Not all changes are chemical reactions.
For example when ice melts, it changes from being a solid to a liquid this is a physical change not a chemical reaction. Also when nail varnish dries it look different on the nails to how it looked in the bottle but no new substance has been produced so no chemical reaction has taken place.

A chemical reaction is a chemical change which results in one or more new substances being formed. The change is usually not reversible.
A physical change has no new substance or substances being made. The change is reversible.
