There is a provision in the 'Procedure for Appointment Ordinance', given in the UGC/HEI Establishment Code as Appendix III, page 504. However Commission Circular 846 of 14th July 2004 and Establishment Circular 13/2008 of 18th December 2008 made amendments as follows;
Commission Circular 846 of 14th July 2004
(a) In the case of posts other than professorships in the University system an advertisement shall be valid for a period of one year reckoned from the closing date of applications. Under no circumstances shall the validity of an advertisement be extended beyond one year.
(b) In the case of professorships an advertisement shall be valid for a period of one and half years reckoned from the closing date of applications. Under no circumstances shall the validity of an advertisement to extend beyond one and half years.
5. Definition of the period of validity
For the purpose of this Circular, the relevant period for considering the period of validity of an advertisement is the period commencing from the closing date of application up to the date of finalisation of selections by an appropriate Selection Committee for submission to the Council/ Board of Management for approval. (The following provision become null and void due to the provision by EC 13/2008) The time taken by the Council/ Board of Management for approving the selection is not included in the validity period as defined above. The final selection for recommendation to the Council/ Board of Management shall be made within the validity period
Establishment Circular 13/2008 of 18th December 2008
(i) that all Universities/ Institutes should obtain approval of the Governing Authority for recommendations of the Selection Committees within the validity period of advertisement subject to Section 5 of the Commission Circular No. 846 of 14th July 2004.
