exclude students from attending school in person who are actively sick with COVID-19 or who have received a positive test result for COVID-19. Parents must ensure they do not send a child to school on campus if the child has COVID-19 symptoms or is test-confirmed with COVID-19 until the conditions for re-entry are met.

    1. A school administrator shall exclude from attendance any child having or suspected of having COVID-19. Exclusion shall continue until the readmission criteria for the conditions are met. The readmission criteria for COVID-19 is as follows:

    2. Children or staff members who test positive for COVID-19 must stay home 5 days after the day they were tested and if asymptomatic may return to school but continue to wear a mask for an additional 5 days. Updated January 3rd, 2022.

    3. *Fever free for 24 hours without the use of fever suppressing medications and other symptoms are reduced. Fever is a temperature of 100° Fahrenheit (37.8° Celsius) or higher.

COVID-19 EXPOSURE PROTOCOL

EMPLOYEE SCREENING AND PROTOCOLS

To help prevent the spread of COVID-19 and reduce the potential risk of exposure to our employees, we will be encouraging employees to complete a self-screening which includes answering a set of questions related to COVID-19 symptoms including:

  • Cough

  • Shortness of breath or difficulty breathing

  • Chills

  • Repeated shaking with chills

  • Muscle pain

  • Headache

  • Sore throat

  • Loss of taste or smell

  • Diarrhea

  • Feeling feverish or a measured temperature greater than or equal to 100.0 degrees Fahrenheit

  • Known close contact with a person who is lab-confirmed to have COVID-19

  • Employees who have a positive diagnosis are required to quarantine for at least 5 days. Employees may return to work if they are asymptomatic and are wearing a face mask for 5 days (Updated January 3, 2022). All screening information will be kept confidential by Human Resources and the district nurse.

  • Employees who exhibit COVID-19 symptoms may be excluded from school until they are fever-free for 24 hours without the use of fever suppressing medications and/or other symptoms are reduced. Fever is a temperature of 100° Fahrenheit (37.8° Celsius) or higher.

  • The Families First Coronavirus Response Act (FFCRA) is no longer in effect. This means quarantined employees must use their personal leave (local or state). In the event, there is no personal leave balance available, your paycheck will be absent-deducted.

PERSONAL PROTECTIVE EQUIPMENT (PPE)

In order to minimize exposure to COVID-19, PPE may be needed to prevent certain exposures. PPE can include:

Masks: Face masks are an important part of employee protection, as well as personal hygiene, social distancing, and frequent cleaning efforts. At this time, face masks are optional for both students and staff.

* Please note that social distancing is encouraged even with the use of masks.

In addition to using PPE, please remember to:

  • Wash your hands often with soap and water for at least 20 seconds. Use hand sanitizer with at least 60% alcohol if soap and water are not available

  • Avoid touching your eyes, nose, and mouth

  • Cover your mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow

SOCIAL DISTANCING

Social distancing is an effective way to prevent potential infection. AISD employees, students, parents, and approved visitors/volunteers are encouraged to practice staying approximately 3 feet away from others and eliminating contact with others.

SUSPECTED COVID-19 CASE at school

If an employee becomes ill on campus, he/she will immediately report to the campus nurse’s isolation space and the case form will be completed. If a student becomes ill on campus, the student’s teacher will immediately notify the nurse and the nurse will go get the student and escort them to the isolation space and the case form will be completed.

Once the employee or student arrives at the isolation space, immediately provide them with a mask and gloves. Explain that this is to help protect other employees and students and prevent the spread of the potential virus.

  • The nurse and others attending the suspected infected person, should also wear a protective mask and gloves while working with the suspected infected person.

  • The nurse will direct the ill employee to leave work or call the parent of the student to be picked up and go home.

  • The isolation space and suspected employee’s or student’s work area/classroom will be thoroughly cleaned and disinfected, in addition to all other common surfaces recently touched by the employee or student.

ADMINISTRATIVE DECISION-MAKING FLOWCHART

If any staff member has been diagnosed with COVID-19 the employee will stay home and self-isolate until the following criteria are met:

  • 24 hours without fever;

  • improvement in symptoms; and

  • 5 calendar days from COVID diagnosis and if asymptomatic may return to work with a face mask for an additional 5 days (Updated January 3, 2022).

If a staff member has been in close contact, defined by the Centers for Disease Control as within 6 ft for 15 minutes or longer with a person who has a lab-confirmed diagnosis of COVID-19, the employee may opt to self-quarantine for 5 days quarantine from the date of last exposure as recommended by the CDC unless they have been vaccinated and/or were wearing a face mask during the exposure period.

If a staff member has received a positive COVID-19 lab-confirmed diagnosis but is not experiencing any symptoms, the staff member may return once the following criteria have been met:

  • 5 days have passed since the date of the first positive COVID-19 test (assuming they have not subsequently developed symptoms) and are wearing a face mask for 5 additional days to prevent the potential spread (Updated January 3, 2022).

  • As a reference, close contact determinations are generally based on guidance outlined by the CDC, which notes that individuals who are vaccinated are not considered close contacts. Given the data from 2020-21 showing very low COVID-19 transmission rates in a classroom setting and data demonstrating lower transmission rates among children than adults, Staff will not conduct close contact tracing, and students and staff will not be required to quarantine for exposure.

  • If campuses are made aware that a student is in close contact with an individual with a positive COVID diagnosis, Anna ISD will notify the student’s parents.

  • Parents of students who are determined to be close contacts of an individual with COVID-19 may opt to keep their students at home during the recommended stay-at-home period (5 days if asymptomatic and can return with a face mask for an additional 5 days- Updated January 3, 2022).

  • All parents and staff at the elementary level will be notified when there is a positive case on campus. Additionally, elementary parents and staff in the homeroom class connected to the reported case will be notified in a separate communication.

  • Parents and staff at the secondary level will be notified when there is a positive case on campus.

  • Anna ISD will maintain a district dashboard of lab-confirmed cases of COVID-19 on its website (www.annaisd.org). The dashboard will be updated at the end of each school day.

  • For staff who are not fully vaccinated who meet the close contact threshold with a COVID-19 positive individual, it is recommended that the staff remain off-campus during the stay-at-home period. For staff who meet the close contact threshold with a COVID-19 positive individual, if these staff continue to work on campus, rapid testing must be performed at the start of the day, at least once every other day until the end of day 5.
