On December 14, 2023, Governor Shapiro signed into law Clean Slate 3.0 (HB 689), a bipartisan bill that expands eligibility and shortens some waiting periods for dealing with past criminal records in Pennsylvania. Its provisions include:
Less serious drug felonies are now eligible for automatic sealing after ten years without subsequent convictions.
Property-related felonies like theft will be eligible for sealing by petition after ten years.
Waiting periods are shortened before eligibility for record-sealing, to seven years for misdemeanors and five years for summary offenses.
With this bill, over 1 million more people will be eligible to seal their records, on top of those already covered under prior versions of Clean Slate legislation.
