An accelerated Education Plan (AEP) is required if a student fails to achieve approaches or higher on two consecutive STAAR or EOC assessments in the same subject area
Accelerated Instruction is limited to no more than 2 subjects in the following order: Math/Algebra I, Reading/English I/English II, Science/Biology, Social STudies/US History.
The student-to-tutor ratio is 4:1
Providing student-to-teacher ratio waivers for use of approved online curriculum (approvals available spring 2024)
Students who take STAAR-Alt 2, are retained, or take substitute high school assessments are not subject to accelerated instruction requirements
Hour requirements range from 30 to 15 for some students, depending on passing level and AEP.
Parents must be notified of student failure to perform on applicable assessments
Parents may modify or remove supplemental instruction requirements with a letter to a campus administrator, pending the student can successfully pass a BOY screener on grade level.
TEA is required to monitor the implementation of accelerated instruction
House Bill 1416 is a new statute from the TEA that is effective as of June 9, 2023. This statute requires that school districts implement accelerated instruction practices during the 2023-2024 school year for all students, based on results from Spring 2023.
Set new requirements for students not successful on or that did not participate in STAAR/STAAR Alternate 2/EOC for grades 3-12 in ALL tested subjects
Provided supplemental instruction aligned with the research on high-impact tutoring in the TEKS for the applicable grade levels and subject area in the following manner:
No less than 15 or 30* hours depending on student performance and is provided in the summer or at least once per week in the school year.
Any student grades 3-12 that did not pass or did not participate in STAAR/STAAR Alternate 2/EOC in any subject (HS - this includes retesters)
Limited to two subjects per year, with priority given to Math and RLA
Provided in a small group setting, preferably a 4:1 ratio
Designed to assist the student in achieving satisfactory performance in the applicable grade level and subject area and includes effective instructional materials designed for supplemental instruction
*HB 1416 requires TEA to define requirements for students requiring 30 hours of supplemental instruction through the rulemaking process. TEA will propose rules that will provide that students who fall into the "Low Does Not Meet" category of STAAR performance receive no less than 30 hours of supplemental instruction. The rule will also provide that students in third grade who do not approach grade level or higher will be required to receive 30 hours of supplemental instruction.
