Policy Paper on Bond and Obligations - by 'Committee on Obligations of Bond and Agreement' (Sub-Committee of the Council of the University of Jaffna)

Recovery of obligation of Bond and agreements has been a major problem in Universities. A large amount has been accumulated over a period of time. This has been a peculiar problem for University of Jaffna due to the situation prevailed during the last three decades which has resulted lack of follow-up on defaulters.

This matter has been taken up at various forums at UGC, Ministry of Higher Education, and COPE. The Council University of Jaffna, having considered the seriousness of this issue appointed a Committee on Obligations of Bond and Agreement (COBA). The committee, with the support of the relevant staff of the University of Jaffna perused the files pertaining to the defaulters and substantial progress has been made in reducing the amount outstanding. However the committee has found that the regulatory framework on the subject has been very weak as it doesn't have a compiled document and which has resulted in people getting away with it.

This policy document has been formulated based on the legal and regulatory framework prevailing at present and the ruling of the University Council in the past. The Committee produced this document to handle the pending cases of defaulters and to avoid accumulation of large amount with the Obligations of Bond and Agreement.

This document will be a credit to the Council of the University of Jaffna since it will show the sincerity of the University Council in handling the pending cases on Obligation of Bond and Agreement.

The Committee has reviewed this document thoroughly and recommended to the Council for its approval to enforce it in the normal administrative work of the University of Jaffna.

The University Council at its 426th meeting approved the Policy Paper with the Background Document for policy formulation.
