Marijuana Retail Quota

Language is standard recommendation from KP law with additional language stating that the bylaw will be in effect through June 30, 2021. That will allow Town Meeting the opportunity to revisit the bylaw at the 2021 Annual TM. If no further action is taken, it will expire then.

The points that I would recommend that the Board consider at this meeting are more around the document, rather than the specific wording at this point.

First, is this something conceptually we want to propose. If so, then at what number would we chose to limit and why? And further, what time horizon seems appropriate for expiration?

The number of Marijuana Retailers, as that term is defined in 935 CMR 500.002, permitted under this Bylaw shall be limited to XXX, which number is greater than twenty percent (20%) of the number of licenses issued within the Town of Williamstown for the retail sale of alcoholic beverages not to be drunk on the premises where sold pursuant to G.L. c.138 §15. This bylaw shall be in effect through June 30, 2021.
